PERFORMANCE WORK STATEMENT

Integrated Maintenance Plan

INTRODUCTION

Background United States Navy (USN) H-60 aircraft perform a variety of missions throughout the Western Pacific Area of Responsibility (AOR). The H-60 aircraft are assigned to HSC-12, HSM-51 and HSM-77 forward deployed aboard U.S. Naval Air Facility Atsugi, Japan. The aircraft deploy aboard multiple 7th Fleet ships operating in the Western Pacific AOR, and routinely operate in harsh environments ranging from the flight decks of ships to forward operating bases. To maintain these aircraft each helicopter requires an inspection periodically to repair damage, remove corrosion and apply preventative maintenance. The overarching program for this work is the H-60 Integrated Maintenance Plan (IMP), documented in NAVAIR A1-H60-IMP-000, hereinafter referred to as the “H-60 IMP Specification”. The H-60 IMP Specification enables a total integrated approach for sustaining the material condition of the aircraft, and provides for two separate Planned Maintenance Interval (PMI) events encompassing airframe and component inspections, system operability checks, deficiency identification, correction, and preventive maintenance to ensure serviceability through the next planned operational interval. Each PMI event is a comprehensive inspection of aircraft structure and flight critical components by visual and appropriate Non-Destructive Inspection (NDI) methods, and will typically include repair, manufacturing parts, modifications and Technical Directive (TD) compliance, and reclamation. Each PMI event ensures continued aircraft integrity in order to provide operating units with a sufficient number of safe, reliable, mission capable aircraft to perform their assigned mission.

Scope The scope of this PWS includes the PMI event from start to finish, including related repairs, parts manufacturing, modification and TD incorporation. Included in this effort is also the maintenance of the tooling and support equipment required for the PMI event. The scope of this PWS also includes occasional repair events for aircraft at their location, termed In-Service Repair (ISR). The requirements of this PWS include, but are not limited to the following task areas:

a) The Contractor shall perform the PMI event in accordance with (IAW) the most current H-60 IMP Specification.

b) The Contractor shall conduct all needed repairs, except as specified herein.

c) When directed by the Government, the Contractor shall incorporate authorized Technical Directives (TDs) and requested modifications.

d) The Contractor shall perform Organizational Level repairs, inspections (phase and otherwise), and maintenance on request from the Government.

e) The Contractor shall perform ISR when requested by the Government and when not prohibited by host country laws.

f) The Contractor shall fabricate aircraft tooling and parts when requested by the Government.

g) The Contractor shall maintain tooling and support equipment required for the PMI event IAW applicable instructions.

h) The Contractor shall provide support to the Functional Check Flight (FCF) phase, including repairs, servicing and flight line support.

i) The Contractor shall perform adjustments, checks, tests, repairs, component repair, preventative maintenance, and any resultant airframe repairs IAW the applicable organizational, intermediate and depot-level directives and publications as directed by the H-60 IMP Specification.

j) The Contractor shall perform all needed support functions, such as program management, records management, contract management, etc. required to execute this contract.

Responsibilities Fleet Logistics Center Yokosuka (FLCY) Fleet Logistics Center Yokosuka (FLCY) is the Contracting Office and assigns contract administration responsibilities to the Defense Contract Management Agency (DCMA). IAW Attachment (1g), the Contract Administration Plan (CAP), FLCY will retain overall contract management responsibilities while delegating select responsibilities to Fleet Readiness Center Western Pacific (FRCWP) and to DCMA. FLCY’s contract management responsibilities include the Procuring Contracting Officer (PCO), Contract Specialist (CS), and Legal Counsel for the Government.

Fleet Readiness Center Western Pacific (FRCWP) FRCWP is the Program Management Office (PMO) for the contracted H-60 IMP Specification. FRCWP retains the Program Manager Technical Representative (PMTR) responsibilities and provides the technical data package, all parts and material, and Government engineering support. FRCWP coordinates all Government support elements and funding to perform the work under this contract. The Contractor shall coordinate with various FRCWP billets in the performance of this PWS (PMTR, Aircraft Modification Manger, Customer Service Representative, Technical Library POC, etc.). FRCWP personnel DO NOT have authority to change the contract.

The PCO will designate a Contracting Officer’s Representative (COR) within FRCWP, normally the PMTR, to provide surveillance of the Contractor and to represent the PCO within a limited capacity. Unless otherwise specified in the contract, the COR does NOT have the authority to direct the Contractor in the performance of this work. Moreover, the COR is NOT authorized to approve changes to the contract.

Defense Contract Management Agency (DCMA) DCMA retains the contract administration responsibilities including the Administrative Contracting Officer (ACO), and Quality Assurance (QA), Ground Flight Representative GFR and Government Ground Representative (GGR), Property Management, and Safety for the Government. The PCO will delegate Ordering Authority to the ACO to issue Task Orders/Delivery Orders authorizing the Contractor to perform the work.

GENERAL REQUIREMENTS

The Contractor shall provide, as non-personal services, all personnel (e.g. management, supervision, engineering, quality assurance, artisans, etc.), equipment, tools, materials and other items and resources necessary to perform aircraft Maintenance, Repair and Overhaul (MRO) services as defined in this PWS, except as provided in the Section that defines Government Furnished Property (GFP)/Supply Functions. The Contractor shall retain sole administrative and supervisory responsibility for all its personnel performing work under this contract. The Contractor shall comply with the standards in this PWS, the documents listed in Section 10 of this PWS, and other applicable policies, directives, and instructions. The Contractor shall comply with DCMA 8210.1 series in establishing and applying the aircraft maintenance programs required by those instructions.

Scheduled and Unscheduled Maintenance The Contractor shall perform scheduled maintenance inspections and repairs IAW the H-60 IMP Specification and all applicable maintenance manuals. The Contractor shall comply with any changes to the H-60 IMP Specification on the next inducted aircraft unless otherwise determined by FRCWP. If the scope of work is increased or decreased by any change to the H-60 IMP Specifications, the Contractor may renegotiate affected contract elements with the PCO.

The Contractor shall immediately notify the PMTR of any unscheduled maintenance requirement for any aircraft inducted under this contract of which the Contractor has knowledge. Such unscheduled maintenance requirements are not directly related to the H-60 IMP Specification and may be discovered by either Contractor or Government personnel. The following are examples of activities that might uncover a requirement for unscheduled maintenance:

a) Review of aircraft logbooks and records

b) Operational and functional testing of systems

c) Examination of the aircraft and its associated components during PMI

d) Failure during fleet operational activities where the repair is outside of organic capabilities including battle damaged/crash damaged aircraft The Contractor shall perform unscheduled maintenance under this contract (organizational, intermediate, or depot level), whenever an appropriate task order is issued, or an existing task order is modified to include such unscheduled maintenance, by the ACO. The Contractor shall perform scheduled depot level PMI maintenance at the Contractor facility. The Contractor shall allow Government personnel access to perform “O” Level Maintenance during the PMI process on a not-to-interfere basis with the Contractor’s ability to meet the Contract Delivery Date (CDD). The Contractor shall ensure that, prior to giving Government personnel access to the aircraft, access has been approved by the ACO. Except as specified in this PWS, the H-60 IMP Specification applies to work done by the Contractor. The Contractor shall coordinate all requests for waivers of these requirements through the PMTR for approval by the H-60 Fleet Support Team (FST).

Contractor Facility Requirements The H-60 aircraft under this contract predominantly originate from Naval Air Facility (NAF) Atsugi, Japan. The Contractor may request that the aircraft be flown by the Government to the Contractor’s facility for scheduled maintenance. Due to fuel and range limitations, the Contractor’s facility shall be located not more than 150 nautical miles from NAF Atsugi. The Contractor shall coordinate with any required entities for the arrival and departure of the aircraft at the Contractor’s facility, the performance of the FCF from sunrise to sunset including hovering up to 200 feet, takeoff, landing and forward flight and all other associated operations. The required facilities are further outlined in Attachment (1d).

Contractor Spaces for Government Use The Contractor shall make office and working spaces available to the Government for Contracting Administration Services (CAS) functions, Government Plant Representatives, GFR, GGR, Government Ground Flight Representative (GGFR), PMTR, FRCWP Supply Management Representative (SMR), FCF aircrew and other Government representatives at the Government’s discretion at the Contractor’s H-60 PMI aircraft and maintenance facility (if not already established), as follows:

(a) A minimum of 1,500 square feet of floor space located within the Contractor's H-60 PMI operations facility. Office space shall be securable and have air-conditioning and heating. Specific areas for office space shall be mutually agreed upon by the Contractor and the designated DCMA office, subject to the approval of the PCO if required.

(b) Access to, and use of restroom facilities, electricity, water (including potable water), and sewage utilities supporting the office spaces, facility telephone switching system, and computer workstation drops capable of supporting fifteen (15) Government personnel. The Government will pay telecommunications service charges.

(c) Custodial services to include trash removal, sweeping, vacuuming, mopping, dusting and waxing of floors surfaces. Custodial services provided shall coincide with Contractor's daily schedule for similar services.

(d) The Contractor shall provide a cypher lock system for securing the Government office spaces.

Alterations, modifications or changes to the designated Government office spaces beyond these requirements may be negotiated with the PCO as required.

Airfield Support The Contractor shall support the arrival and departure of aircraft from the contractor’s facility for drop-off or pickup of passengers, cargo and parts. If the contractor is required to off-load or on-load and use heavy equipment, the price for such work is allocable to the Over & Above CLIN.

Computer Hardware The Contractor shall provide the computer hardware to support installation of Government supplied Integrated Electronic Technical Manual (IETM) software for Contractor use. The specifications for like hardware utilized by the Government to support the IETM are listed in Attachment (1e), Portable Electronic Maintenance Aid (PEMA) Hardware Specifications.

Workload and Turn-Around Time (TAT) The Contractor shall be capable of a standard PMI workload of five (5) H-60 aircraft in flow at a time. Five (5) H-60 aircraft in flow undergoing any PMI process is the nominal workload for the Contractor’s baseline staffing. The Contractor shall be capable of surging to a maximum of eight (8) H-60 aircraft at a time, if required.

The Contractor shall be responsible for work planning and performance to accomplish all scheduled and unscheduled services within the following established TATs:

Aircraft
PMI Event
Total TAT (in calendar days)
MH-60R/S
PMI-1N
120 Calendar Days
MH-60R/S
PMI-2N
135 Calendar Days

“Calendar Days” include Saturdays, Sundays, and all holidays.

The date of induction is the day immediately following the Government’s delivery of the aircraft to the mutually established Contractor pickup point. TAT begins on the day the aircraft is inducted and ends when the Contractor has completed the PMI event and the aircraft is ready for FCF. TAT does not include the Government specific tasks involving aircraft reporting custodian responsibilities prior to and after PMI including FCF. However, the Contractor shall support the Government in completing these tasks and include such support as part of its basic price for performing the PMI events.

When additional work above the basic requirement that cannot reasonably be accomplished within the timeframe of the PMI event is requested by the Government via the ACO, the Contractor should request an increase to TAT to complete this work on inducted aircraft. Any other work requested on non-inducted aircraft shall not affect the TAT of aircraft already inducted.

First Aircraft Inductions The Contractor may request TAT relief for the first two aircraft inductions to compensate for learning curve. The request shall be submitted as schedule delays are identified. Such requests should identify and measure the impact of all issues prompting the request and outline the plan for mitigating these issues for future aircraft inductions. The ACO will coordinate with the PMTR to review the request for TAT relief. If approved, TAT relief will be made via modification to the affected task order.

Surge Aircraft The Government’s Estimated Induction Schedule is established for all aircraft based on a calendar interval with periodic adjustment. Surge is specific to an additional aircraft PMI requirement being added to the nominal workload. If the Government inducts more than five (5) aircraft into simultaneous flow, the sixth and subsequent inducted aircraft will be designated as a Surge aircraft. Contractor should request additional TAT for Surge aircraft beyond what is stipulated in the PWS. The Contractor shall request such additional TAT in writing to the ACO no later than 3 days after issuance of the task order. The Contractor shall include reasonable justification in its request for additional TAT.

Accelerated Delivery The ACO may direct accelerated delivery of in-work aircraft (see 3.7 of this PWS) or other actions IAW the operational availability needs of the Government. Such Government requirements will be negotiated on a case-by-case basis. If the activities accompanying an accelerated delivery threaten to delay the delivery schedule of an aircraft already in work, the Contractor shall report such risk within (2) calendar days of discovery to the ACO and PMTR. The Contractor shall support all other assigned tasking as negotiated.

Supply Delays The Contractor shall report accurate need by dates for all parts being provided by the Government (CDRL B003). Any parts that do not show an Estimated Delivery Date of at least two weeks prior to the need by date shall be annotated as critical, briefed during the weekly production status brief and detailed in the Production Plan as to which tasks will be affected on the critical path (CDRL A005). The Contractor may request for a CDD extension due to Government Delay for any parts that do not arrive by the provided need by date that causes a work stoppage or significant work slow-down affecting the critical path as shown on the Production Plan. Late, delayed or otherwise untimely ordering of parts, including those that should have been reasonably discovered during the Evaluation and Inspection Phase that were discovered during a later phase shall not be considered a Government Delay.

Engineering Delays The Contractor shall report accurate need by dates for all REIs submitted taking into account reasonable repair timelines. The Contractor shall indicate on the REI the assumed repair turn-around time. Need by dates shall be reflected in the Production Plan (CDRL A005) and linked to the appropriate task. Any REIs that will affect the critical path shall be discussed during the weekly meetings. The Contractor shall submit REIs within a reasonable amount of time after the evaluation and inspection phase, leaving the Government with a minimum of 10 Government work days to provide a response (note that the Government is not committed to this timeline, this is for planning and scheduling purposes only). Bulk submission of more than REIs within YY calendar days will require a longer processing time by the US Government that the Contractor must take into account. Bulk submission is discouraged and will be a negative consideration in Contractor request for extension. The Contractor may request a CDD extension due to Government Delay for any REIs not returned by the need by date that causes a work stoppage affecting critical path. Late, delayed or otherwise untimely submission of Evaluation and Inspection Phase REIs or REIs for deficiencies that should have been reasonably discovered during the Evaluation and Inspection Phase that were discovered during a later phase shall not be considered a Government Delay.

Delay Notification The Contractor shall notify the ACO and PMTR of any anticipated or actual Government or Contractor caused delay(s) in writing within five (5) work days when it becomes evident to the Contractor that the TAT and/or contract delivery date CDD will be adversely impacted. The written notification shall provide the reason for the delay, the estimated date the aircraft shall be delivered, and an updated Production Plan (CDRL A005). The ACO may negotiate consideration for a reasonable adjustment to the TAT and CDD when a delay affects the scheduled delivery date. In the event the new CDD extends into the Contractor’s Holiday, the ACO shall weigh the needs of the Government against the needs of the Contractor before authorizing relief across the entire holiday. When requesting an extension resulting from a delay, the Contractor shall describe actions taken to eliminate or mitigate the delay and to prevent the delay for future aircraft. The actions taken by the Contractor to mitigate delays will be a primary factor in determining the amount of consideration owed to the Government for accepting late delivery. When there is a Government caused delay in providing supplies and/or Engineering to the Contractor, the Contractor shall continue to perform tasks on the aircraft until there are no more tasks that can be performed without the needed supplies and/or Engineering to accomplish critical path.

Transition Procedures Phase-In Transition Plan The Contractor shall submit the Phase-in Transition Plan for Government in accordance with CDRL D001. The Contractor shall then adhere to the Phase-in Transition Plan once approved by the Government. Phase-In shall be an incoming Contractor’s preparation period for the purpose of relocating, hiring, training personnel, ordering materials, inventorying GFP, and the coordination with the Government on all matters associated with the establishment of the operations support, maintenance and logistics functions to enable the incoming Contractor to perform the requirements specified in this contract. The Phase-In Transition Period is identified in Section F.

Phase-In Transition and Unpacking Requirements The Contractor shall prepare its facilities, support, equipment and tools to begin the work under this contract. Further, the Contractor shall staff in preparation to support the H-60 estimated PMI Induction Schedule. The Contractor shall inventory, unpack, assemble, setup, inspect, perform required operational checks and acceptance on all Government-owned Support Equipment (SE).

The Contractor shall provide a bi-weekly Transition Status Report during the transition period (CDRL D002). The Contractor shall provide a Production Readiness Review prior to the induction of the first aircraft to assert their readiness for induction. This shall be performed with adequate time to correct minor deficiencies discovered during the review before induction. Contractor shall provide Presentation Documentation (Contract Data Requirements List (CDRL) C002) and record and provide Meeting Minutes (CDRL C001) for the Production Readiness Review.

Phase-Out Transition Plan Phase-Out Transition is a period of ninety (90) calendar days prior to the termination or completion of the contract. The Contractor shall conduct joint wall-to-wall inventories with the Government, while continuing ongoing operations during the phase-out transition period, and transfer custody of Government Property (GP) to the Government. A written Transition Inventory Plan (Shut-down) shall be delivered IAW CDRL D003. The Contractor shall ensure an orderly transition and accountability of all property in the inventory, including those in the pipeline awaiting receipt.

Government Furnished Property (GFP) Government Furnished Property is all items provided by the Government and includes Government Furnished Equipment and Government Furnished Materials. Government Furnished Property (GFP) will be provided to the Contractor from the Navy/DOD Supply Systems IAW procedures established in applicable specifications. The Contractor shall have a system to effectively manage and account for all GFP, which includes Other Plant Equipment, Special Test Equipment, Special Tooling, Military Property, and Government Material. The system shall be able to show gains and losses for all GFP. An annual inventory of GFP shall be provided to the Government IAW CDRL B011. Contractor shall also utilize the Plant Clearance Automated Reutilization Screening System (PCARSS) automated application for reporting, screening, and dispositioning excess GFP on an annual basis and submit an Excess Material Report IAW CDRL B010.
