About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition in federal contracting. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) seeks approval to procure a kV2c electric smart meter with soft switches E, K, Q, T, and V, and a TWACS UMT-C metering transponder, manufactured by Aclara Technologies LLC (77 West Port Plaza Drive, Suite 500, St. Louis, MO 63146-3126), for the P-875 Water Reclamation Facility project at Marine Corps Base Hawaii in Kaneohe. The procurement is estimated at an unspecified percentage of the overall project construction cost (specific dollar amounts are redacted). The meters will be mounted outside the new main switchboard ahead of the main circuit breaker to measure power consumption at the new redundancy wastewater treatment plant.
The justification invokes 10 U.S.C. 3204(a)(1) authority citing only one responsible source. NAVFAC HI determined that only three meters are functionally compatible with the existing Advanced Metering Infrastructure (AMI) system—the Aclara kV2c, L+G FOCUS® AX Polyphase, and Elster A3 Alpha—all requiring TWACS UMT-C metering transponders to communicate with the existing TWACS communication system and AclaraONE software server. However, only the kV2c provides maintenance efficiency and avoidance of substantial cost duplication, as maintenance personnel are already trained on this meter model and it aligns with MCBH's standardized equipment. A Sources Sought Notice (N62478CON33FY2420) posted on SAM.gov on June 6, 2024 yielded no alternative responses. The Contracting Officer has determined the anticipated cost to be fair and reasonable. NAVFAC HI does not intend to compete future contracts for this electric meter unless another potential source emerges.

J&A No. 25-24
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER , FY24 MCON PROJECT P-875
WATER RECLAMATION FACILITY, MARINE CORPS BASE HAWAII, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.
2. Description of the Action Being Approved.
Request approval for the use of the kV2c electric smart meter with soft switches E, K, Q, T, and V, and TWACS UMT-C metering transponder, manufactured by Aclara Technologies LLC, 77 West Port Plaza Drive, Suite 500, St. Louis, MO 63146-3126, for P-875 Water Reclamation Facility (WRF) project at Marine Corps Base Hawaii (MCBH), Kaneohe, Hawaii.
3. Description of Supplies/Services.
The general scope of work for project P-875 is to provide a redundancy wastewater treatment plant at MCBH. The new wastewater treatment plant will be metered separately from the existing Water Reclamation Facility. The new meters will be mounted outside of the new main switchboard ahead of the main circuit breaker to measure the power consumption at the new plant.
Electric meters at individual facilities communicate via a base-wide advanced metering infrastructure (AMI) system to a server at a centralized location that consolidates the electric meter readings from all buildings. The new electric meters provided for this project must communicate via the existing AMI system to the existing server at the centralized location. The existing AMI system consists of a TWACS (brand name product) communication system and an AclaraONE (brand name product) software server. The new electric meter provided for this project must provide the same data that all other existing electric meters provide.
The estimated procurement cost for (1) electric smart meter with soft switches E, K, Q, T, and V, and TWACS UMT-C metering transponder feature is approximately of the project’s overall estimated construction cost of
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The kV2c electric smart meter with TWACS UMT-C metering transponder should be used because of 1)functional compatibility with the existing AMI system, and 2)maintenance efficiencies with standardized equipment. Only three meters provide for functional compatibility, and only one of those three meters will allow for maintenance efficiency and avoidance of substantial duplication of costs.
1) Functional Compatibility
The new electric meter provided for this project must communicate via the existing AMI system to the existing server at the centralized location. The existing AMI system consists of a TWACS (brand name product) communication system and an AclaraONE (brand name product)software server. The new electric meter provided for this project must provide the same data that all other existing electric meters provide.
A TWACS metering transponder is the only known product that has the capability of communicating on a TWACS communication system.
The TWACS UMT-C metering transponder is compatible with only the following three meters: Aclara kV2c, L+G FOCUS® AX Polyphase, and Elster A3 Alpha meters. Data from all meters is expected to be compatible with the AclaraONE software server.
MCBH Facilities Energy Branch requires electric meters to record the following data: Event log, kVA – Power Factor, kvar and kVA measures,Power Quality Measures, Time of Use, and Fast Voltage Event Monitor and Log. Soft switches (custom functional capabilities) E, K, Q, T,and V are required on the kV2c to record this data.
Given that the electric meters must be compatible with the existing TWACS communication system and the existing AclaraONE software server, the only known meters capable of functioning with the existing AMI system and providing the same data as other existing electric meters is the kV2c electric smart meter with soft switches E, K, Q, T, and V, and TWACS UMT-C metering transponder, L+G FOCUS® AX Polyphase meter with UMT-C metering transponder, or Elster A3 Alpha meter with UMT-C metering transponder.
2) Maintenance Efficiency
Maintenance personnel are currently familiar with the kV2c
CUI
electric meter hardware and interfaces as that is the current meter model that MCBH has standardized around. If a different brand of electric meters are used, it will require additional personnel training costs. Maintaining multiple brands of electric meters, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if the kV2c meter is utilized. Using a meter other than the kV2c will result in substantial duplication of costs to the Government.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable.
A Sources Sought Notice (No. N62478CON33FY2420) was posted on 6 June 2024 on the SAM.gov website to determine if there were any alternative options to the kV2c electric smart meter with soft switches E, K, Q, T, and V and TWACS UMT-C metering transponder.
There were no responses to the sources sought notice for this requirement.
Government market research was performed. As noted in section 5 above, the Government determined that the Aclara kV2c, L+G FOCUS® AX Polyphase, and Elster A3 Alpha meters are functionally compatible with the existing system, but only the kV2c electric smart meter with soft switches E, K, Q, T, and V and TWACS UMT-C metering transponder will provide for maintenance efficiency and avoidance of substantial duplication of costs.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI does not intend to compete future contracts for the electric meter. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
