About this file
This is a Justification and Approval (J&A) document for the use of other than full and open competition in federal procurement. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) requests approval to procure Schneider Electric USA Inc. programmable logic controllers (PLCs) Model M580 Series for the P-875 Water Reclamation Facility (WRF) project at Marine Corps Base Hawaii in Kaneohe, Hawaii. The procurement is justified under 10 U.S.C. 3204(a)(1) on the basis that only one responsible source exists and no other supplies or services will satisfy agency requirements. The project involves a compliance upgrade to the WRF to meet National Pollutant Discharge Elimination System permit requirements, specifically an expansion of the existing Supervisory Control and Data Acquisition (SCADA) system. The estimated procurement cost per PLC unit is redacted, with the overall project cost for all required PLCs also redacted. The work order number and fiscal year 2024 project designation are identified as FY24 MCON PROJECT P-875.
The J&A justifies the single-source selection based on two primary rationales: standardized equipment for compatibility and maintenance, and cybersecurity Authorization to Operate (ATO) requirements. The current WRF SCADA system utilizes Schneider SCADAPack 357 PLCs, and the expansion must integrate seamlessly with existing infrastructure to avoid reliability issues and operator confusion. Standardization on Schneider equipment reduces personnel training costs, procurement expenses for additional manufacturers' equipment and support contracts, and maintenance of multiple parts inventories. The existing SCADA system ATO covers the Schneider equipment; however, the SCADAPack 357 is becoming obsolete, making the M580 Series a recommended substitute meeting UFC 4-010-06 cybersecurity requirements. NAVFAC HI published a Sources Sought notice (No. N62478CON33FY2403) on October 16, 2023, in the System for Award Management (SAM.gov) to identify compatible alternatives. Four responses were received, but none submitted an alternate product compatible with the Schneider PLC Model M580 Series. The Contracting Officer has determined the anticipated cost to be fair and reasonable. NAVFAC HI commits to monitoring the digital network products industry for potential future competitive alternatives, with no current plans to compete future contracts for these supplies.

J&A No. 24-03
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER , FY24 MCON PROJECT P-875
WATER RECLAMATION FACILITY, MARINE CORPS BASE HAWAII, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contracts Branch, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.
2. Description of the Action Being Approved.
Request approval for the use of the programmable logic controller (Schneider PLCs Model M580 Series) by Schneider Electric USA Inc. for P-875 Water Reclamation Facility (WRF) project at Marine Corps Base Hawaii (MCBH), Kaneohe, Hawaii.
3. Description of Supplies/Services.
The P-875 construction project is for a compliance upgrade to the WRF to meet requirements of the National Pollutant Discharge Elimination System permit, where a portion of the construction involves an expansion of the Supervisory Control and Data Acquisition (SCADA) system. The current WRF’s SCADA system utilizes the Schneider SCADAPack 357 Programmable Logic Controllers (PLC) for remote system monitoring and configuration.
The SCADA expansion in the P-875 construction project will need to follow the established standard for control system components and implement a design that meshes well with existing infrastructure.
The estimated procurement cost for each of the Schneider M580 Series PLC is approximately depending on the functionality required at each location. The overall cost for all of the PLCs required in this project is approximately
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The Schneider PLC Model M580 Series should be used because of the following:
a. Standardized Equipment for Compatibility and Maintenance.
This project will require modification of and expansion to the existing SCADA system. All new equipment procured under this construction project will need to be connected to the existing system.
The monitoring and control station must be online at all times and must perform all required functions. Inconsistencies and incompatibilities between new and existing SCADA systems can result in inefficient, complex, and non-functioning building systems.
Integration of system components with and operability of the base-wide system justify why this brand name equipment is necessary. In order to ensure compatibility with existing equipment, this project will require the Schneider PLC to be installed and integrated with the existing SCADA system to reduce the potential reliability issues and operator confusions.
Maintaining a single installation networked facilities control and monitoring system is beneficial because all controllers can be programmed from a single central station versus a hybrid system composed of many different controllers and associated configuration/programming software. This will further improve operational efficiency and decrease installation, maintenance, repair, and energy costs. Utilizing hardware products from the same vendor that produced the configuration/programming software eliminates multi-vendor disputes regarding conflicts, standards, protocols, or performance characteristics should the controller not function as required.
b. Cybersecurity Authorization to Operate (ATO) Requirement.
The SCADA system is required to meet UFC 4-010-06 cybersecurity requirements and maintain its ATO through the Risk Management Framework process. The existing SCADA system ATO covers the cybersecurity authorization of the system. The Schneider SCADAPack 357 is currently included within the existing SCADA system ATO. However, SCADAPack 357 is becoming obsolete. Schneider PLCs Model M580 Series is a recommended substitute and has the capabilities to meet the requirements of the equipment provided in this project.
Using the Schneider PLCs will avoid the significant operational burden and cost of having maintenance and engineering staff become proficient with the configuration, programming, commissioning, operation, and maintenance of controllers from different manufacturers.
Standardization reduces personnel training costs and decreases procurement costs related to additional equipment, maintenance, and support contracts for another manufacturer’s hardware and software, as well as the maintenance of an additional parts inventory which includes control relays, input/output modules, transmitters, memory, communications ports, power supply and uninterruptible power supplies.
Maintaining multiple solutions is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and manpower.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Sources Sought notice (No. N62478CON33FY2403) was published in the System for Award Management (SAM.gov) on 16 October 2023 to identify other potential sources of supply compatible to the Schneider PLCs Model M580 Series. Four responses were received, but none submitted an alternate product that is compatible to the current Schneider PLC Model M580 Series.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in Paragraph 5 above, NAVFAC HI has no plans at this time to compete future contracts for the types of supplies/services covered by this document. However, NAVFAC HI will continue to monitor the digital network products industry to determine if other compatible alternatives become available, and if another potential manufacturer emerges, NAVFAC HI will assess whether competition for future requirements is feasible. Should any other potential sources of supply become available during the source selection process, the Government will evaluate submissions, as applicable.
