About this file

This document is a Justification and Approval (J&A) for use of other than full and open competition issued by Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) for work order FY24 MCON Project P-875 at Marine Corps Base Hawaii. The procurement involves approval to use Schneider Electric USA Inc.'s remote SCADA software (Schneider SCADA HMI Platform and Architecture – GeoSCADA) for a Water Reclamation Facility (WRF) compliance upgrade project in Kaneohe, Hawaii. The estimated procurement cost is redacted but noted as approximately [amount redacted]. The P-875 project includes expansion of the existing SCADA system to meet National Pollutant Discharge Elimination System permit requirements, with the GeoSCADA software serving as the Human Machine Interface platform for remote system monitoring, configuration, and control capabilities including scheduling, alarming, trending, and graphical system display functionality.

The J&A justifies sole-source procurement under 10 U.S.C. 3204(a)(1) on two primary grounds: standardized equipment compatibility and maintenance with the existing GeoSCADA system infrastructure, and cybersecurity Authorization to Operate (ATO) requirements under UFC 4-010-06. The document emphasizes that using incompatible software would create system integration failures, increase maintenance and personnel requirements, and cause unacceptable delays in obtaining new cybersecurity authorizations. A Sources Sought notice (N62478CON33FY2404) was published on SAM.gov on October 16, 2023, which generated five responses; however, none qualified as alternative products—all were distributors, suppliers, or IT service providers. The Contracting Officer determined the anticipated cost to be fair and reasonable. NAVFAC HI states it has no current plans to compete future contracts for this type of software but will monitor the remote SCADA software industry for potential alternative manufacturers and assess feasibility of future competition if compatible alternatives emerge.

J&A No. 24-04

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER FY24 MCON PROJECT P-875

WATER RECLAMATION FACILITY, MARINE CORPS BASE HAWAII, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contracts Branch, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

2. Description of the Action Being Approved.

Request approval for the use of the remote SCADA software (Schneider SCADA HMI Platform and Architecture - GeoSCADA) by Schneider Electric USA Inc. for P-875 Water Reclamation Facility (WRF) project at Marine Corps Base Hawaii (MCBH), Kaneohe, Hawaii.

3. Description of Supplies/Services.

The P-875 construction project is for a compliance upgrade to the WRF to meet requirements of the National Pollutant Discharge Elimination System permit, where a portion of the construction involves an expansion of the Supervisory Control and Data Acquisition (SCADA) system. The current WRF’s SCADA system utilizes the Schneider GeoSCADA software as the Human Machine Interface (HMI) platform and Architecture for remote system monitoring and configuration.

The SCADA expansion in the P-875 construction project will need to follow the established standard for control system components and implement a design that meshes well with existing infrastructure. A remote SCADA software is used to provide communication, programming and control capabilities necessary to support all specified points and functions. The GeoSCADA software has the expandable capabilities to accommodate additional systems, process screens and devices to implement scheduling, alarming, trending, graphical system display, and system display editor functionality.

If a newer version of the GeoSCADA software platform is available at this P-875 project, it is free to upgrade the existing platform version to the latest. However, the expansion of the plant requires a license to operate as a control system, and the base license cost could incur an upfront one-time cost.

The estimated procurement cost of the GeoSCADA software platform is approximately

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The GeoSCADA software should be used because of the following:

a. Standardized Equipment for Compatibility and Maintenance.

This project will require modification of and expansion to the existing SCADA system. All new equipment procured under this construction project will need to be connected to the existing GeoSCADA system. The monitoring and control station must be online at all times and must perform all required functions. Inconsistencies and incompatibilities between new and existing SCADA systems can result in inefficient, complex, and non-functioning building systems. This is due to the inability of different proprietary elements of software systems to interoperate with each other. Integration of system components with and operability of the base-wide system justify why this brand name equipment is necessary. In order to ensure compatibility with existing equipment, this project will require the GeoSCADA software to be installed and integrated with the existing SCADA system to reduce the potential reliability issues and operator confusions.

Not utilizing the GeoSCADA software would have a detrimental effect on critical mission elements of the agency’s infrastructure. The system must support multiple user operation with multiple tasks for each user and must support operation and management of all peripheral devices.

Where multiple modules are used, the modules must be capable of sharing data and operating together seamlessly. Due to proprietary elements of this system, interoperation is not possible. Use of incompatible equipment will create several problems. The principal and critical problem will be the inability to integrate the control of the new equipment with the existing equipment, preventing timely response to critical changes within the MCBH WRF system. In addition, specification of incompatible equipment will cause an increased need of both maintenance and personnel requirements.

b. Cybersecurity Authorization to Operate (ATO) Requirement.

The SCADA system is required to meet UFC 4-010-06 cybersecurity requirements and maintain its ATO through the Risk Management Framework process. The existing SCADA system ATO covers the cybersecurity authorization of the system. The Schneider SCADA HMI Platform and Architecture - GeoSCADA is currently included within the existing SCADA system ATO. The new GeoSCADA software will be authorized per the existing ATO.

The SCADA system will also reduce government information technology cybersecurity cost risks. The process of obtaining a new ATO would cause unacceptable delays to the operational use of the SCADA system at the MCBH WRF, resulting in significant degradation in accomplishment of the mission. Obtaining an ATO is also not the end of the process; and maintaining an ATO is also very resource intensive, and the effort increases exponentially when additional hardware or software from different manufacturers is added to the system (i.e.

requires maintaining cybersecurity controls, vulnerability management, system scans/tests, etc.).

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Sources Sought notice (No. N62478CON33FY2404) was published in the System for Award Management (SAM.gov) on 16 October 2023 to identify other potential sources of supply compatible to the Schneider SCADA HMI Platform and Architecture - GeoSCADA. Five responses were received; however, none were considered to be an alternative product to the Schneider SCADA HMI Platform and Architecture – GeoSCADA as they were either a distributor, supplier or IT service provider.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

For the reasons set forth in Paragraph 5 above, NAVFAC HI has no plans at this time to compete future contracts for the types of supplies/services covered by this document. However, NAVFAC HI will continue to monitor the remote SCADA software industry to determine if other compatible alternatives become available, and if another potential manufacturer emerges, NAVFAC HI will assess whether competition for future requirements is feasible. Should any other potential sources of supply become available during the source selection process, the Government will evaluate submissions, as applicable.
