This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for Military Construction (MILCON) utility projects at various locations under the cognizance of Naval Facilities Engineering Systems Command (NAVFAC) Hawaii. NAVFAC Hawaii area of responsibility (AOR) includes the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one (1) year and four (4) one-year option periods (if exercised). Additionally, a six-month option to extend services, pursuant to FAR 52.217-8, Option to Extend Services, will be included and may be exercised. The total fee for the entire contract term shall not exceed $249,000,000.00. The guaranteed minimum for the contract term is $3,000.00. Firm-fixed price task orders will be negotiated for this contract.

There will be no dollar limit per task order and no dollar limit per year. Estimated start date is June 2027.

This proposed contract is being solicited on an UNRESTRICTED basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.

The market research study conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Hawaii small business office concurs with this decision.

For this acquisition, the Government is seeking a Prime A-E firm or Prime JV whose primary disciplines shall be in civil and electrical engineering within the Prime. The types of design and engineering services for utility projects expected to be performed under this contract include, but are not limited to following:

MILCON project documentation (DD Form 1391).

Functional Analysis and Concept Development (FACD) workshops/Concept Design

Workshops (CDW)/Design Charrettes.

Design-Build (DB) Request for Proposal (RFP) construction documents.

Design-Bid-Build (DBB) RFP or Final Design construction documents.

Engineering studies and reports including site engineering investigation, topographic survey, geotechnical investigation, hazardous material survey, hydrographic survey, cost and schedule risk analysis (CSRA) and others, and

Post Construction Award Services (PCAS). PCAS consists of technical consultation during construction, including, but not limited to, review of Design-Build (DB) Designer of Record (DOR) documents; review of construction submittals, response to Request for Information (RFI), site visits, operations and maintenance support information, record drawings, and other miscellaneous services.

Interested firms are advised to ensure System of Award Management (SAM) registration is current at time of offer submission and at the time of award. For instructions on registering with SAM, see the SAM website at https://www.sam.gov/. (Note: Submitting the SF330 is not considered an offer or quotation because pricing is not included, thus the A-E firm is eligible to submit their SF330 even if they have not registered in SAM.)

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.

No contract for the construction of a project shall be awarded to the selected firm, its subsidiaries or affiliates that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. This includes the selected firm, its subsidiaries or affiliates preparing a concept design, which includes preparation of project programming documents (DD1391), facility siting studies, environmental assessments, or other activities that result in identification of project scope and cost.

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

SELECTION CRITERIA

Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The selection criteria are in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. Specific selection criteria include:

1. Specialized Experience

2. Professional Qualifications

3. Past Performance

4. Quality Control Program

5. Program Management and Capacity

6. Firm Location

7. Sustainable Design

8. Commitment to Small Business

9. Volume of Work (tiebreaker)

Criterion 1 – Specialized Experience (SF330, Part I, Section F and Attachment (A)):

Firms will be evaluated on specialized experience in performance of services of “Relevant Projects” that are similar to those anticipated under this contract through evaluation of experience in “Specified Design/Engineering Services”.

“Relevant Projects” include new construction and/or repair/renovation/alteration in the following types listed below. Each project’s estimated construction cost/awarded construction cost shall be approximately $20 million or more for new construction or $15 million or more for repair/renovation/alteration, with the services completed within the past ten (10) years, exclusive of Post Construction Award Services (PCAS).

For each project submitted for evaluation, please indicate whether any of the following were included. All of the following need not be in one project scope, however, in order to be evaluated as having met the criteria for relevancy, the SF330 must demonstrate that the firm has experience in each of the following:

1. Provide a minimum of three (3) “Relevant Projects” with civil features, where at least one (1) is for repair/renovation/alteration; and

2. Provide a minimum of three (3) “Relevant Projects” with electrical features, where at least one

(1) is for repair/renovation/alteration.

Features that should be addressed are:

Civil:

(1) Water distribution systems including pump stations;

(2) Wastewater collection and treatment systems including pump stations; and

(3) Storm drainage systems.

Electrical:

(4) Exterior electrical primary distribution;

(5) Utility substations;

(6) Utility switching stations;

(7) Power generation;

(8) Secondary distribution systems;

(9) Waterfront electrical system; and

(10) Telecommunications systems for facilities.

Firms do not need to demonstrate experience in all ten (10) “Relevant Project” of civil (3) and electrical (7) features, but must minimally demonstrate experience in two (2) out of the three (3) civil features and four (4) out of the seven (7) electrical features specifically (a) Exterior electrical primary distribution, (b) Utility substations, (c) Utility switching stations, and (d) Telecommunications systems for facilities. Each feature listed above does not have to be in a single project scope. If a single project has multiple relevant features, the firm should provide the construction dollar value of each relevant feature and must meet the specified construction cost thresholds individually.

“Specified Design/Engineering Services” include the following five (5) types:

1. Military Construction (MILCON) DD Form 1391 for “Relevant Projects.”

2. Functional Analysis and Concept Development (FACD)/Concept Design

Workshops(CDW)/Design Charrettes for “Relevant Projects.”

3. Preparation of drawings/specifications for the purpose of a Design-Bid-Build (DBB) construction contract and/or as a Design-Build (D-B) construction contract Designer of Record (DOR) for “Relevant Projects.”

4. Preparation of D-B Request for Proposal (RFP) solicitation documents for “Relevant Projects.”

5. Preparation of Engineering Studies for “Relevant Projects.”

“Specified Design/Engineering Services” shall have been completed or substantially completed within the past ten (10) years as of the closing date of this notice. Services that are on-going will not be considered. Services (i.e. DBB or D-B RFP) shall be exclusive of Post Construction Award Services (PCAS).

Firms do not need to demonstrate experience in all five (5) types of “Specified Design/Engineering Services” (i.e. DBB, D-B RFP, etc.). To be evaluated as having minimally met Criterion 1, firms must clearly demonstrate that they have sufficient civil and electrical design experience in “Relevant Projects” from any of the projects that the firm submits. Firms must clearly demonstrate experience in at least preparation of drawings/specifications (as a DBB DOR on an A-E Contract and/or as a D-B construction contract DOR).

Note: Experience performed by the firm in the capacity/role as the Prime A-E or as a sub-consultant or experience from a firm’s civil, electrical or telecommunication systems sub-consultant(s) will be considered. Experience from a firm’s sub-consultant(s) will not be considered, except for experience in “Telecommunications systems for facilities.” Firms will only be allowed to submit project(s) for “Telecommunications systems for facilities” that were performed by either the firm itself or the firm’s sub-consultant in order to demonstrate experience for this criterion. Projects not meeting these requirements will be excluded from consideration in the evaluation.

Favorable Items: Firms may be considered more favorably by demonstrating the following, which are not listed in any order of preference:

1. Experience in more types of “Relevant Projects.”

2. Experience in more types of “Specified Design/Engineering Services.”

3. New construction projects may be given more favorable consideration than repair/renovation projects.

4. Experience with preparation of NAVFAC Six-Part Design-Build RFP documentation.

5. Experience in “Relevant Projects” designed and constructed in Hawaii and tropical regions similar to Hawaii. Tropical is defined as being located between the tropic of Capricorn and the Tropic of Cancer, excluding arid and high elevation areas.

Tropical Regions are hot and humid and require special attention in the design of shore-based facilities subject to highly corrosive environments. Highly corrosive environments have Environmental Severity Classifications of C4 or C5 as defined in UFC 1-200-02 Building Code.

Note: For projects in areas such as Florida, the Gulf Coast, Okinawa, as well as other areas north of the Tropic of Cancer, firms must clearly demonstrate that the project’s location deals with environmental concerns for all elements of a tropical environment subject to highly corrosive environments.

6. Experience in Department of Defense (DoD) projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.).

7. Projects performed as a Prime A-E or Prime JV partner(s) for a DBB contract will be considered more favorable than experience performed by the firm as a sub-consultant or as an A-E Designer of Record (DOR) for a DB contract or experience of a Prime A-E or Prime JV partner(s) sub-consultant(s).

8. Proposed team with a demonstrated history of firms working successfully together on prior projects.

Submission Requirements:

Projects shall be submitted on the SF330, Part I, Section F and Attachment (A) Specialized Experience Supplemental Information. The projects indicated in Attachment (A) must match in the same order, the projects in Part I, Section F. Include Attachment (A) at the end of Section F.

Provide a maximum of ten (10) “Relevant Projects” with design and engineering services completed or substantially completed within approximately the past ten (10) years as of the closing date of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. If any of the professional services are substantially completed, provide the substantial completion date and justify how the project is considered substantially completed in Block 24, “Brief Description of Project and Relevance to this Contract.” Sufficient information to determine the date of completion of the projects must be included in the project description or the project will not be considered. (Note: PCAS is not considered on-going design and engineering services.) If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.

All projects provided in the SF330 must be completed by the actual office/branch/regional office proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, Block 25, “Firm Name.” Include a contract number or project identification number in Block 21. Include an e-mail address and phone number for the point of contact in Block 23(c). In Block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above.

For projects performed as a subcontractor or a joint venture (JV) involving different partners, indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted;

however, if there are no projects performed by the joint venture, such as in the case of a newly formed joint venture, projects must be submitted for each joint venture partner, not to exceed a total of six (6) projects for each joint venture partner. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion. If more than six (6) projects are submitted for each joint venture partner, the Government will only evaluate the first six projects in the order submitted and disregard any other projects thereafter.

Projects submitted on the SF330, Part I, Section F and Attachment (A) shall be completed or substantially completed projects. Projects not completed or substantially completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or standalone contract awards that fit within the definition above. If a single project is executed over multiple task orders, provide all contract and task order numbers in the Part I, Section F form for that project. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Criterion 1 should be submitted in the SF330, Part I, Section F and Attachment (A). The Government WILL NOT consider information submitted in addition to Part 1, Section F and Attachment (A) in evaluation of Criterion 1. (For example, information indicated for a project in Part I, Section E will not be considered in evaluation of the same project in Criterion 1.)

Criterion 2 – Professional Qualifications (SF330, Part I, Sections E & G and Attachment (B)):

Firms will be evaluated on professional qualifications, competence, and experience of their proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G.

Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. All Civil, Electrical, Telecommunications and Fuels/POL key personnel will be evaluated on their competence and experience in “Specified Design/Engineering Services” and in “Relevant Projects.” See Criterion 1 for the definition of “Specified Design/Engineering Services” and “Relevant Projects.” The Fuels/POL Engineer must have experience with POL receiving, storage, distribution and dispensing systems for aviation and marine diesel fuels on military land-based facilities as a “Relevant Project.”

Civil, Electrical, Telecommunications and Fuels/POL key personnel do not need to demonstrate experience in all five (5) “Specified Design/Engineering Services” types listed in Criterion 1; however, in order to be evaluated as having minimally met Criterion 2, key personnel must clearly demonstrate that they have sufficient design experience for their disciplines (in preparation of drawings/specifications) in “Relevant Projects” from projects submitted.

Civil, Electrical and Telecommunications key personnel do not need to demonstrate experience in all ten (10) “Relevant Projects” with civil (3) and electrical (7) features, but must collectively minimally demonstrate experience in two (2) out of the three (3) civil features and four (4) out of the seven (7) electrical features specifically (a) Exterior electrical primary distribution, (b) Utility substations, (c) Utility switching stations, and

(d) Telecommunications systems for facilities.

Favorable Items: Firms may be given more favorable consideration for their key personnel who demonstrate the following, which are not listed in any order of preference:

1. Experience in more types of “Relevant Projects” by key personnel.

2. Experience in more types of “Specified Design/Engineering Services” by key personnel.

7. Section G will be evaluated for key personnel identified in Section E that have worked on the example projects listed in Section F. Favorable consideration may be given if key personnel worked on example projects than key personnel who have little to no participation in the example projects.

Submission Requirements:

Submit information using SF330, Part I, Section E and Attachment (B) Key Personnel Resume Supplemental Information. Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to three (3) pages and should indicate: professional registration, certification, U.S. licensure and/or accreditation (include State) in appropriate disciplines; cite recent (within the past ten (10) years) project specific experience in work relevant to the services required under this contract; number of years of experience; firm name and location; education; and indicate proposed role in this contract. Do not use their current position in the firm or company titles, such as “Type I Engineer” where the discipline and role are unidentifiable. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.

1. Complete Section E, Blocks 12 through 18 for ALL key personnel. Key personnel are designated as follows, with the maximum number of key personnel annotated in parentheses:

PAST PERFORMANCE INFORMATION SUBMITTED BY THE FIRM FOR PROJECTS

THAT ARE NOT LISTED UNDER CRITERION 1 WILL NOT BE CONSIDERED.

NOTE:

1. Past performance information for projects listed under Criterion 1 may be given greater weight than information obtained by the Government from customer inquiries, Government databases, and other information available to the Government.

2. Past performance information for the firm for services performed as a sub-consultant will not be given the same level of consideration as past performance information of the firm performed as the Prime contractor.

SUBMIT ALL COMPLETED CPARS EVALUATION(S) FOR EACH PROJECT UNDER

CRITERION 1. Submit all completed Interim and/or Final CPARS for the project when available. (Note: A “completed” CPARS does not mean a “Final” CPARS. A CPARS is considered “completed” when the Government Reviewing Official has signed the evaluation.)

IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (C)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. The PPQ must be signed by the client. Include the evaluation immediately after each project that it is associated with in Section F. The CPARS or PPQ provided in Section F will not be counted towards the SF330 page limitation. DO NOT SUBMIT A PPQ

WHEN A COMPLETED CPARS IS AVAILABLE. DO NOT SUBMIT CPARS FOR

PROJECTS FOR WHICH THE FIRM WAS NOT THE PRIME A-E. IF THE FIRM WAS THE

D-B DOR FOR A PROJECT, SUBMIT A PPQ FOR THE FIRM AND DO NOT SUBMIT THE

CPARS FOR THE PRIME CONSTRUCTION CONTRACTOR. IF THE FIRM WAS A

SUBCONSULTANT ON A PROJECT, DO NOT SUBMIT THE CPARS FOR THE PRIME A-

E; INSTEAD SUBMIT A PPQ FOR THE FIRM.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (C)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP, such as NAVFAC or USACE Past Performance Questionnaires (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's points of contact, Naval Facilities Engineering Systems Command, Hawaii, Code CON33, Attn: Ms. Brittney Lazo via email at brittney.a.lazo.civ@us.navy.mil and Ms. Kris Nakashima-Wong at kris.e.nakashima-wong.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two (2) double-sided pages (or four single-sided pages) in total and will not be counted towards the SF330 page limitation.

Include the information immediately after each evaluation that it is associated with in Section F.

The performance information shall be provided by the contracting agent and/or their representative responsible for the construction contract administration or from the facility owner/user. It shall not be from the prime construction contractor on a design-build project, nor shall it be from a prime contractor to a subcontractor. PPQs will be considered if it is prepared and signed by the project owner’s/client’s representative, i.e. someone who is authorized to provide an evaluation/feedback on the A-E’s performance to show the client’s satisfaction. If the firm was hired as a sub-consultant to a Prime A-E, that Prime A-E cannot provide a PPQ; rather, the Prime A-E’s client or their representative must be the one to provide the PPQ. Past performance information not related to the projects described to meet Criterion 1 will not be considered.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

The Government is not restricted to the past performance evaluations provided in the SF330 and may use other sources to access past performance information such as the Contractor Performance Assessment Reporting System (CPARS) and inquiries with previous customers/owners. CPARS will be evaluated for the Prime A-E firm that will perform the work, and the Government’s search will be based upon the Prime A-E firm’s UEIN/CAGE.

Criterion 4 – Quality Control Program (SF330, Part I, Section H):

Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors.

Submission Requirements:

Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:

1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously.

5. Describe how the firm’s quality control program extends to management of subcontractors.

Criterion 5- Program Management and Capacity (SF330, Part I, Section H):

Firms will be evaluated on the firm’s ability to plan for and manage work under the contract and the capacity to accomplish the work in the required time.

1. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including JV partners where applicable.

2. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably.

Criterion 6 - Firm Location (SF330, Part I, Section H)

Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, Firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily NAVFAC Hawaii AOR, which is predominantly in the State of Hawaii.

Submission Requirements:

1. Indicate location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members.

Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integral design approach and designing in accordance with recognized sustainability rating systems such as Envision, Green Globe, LEED, Guiding Principles, etc.
