About this file
This is a Small Business Participation Commitment Document (SBPCD) template for the Indefinite Delivery/Indefinite Quantity (IDIQ) Contract N62478-26-R-5058 for Architect-Engineer Services for Utility Projects at various locations under Naval Facilities Engineering Systems Command, Hawaii. The document is completed by offerors to demonstrate their commitment to subcontracting with small businesses and to provide supporting information for evaluation under Criterion 8. The SBPCD requires offerors to identify their socioeconomic status across categories including Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), HUBZone Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).
The document establishes a minimum small business participation requirement of 20 percent of the total contract value (including options). Offerors must complete a subcontracting breakdown showing total contract value, self-performed work value, and subcontracted work value, then provide a participation table detailing dollar amounts and percentages by small business category. Additionally, offerors must identify specific small businesses with firm commitments in writing (such as teaming agreements, joint venture agreements, or signed letters of commitment) to support the minimum 20 percent requirement. If the minimum is not met or if no subcontractors are identified with firm commitments, the offeror must provide detailed explanations and rationale for how they will achieve the proposed small business participation. All dollar amounts must be rounded to the nearest whole dollar and percentages to the nearest tenth of a percent.
