About this file
This document is a Justification and Approval (J&A) for use of other than full and open competition for a naval facilities project at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The project involves repairing Wharves B20 & B21, which includes replacing the deck, crane rail, and associated utilities, as well as installing new medium and low voltage shore power substations with specific electrical infrastructure components. The procurement specifically seeks approval to use the SEL-3350 programmable automation controller manufactured by Schweitzer Engineering Laboratories, citing maintenance efficiencies and standardization of equipment as key justifications.
The J&A details that the electrical substations will include multiple transformers, switchgear, and power receptacles at various voltage levels (12kV, 4160V, 5kV, 480V), integrated into the existing JBPHH Navy Electrical System. The procurement is being pursued under 10 U.S.C. 3204(a)(1), which allows for sole-source procurement when only one responsible source can satisfy agency requirements. A sources sought notice was previously posted, which received only one response that did not offer alternative options. The naval facilities engineering command determined that using alternative relay brands would require additional personnel training, increase maintenance complexity, and result in substantial duplicate costs.

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 25-43
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) , RM17-1007 REPAIR
WHARVES B20 & B21, JOINT BASE PEARL HARBOR-HICKAM, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Construction Contract Division, Joint Base Pearl Harbor- Hickam
(JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of SEL-3350 programmable automation controller manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163, for RM17-1007 Repair Wharves B20 & B21.
3. Description of Supplies/Services.
The primary scope of this project will replace the Bravo Wharves 20 & 21 with a new deck, crane rail, and the associated utilities provided to the Wharves. The project scope of work also includes new low voltage and medium voltage shore power substations, new industrial power, and new wharf site lighting. A new building service entrance is provided for Building 72.
This project will provide two (2) medium voltage shore power substations including (2) 5000 kva 12kV-4160V transformers each with dual 15kv primary and 5kV secondary metal clad switchgear.
There are two (2) associated 5kV shore power mounds each with (2) 500A receptacles. The project includes two (2) low voltage shore power substations including (2) 3750 kva transformers each with dual 15kv primary and 480v secondary metal clad switchgear. There are two (2) associated 480v shore power mounds each with twelve
(12) 400A receptacles. There is one (1) 1500 kVA 12kV-480V transformer with dual 15kV primary and 480V metal clad switchgear for various nearby services. There are three (3) 15kV circuits routed to the site for primary services.
The substation and equipment are components of the existing JBPHH Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The primary switchgear includes SEL feeder protection, transformer protection, discrete programmable input/output controller, and automation controller relays. Standardizing on the SEL relays is essential for uniformity, familiarity, and having replacement parts on hand.
The estimated procurement cost for one SEL-3350 is
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The SEL-3350 programmable automation controller should be used due to the maintenance efficiencies with standardized equipment.
UM’s Electrical Branch maintenance personnel are currently familiar with existing SEL relays installed throughout the JBPHH NES, and have received training in the use of SEL equipment. If a different brand of relays is used, it will require additional personnel training costs. Maintaining multiple brands of relays, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if SEL relays are utilized. Using a brand of relays other than SEL will result in substantial duplication of costs to the Government.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A sources sought notice (No. N62478CON31FY2507) was posted on 28 May 2025 on the SAM.gov website to determine if there were any alternative options to the SEL-3350 programmable automation controller.
One response was received from a vendor that has an established relationship with SEL and supplies relays, current differential, switches, and other equipment, but did not offer an alternative option to evaluate.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for protection relays installed on the JBPHH NES. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
