About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a naval facilities engineering project at Joint Base Pearl Harbor-Hickam, Hawaii. The project involves repairing Wharves B20 & B21, which includes replacing the deck, crane rail, and associated utilities, as well as installing new medium and low voltage shore power substations with specific electrical infrastructure. The critical component is a medium voltage shore power coupler manufactured by Patton & Cooke Co., specifically required for the DDG-1000 vessel, which necessitates a unique coupler that enables electrical cable connection between shore and ship.
The J&A seeks approval to sole-source the medium voltage shore power coupler under 10 U.S.C. 3204(a)(1), citing that no alternative sources can provide a compatible product. A sources sought notice was posted on SAM.gov, which yielded one response indicating no manufacturer could mate with the Patton & Cooke couplers. The total estimated value for four couplers was redacted. The Navy argues that using this specific coupler is essential for standardization, familiarity, and maintaining replacement parts, and that alternative products would require additional equipment and increase costs. The document includes certifications from technical, legal, and contracting officer perspectives approving the non-competitive procurement.

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 25-39
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) , RM17-1007 REPAIR
WHARVES B20 & B21, JOINT BASE PEARL HARBOR-HICKAM, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Construction Contract Division, Joint Base Pearl Harbor-Hickam
(JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of a medium voltage shore power coupler manufactured by Patton & Cooke Co., #100 - 7795 128th Street, Surrey, BC, Canada V3W 4E6., for RM17-1007 Repair Wharves B20 & B21.
3. Description of Supplies/Services.
The primary scope of this project will replace the Bravo Wharves 20 & 21 with a new deck, crane rail, and the associated utilities provided to the Wharves. The project scope of work also includes new low voltage and medium voltage shore power substations, new industrial power, and new wharf site lighting. A new building service entrance is provided for Building 72.
This project will provide two (2) medium voltage shore power substations including (2) 5000 kva 12kV-4160V transformers each with dual 15kv primary and 5kV secondary metal clad switchgear.
There are two (2) associated 5kV shore power mounds each with (2) 500A receptacles. The project includes two (2) low voltage shore power substations including (2) 3750 kva transformers each with dual 15kv primary and 480v secondary metal clad switchgear. There are two (2) associated 480v shore power mounds each with twelve
(12) 400A receptacles. There is one (1) 1500 kVA 12kV-480V transformer with dual 15kV primary and 480V metal clad switchgear for various nearby services. There are three (3) 15kV circuits routed to the site for primary services.
The DDG-1000 vessel requires a specific medium voltage shore power coupler that allows for shore power connection from both, shipboard and landside. These medium voltage couplers are located in a power mound on the pier and enables the electrical cable connection between the shore and ship. Standardizing the medium voltage shore power coupler is essential for uniformity, familiarity, and having replacement parts on hand.
The total estimated value for four couplers is
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The medium voltage shore power coupler should be used since it matches the coupler on the DDG-1000 vessel. This standardizes the cabling and couplers used in both shipboard and landside. Using a different coupler would require additional couplers, and associated cables, to be provided at each shore power station on base.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A sources sought notice (No. N62478CON31FY2539) was posted on 28 May 2025 on the SAM.gov website to determine if there were any alternative options to the medium voltage shore power coupler.
One response was received from a vendor that states that they can provide a similar item. However, in the response, it clearly indicates that there is no manufacturer that would mate to the Patton & Cooke couplers. In addition, the vendor cannot commit to the products compatibility with the DDG-1000 vessel. Using any other product besides the Patton & Cooke coupler will affect system reliability as well as accrue substantial duplication costs to the government.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for medium voltage shore power couplers. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
