About this file

This Justification and Approval (J&A) document supports a non-competitive procurement for SEL-787 transformer protection relays for the Naval Facilities Engineering Systems Command (NAVFAC) Hawaii project at Joint Base Pearl Harbor-Hickam (JBPHH). The project involves repairing Wharves B20 & B21, which includes replacing the wharf decks, crane rails, and associated utilities, as well as installing new medium and low voltage shore power substations with transformers, switchgear, and power receptacles.

NAVFAC is seeking to procure four SEL-787 transformer protection relays from Schweitzer Engineering Laboratories under 10 U.S.C. 3204(a)(1), citing only one responsible source. The justification emphasizes maintenance efficiencies, standardization, and familiarity, as the Utilities Management Electrical Branch is already trained on SEL equipment. A sources sought notice yielded no alternative options, and the contracting officer determined the procurement cost to be fair and reasonable. While NAVFAC has no immediate plans to compete future contracts for protection relays, they will assess feasibility if another potential source emerges.

DEPARTMENT OF THE NAVY

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII

400 MARSHALL ROAD

JBPHH, HAWAII 96860-3139

J&A No. 25-41

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER (WON) , RM17-1007 REPAIR

WHARVES B20 & B21, JOINT BASE PEARL HARBOR-HICKAM, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Construction Contract Division, Joint Base Pearl Harbor-Hickam

(JBPHH).

2. Description of the Action Being Approved.

Request approval for the use of SEL-787 transformer protection relay manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163, for RM17-1007 Repair Wharves B20 & B21.

3. Description of Supplies/Services.

The primary scope of this project will replace the Bravo Wharves 20 & 21 with a new deck, crane rail, and the associated utilities provided to the Wharves. The project scope of work also includes new low voltage and medium voltage shore power substations, new industrial power, and new wharf site lighting. A new building service entrance is provided for Building 72.

This project will provide two (2) medium voltage shore power substations including (2) 5000 kva 12kV-4160V transformers each with dual 15kv primary and 5kV secondary metal clad switchgear.

There are two (2) associated 5kV shore power mounds each with (2) 500A receptacles. The project includes two (2) low voltage shore power substations including (2) 3750 kva transformers each with dual 15kv primary and 480v secondary metal clad switchgear. There are two (2) associated 480v shore power mounds each with twelve

(12) 400A receptacles. There is one (1) 1500 kVA 12kV-480V transformer with dual 15kV primary and 480V metal clad switchgear for various nearby services. There are three (3) 15kV circuits routed to the site for primary services.

The substation and equipment are components of the existing JBPHH Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The primary switchgear includes SEL feeder protection, transformer protection, discrete programmable input/output controller, and automation controller relays. Standardizing on the SEL relays is essential for uniformity, familiarity, and having replacement parts on hand.

The estimated procurement cost for four SEL-787 is

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The SEL-787 transformer differential relay should be used due to the maintenance efficiencies with standardized equipment.

UM’s Electrical Branch maintenance personnel are currently familiar with existing SEL relays installed throughout the JBPHH NES, and have received training in the use of SEL equipment. If a different brand of relays is used, it will require additional personnel training costs. Maintaining multiple brands of relays, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if SEL relays are utilized. Using a brand of relays other than SEL will result in substantial duplication of costs to the Government.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A sources sought notice (No. N62478CON31FY2504) was posted on 17 April 2025 on the SAM.gov website to determine if there were any alternative options to the SEL-787 transformer protection relay.

Two responses were received. One response was from a vendor that distributes SEL relays and another response was from a vendor that installs SEL relays. None of the responses offered alternative options to the SEL-787 transformer protection relay.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for protection relays installed on the JBPHH NES. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
