About this file
This document is a Questions and Answers (Q&A) file for Solicitation N62478-25-R-5052, dated August 11, 2025. The document contains one question and response related to Criterion 1 of the solicitation, which requires experience with Design-Build (DB) Request for Proposals (RFPs). The specific question seeks clarification on whether a project where the firm's role was limited to packaging the DB RFP would satisfy the experience criteria, even if the design phase is still ongoing. The government's response indicates that as long as the D-B RFP package was completed by the firm, the project will meet the definition of being completed, regardless of the ongoing design phase by the construction contractor.

1 Criterion 1 requires experience with DB RFPs. For projects where our role was limited to packaging the DB RFP—which has been completed—but the design is still being developed by the contractor, would this project satisfy the requirement?
Specifically, does the completion of our portion fulfill the experience criteria, even though the design phase is still ongoing?
(Criterion 1) The full design to be completed by the construction contractor’s DBB DOR is irrelevant to your firm’s experience for a D-B RFP package that your firm prepared under an A-E contract. As long as the D-B RFP package was completed by your firm, the project will meet the definition of being completed.
