This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for design and engineering projects, specifications, cost estimates, and other related services under the cognizance of Naval Facilities Engineering Systems Command (NAVFAC) Hawaii. NAVFAC Hawaii area of responsibility (AOR) includes the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised). Additionally, a six-month option to extend services, pursuant to FAR 52.217-8, Option to Extend Services, will be included and may be exercised.
The total fee for the entire contract term shall not exceed $20,000,000. The guaranteed minimum for the contract term is $3,000. Firm-fixed price task orders will be negotiated for this contract, with a range of $3,000 to $1.5M. Estimated start date is December 2026.
This proposed contract is being solicited on a 100% set-aside for small business concerns basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541310, Architectural Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.
The market research study conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement under the Small Business Program as a 100% small business set-aside. The NAVFAC Hawaii small business office concurs with this decision.
For this acquisition, the Government is seeking a Prime A-E firm or Prime JV whose primary discipline shall be in Architecture. The types of design and engineering services expected to be performed under this contract include, but are not limited to, the following:
Preparation of technical specifications, cost estimates, design quality control review, and other engineering services in support of NAVFAC Hawaii projects which may or may not require full design services;
In-house designs prepared by NAVFAC Hawaii may also require the preparation of technical specifications, cost estimates, design quality control review, and other engineering support services (some or all disciplines), in any combination, which are to be provided under this contract;
Project documentation (DD Form 1391);
Functional Analysis and Concept Development (FACD) workshops/Concept Design
Workshops (CDW)/Design Charrettes;
Design-Build (DB) Request for Proposal (RFP) construction documents; Design-Bid-
Build (DBB) RFP or Final Design construction documents;
Engineering studies and reports including site engineering investigation, topographic survey, geotechnical investigation, hazardous material survey, munitions of explosive concern (MEC) survey; concrete corrosion, and service life estimate studies;
Cost and Schedule Risk Analysis (CSRA) and others; Comprehensive Interior Design (CID); Collateral Equipment (CEQ) Buy Packages;
Post Construction Award Services (PCAS). PCAS consists of technical consultation during construction, including, but not limited to, review of Design-Build (DB) DOR documents, review of construction submittals, response to Requests for Information (RFI), site visits, operations and maintenance support information, record drawings, and other miscellaneous services.
Projects consist primarily of, but are not limited to, repair/renovation/alteration primarily for base development facility projects for multi-unit dwelling/lodging complex (bachelor quarters, apartment, condominium, hotel, motel, dormitory), fire stations, fitness centers, dining facilities, auditorium/theaters, exchange/retail stores, child development centers, headquarters buildings, administration/training facilities, laboratories, aircraft hangars, distribution warehouses, and armories. Supporting facilities may include utility connections (water, sewers, electrical, telecommunications, and cable television).
Architect-Engineering services are for various design projects at various locations, and may include work in the Pearl Harbor Naval Shipyard and IMF areas.
Interested firms are advised to ensure System of Award Management (SAM) registration is current at time of offer submission and at the time of award. For instructions on registering with SAM, see the SAM website at https://www.sam.gov/. (Note: Submitting the SF330 is not considered an offer or quotation because pricing is not included, thus the A-E firm is eligible to submit their SF330 even if they have not registered in SAM.)
The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.
No contract for the construction of a project shall be awarded to the selected firm, its subsidiaries or affiliates that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. This includes the selected firm, its subsidiaries or affiliates preparing a concept design, which includes preparation of project programming documents (DD1391), facility siting studies, environmental assessments, or other activities that result in identification of project scope and cost.
Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.
SELECTION CRITERIA
Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The selection criteria are in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. Specific selection criteria include:
1. Specialized Experience
2. Professional Qualifications
3. Past Performance
4. Program Management and Capacity
5. Quality Control Program
6. Firm Location
7. Sustainable Design
8. Volume of Work (tiebreaker)
Criterion 1 – Specialized Experience (SF330, Part I, Section F and Attachment (A)):
Firms will be evaluated on specialized experience in performance of services of “Relevant Projects” that are similar to those anticipated under this contract through evaluation of experience in “Specified Design/Engineering Services.”
“Relevant Projects” include new construction and/or repair/renovation/alteration in the following types listed below. Each project’s construction cost shall be approximately $20 million or less for new construction and/or repair/renovation/alteration, with the design services completed or substantially completed within the past ten (10) years, exclusive of Post Construction Award Services (PCAS).
For each project submitted for evaluation, please indicate whether any of the following features were included. All of the following need not be in one project scope, however, in order to be evaluated as having met the criteria for relevancy, the SF330 must demonstrate that the firm has experience in the following:
1. Provide a minimum of three (3) “Relevant Projects” with architectural features, where at least one (1) is for repair/renovation/alteration.
Facility type that should be addressed are:
(1) Multi-unit Dwelling/Lodging Complex, such as BEQ, BOQ, apartment, condominium, hotel, motel, dormitory
(2) Administration, such as offices, headquarters, training
(3) Industrial, such as operations, manufacturing, maintenance, warehouse, armories, laboratories, hangars
(4) Education, such as school, training
(5) Retail, such as shopping, exchange, commissary
(6) Community Support Facilities, such as fire station, fitness center, dining facility with commercial kitchen, child development center, community/recreation center, auditorium/theater, church
Firms do not need to demonstrate experience in all six (6) “Relevant Project” facility types, but must minimally demonstrate experience in three (3) facility types. Each feature listed above, i.e., fire station, fitness centers, etc., do not have to be in a single project scope. For example, you may have a single project that included BEQ and a fitness center, with up to $20M in total estimated construction costs/awarded construction costs. If a single project has multiple relevant features, the firm must provide the construction dollar value of each relevant feature and must meet the specified construction cost thresholds individually.
“Specified Design/Engineering Services” include the following five (5) types:
1. Preparation of Technical Specifications, Cost Estimates, Design Quality Control Review
2. Preparation of Functional Analysis and Concept Development (FACD)/Concept Design
Workshop (CDW)/Design Charrettes
3. Preparation of Design-Build (D-B) Request for Proposal (RFP) documents
4. Preparation of Design-Bid-Build (DBB)/Final Design construction documents or Design-
Build (D-B) Designer of Record (DOR) contract documents
5. Preparation of Engineering Studies and Reports
“Specified Design/Engineering Services” shall have been completed or substantially completed within the past ten (10) years as of the closing date of this notice. Services that are on-going will not be considered. Services (i.e. DBB or D-B RFP) shall be exclusive of Post Construction Award Services (PCAS).
Firms do not need to demonstrate experience in all five (5) types of “Specified Design/Engineering Services” (i.e. Technical Specifications, DBB, D-B RFP, etc.) In order to be evaluated as having minimally met Criterion 1, firms must clearly demonstrate that they have sufficient design experience in “Relevant Projects” from any of the projects that the firm submits. Firms must clearly demonstrate experience in at least preparation of drawings/specifications (as a DBB DOR on an A-E Contract and/or as a D-B construction contract DOR).
NOTE: Experience performed by the firm in the capacity/role as the Prime A-E or as a sub-consultant will only be considered. Experience from a firm’s sub-consultant(s) will not be considered.
Favorable Items: Firms may be considered more favorably by demonstrating the following, which are not listed in any order of preference:
1. Experience in more types of “Relevant Projects” to show a diverse range of experience.
2. Experience in more types of Specified Design/Engineering Services.”
3. Experience in repair/renovation/alteration projects may be given more favorable consideration than new construction projects.
4. Experience in “Relevant Projects” designed and constructed in Hawaii and tropical regions similar to Hawaii. Tropical is defined as being located between the tropic of Capricorn and the Tropic of Cancer, excluding arid and high elevation areas.
Tropical Regions are hot and humid and require special attention in the design of shore-based facilities subject to highly corrosive environments. Highly corrosive environments have Environmental Severity Classifications of C4 or C5 as defined in UFC 1-200-01 Building Code.
Note: For projects in areas such as Florida, the Gulf Coast, Okinawa, as well as other areas north of the Tropic of Cancer, firms must clearly demonstrate that the project’s location deals with environmental concerns for all elements of a tropical environment subject to highly corrosive environments.
5. Experience in Department of Defense (DoD) projects (e.g. NAVFAC, USACE, Air
Force, NGB, etc.)
6. Projects performed as a Prime A-E or Prime JV partner(s) will be considered more favorable than experience performed by the firm as a sub-consultant or as an A-E Designer of Record (DOR) for a D-B contract.
7. Proposed team with a demonstrated history of firms working successfully together on prior projects.
Submission Requirements:
Projects shall be submitted on the SF330, Part I, Section F and Attachment (A) Specialized Experience Supplementation Information. The projects indicated in Attachment (A) must match in the same order, the projects in Part I, Section F. Include Attachment (A) at the end of Section F.
Provide a maximum of ten (10) “Relevant Projects” with design and engineering services completed or substantially completed within approximately the past ten (10) years as of the closing date of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. If any of the professional services are substantially completed, provide the substantial completion date and justify how the project is considered substantially completed in Block 24, “Brief Description of Project and Relevance to this Contract.” Sufficient information to determine the date of completion of the projects must be included in the project description or the project will not be considered. (Note: PCAS is not considered on-going design and engineering services.) If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
All projects provided in the SF330 must be completed by the actual office/branch/regional office proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, Block 25, “Firm Name.” Include a contract number or project identification number in Block 21. Include an e-mail address and phone number for the point of contact in Block 23(c). In Block 24, include in the project description, the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture (JV) involving different partners, indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted;
however, if there are no projects performed by the joint venture, such as in the case of a newly formed joint venture, projects must be submitted for each joint venture partner, not to exceed a total of four (4) projects for each joint venture partner. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion. If more than four (4) projects are submitted for each joint venture partner, the Government will only evaluate the first four (4) projects in the order submitted and disregard any other projects thereafter.
Projects submitted on the SF330 at Part I, Section F and Attachment (A) shall be completed or substantially completed projects. Projects not completed or substantially completed will be excluded from evaluation consideration. The projects indicated in Attachment (A) must match, in the same order, the projects indicated in Part I, Section F. Include Attachment (A) at the end of Section F. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project.
Instead, list relevant task orders or standalone contract awards that fit within the definition above. If a single project is executed over multiple task orders, provide all contract and task order numbers in the Part I, Section F form for that project. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
1. Special Instructions for SF330, Part I, Section F. Include the following information when completing Section F:
Block 21: Include contract/task order number or project identification number with the project title/location.
Block 22: Year Design Services (exclusive of PCAS) were completed is required;
and year completed of construction (if applicable). If construction is not completed, indicate status, e.g. “estimated Dec 2026.”
Block 23(c): E-mail address and phone number for the project’s point of contact is required.
Block 24, include the following items:
a. Brief description of project and relevance to specialized experience as outlined above in Criteria 1. The description should indicate, at a minimum: the intent of the project, general scope of the project repairs, new construction, and any special design challenges. (Example: The project was for the repair of the 15,010 sf administration building on O’ahu, HI. Exterior repair work included the replacement of exterior doors, historic windows, repair of concrete spalls at walls, exterior painting and re-roofing. Interior work included the replacement of all interior lighting. New construction included the expansion of the building to accommodate new mechanical equipment. Design challenges included phasing construction in an occupied 24/7 building and required outages, as well as historical consultation.)
For projects which the Firm performed as a sub-consultant or JV, provide additional information – see Submission Requirements para. 4 above. Block 25: List all firms (or branch offices) from Section C that were involved in the example project. Indicate each firm’s Unique Entity ID (UEID) number, role on the project, whether as a Prime A-E or sub-consultant and the firm’s discipline(s) (e.g.
“Architectural Prime” or “Structural sub-consultant”).
NOTE: If the project description does not clearly demonstrate experience of the services performed by the Firm, the project may be eliminated from consideration.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F and Attachment (A). The Government WILL NOT consider information submitted in addition to Part I, Section F and Attachment (1) in evaluation of Criterion 1. (For example, information indicated for a project in Part I, Section E will not be considered in evaluation of the same project in Criterion 1.)
Criterion 2 – Professional Qualifications (SF330, Part I, Sections E & G and Attachment (B)):
Firms will be evaluated on professional qualifications, competence, and experience of their proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G.
Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are Architect (including Principal-in-Charge and
Project Manager/Project Architect), Civil, Structural, Mechanical, Electrical, Telecommunications, Fire Protection and Cost Estimator.
All key personnel must be licensed in their specific discipline, with the exception of the Structural Engineer, which can be a licensed Civil Engineer if a State does not issue licenses in Structural engineering. The Telecommunications Engineer must be both a licensed Electrical Engineer and a Registered Communication Distribution Designer (RCDD). If a key person is not licensed in their specific discipline, the SF330 must clearly provide evidence that a licensing State does not issue licenses in that particular discipline; if it is not clearly evidenced in the SF330, the key person will be considered to not have met the licensing requirement in their own discipline, even though they are licensed.
Architectural key personnel will be evaluated on their specialized experience and technical competence in “Specified Design/Engineering Services” in “Relevant Projects.” See Criterion 1 for the definition of “Specified Design/Engineering Services” and “Relevant Projects.”
Architectural key personnel do not need to demonstrate experience in all five (5) “Specified Design/Engineering Services” types listed in Criterion 1; however, in order to be evaluated as having minimally met Criterion 2, key personnel shall clearly demonstrate they have sufficient design experience (in preparation of drawings/specifications) in “Relevant Projects” from projects submitted.
Architectural key personnel do not need to demonstrate experience in all six (6) “Relevant Projects” types, but must collectively demonstrate experience in at least three (3) out of the six (6) types.
Favorable Items: Firms may be given more favorable consideration for their key personnel who demonstrate the following, which are not listed in any order of preference:
1. Experience in more types of “Relevant Projects” to show a diverse range of experience.
2. Experience in more types of “Specified Design/Engineering Services” by key personnel.
NAVFAC, USACE, Air Force, NGB, etc.)
6. Projects performed as a Prime A-E or Prime JV partner(s) for a DBB contract will be considered more favorable than experience performed by the firm as a sub-consultant or as an A-E Designer of Record (DOR) for a D-B contract.
7. Demonstrated history of key personnel working together on projects indicated in Criterion 1.
Submission Requirements:
SF330, Part I, Section E and Attachment (B) Key Personnel Resume Supplemental Information.
Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to three (3) pages and should indicate: professional registration, certification, U.S. licensure and/or accreditation (include State) in appropriate disciplines; cite recent (within the past ten (10) years) project specific experience in work relevant to the services required under this contract; number of years of experience; firm name and location; education; and indicate proposed role in this contract. Do not use their current position in the firm or company titles, such as “Type I Engineer” where the discipline and role are unidentifiable. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.
1. Complete Section E, Blocks 12 through 18 for ALL key personnel. Key personnel are designated as follows, with the maximum number of key personnel annotated in parentheses:

- Project Manager/Project Architects (2)
- Civil Engineer (1)
- Structural Engineer (1)
- Mechanical Engineer (1)
- Electrical Engineer (1)
- Fire Protection Engineer (1)
- Telecommunications Engineer (RCDD) (1)
- Cost Estimator (1)
If more than the maximum number of resumes are submitted for each key discipline, the Government will only evaluate resumes up to the maximum number authorized in the order submitted per discipline. Resumes of disciplines that are not required, if submitted, will not be considered in the evaluation.
2. Special instructions for Architectural key personnel: In addition to the above
Submission Requirements in paragraph 1 above, cite recent (within the past approximately ten (10) years) project specific experience in work relevant to the services required under this contract.
Block 19, “Relevant Projects”: Submit a maximum of five (5) projects for each
Architectural key personnel. A project is defined as either a stand-alone contract or a single task order under an IDIQ contract. Do not submit an IDIQ basic contract as an example project. If more than five (5) projects are submitted, the Government will evaluate the first five (5) projects listed in Part I, Section E and disregard any other project information. Projects with “Specified Design/Engineering Services” that are on-going, exclusive of PCAS services, will not be considered.
Block 19 (2):

- Estimated or awarded construction cost (not A-E design fee).
(Construction cost must be approximately $20 million or less in construction value.)
In addition to completing Section E. Block 19, submit the supplemental attachment, Attachment (B), for the projects listed in Block 19.
3. For other key personnel (see above Submission Requirements para. 1), complete only
Section E Blocks 12 through 18; and leave Block 19, “Relevant Projects,” blank.
“Relevant Projects” information for other key personnel is not required and if submitted, will not be considered in the evaluation.
4. Indicate participation of key personnel in Criterion 1 example projects in the SF330, Part I, Section G.
5. Firms must indicate non-key personnel team members, including, but not limited to, Geotechnical Engineer, Surveyor, Interior Designer, Historic Architect, and Environmental in the SF330, Part I, Section D organization chart.
All information for Criterion 2 shall be submitted in the SF330, Part 1, Sections E and G and Attachment (B). The Government WILL NOT consider information submitted in addition to Part I, Sections E and G and Attachment (B) in the evaluation of Criterion 2.
Criterion 3 – Past Performance (SF330, Part I, Section F and Attachment (3)):
Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria.
PAST PERFORMANCE INFORMATION SUBMITTED BY THE FIRM FOR THE
PROJECTS THAT ARE NOT LISTED UNDER CRITERION 1 WILL NOT BE
CONSIDERED.
NOTE:
1. Past performance information for projects listed under Criterion 1 may be given greater weight than information obtained by the Government from customer inquiries, Government databases, and other information available to the Government.
2. Past performance information for the firm for services performed as a sub-consultant will not be given the same level of consideration as past performance information if the firm performed as the Prime contractor.
Submission Requirements:
SUBMIT ALL COMPLETED CPARS EVALUATION(S) FOR EACH PROJECT UNDER
CRITERION 1. Submit all completed Interim and/or Final CPARS for the project when available. (Note: A “completed” CPARS does not mean a “Final” CPARS. A CPARS is considered “completed” when the Government Reviewing Official has signed the evaluation.)
IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (C)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. The PPQ must be signed and dated by the client. Include the evaluation immediately after each project that it is associated with in Section F. The CPARS or PPQ provided in Section F will not be counted towards the SF330 page limitation. DO NOT
SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE. DO NOT SUBMIT
CPARS FOR PROJECTS FOR WHICH THE FIRM WAS NOT THE PRIME A-E. IF THE
FIRM WAS THE D-B DOR FOR A PROJECT, SUBMIT A PPQ FOR THE FIRM AND DO
NOT SUBMIT THE CPARS FOR THE PRIME CONSTRUCTION CONTRACTOR. IF THE
FIRM WAS A SUBCONSULTANT ON A PROJECT, DO NOT SUBMIT THE CPARS FOR
THE PRIME A-E; INSTEAD SUBMIT A PPQ FOR THE FIRM.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (C)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's points of contact, NAVFAC Hawaii, Code CON33, Attn: Ms. Kelcie Kimura via email at kelcie.e.kimura.civ@us.navy.mil and Ms. Kris Nakashima-Wong at kris.e.nakashima-wong.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total and will not be counted towards the SF330 page limitation.
Include the information immediately after each evaluation that it is associated with in Section F.
The performance information shall be provided by the contracting agent and/or their representative responsible for the construction contract administration or from the facility owner/user. It shall not be from the prime construction contractor on a design-build project, nor shall it be from a prime contractor to a subcontractor. PPQs will be considered if it is prepared and signed by the project owner’s/client’s representative, i.e., someone who is authorized to provide an evaluation/feedback on the A-E’s performance to show the client’s satisfaction. If the firm was hired as a sub-consultant to a Prime A-E, that Prime A-E cannot provide the PPQ for your firm in your role as a sub-consultant. Past performance information not related to the projects described to meet Criterion 1 will not be considered.
Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.
The Government is not restricted to the past performance evaluations provided in the SF330 and may use other sources to access past performance information such as the Contractor Performance Assessment Reporting System (CPARS) and inquiries with previous customers/owners. CPARS will be evaluated for the Prime A-E firm that will perform the work, and the Government’s search will be based upon the Prime A-E firm’s UEI/CAGE number.
Criterion 4 – Program Management and Capacity (SF330, Part I, Section H):
Firms will be evaluated on the firm’s ability to plan for and manage work under the contract and the capacity to accomplish the work in the required time.
Submission Requirements:
1. Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.
2. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integral design approach and designing in accordance with recognized sustainability rating systems such as Envision, Green Globes, LEED, Guiding Principles, etc.
Certified projects will be considered more favorably than projects not yet certified. Projects submitted from the firm’s sub-consultant may be considered less favorably than projects submitted by the firm.

For all projects, identify the team’s major contribution(s) (design elements, features, equipment, etc.) in attainment of the certification. If more than three (3) projects are submitted for evaluation, the Government will evaluate the first three (3) projects and disregard any other project information after the first three (3) projects.
