About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation N62478-25-R-5044, issued on November 25, 2025, for an architectural and engineering (A/E) contract. The Q&A addresses 16 specific inquiries from potential offerors regarding submission requirements, NAICS code, key personnel, and contract details. Key clarifications include: "Award Contract Value" refers to construction contract value, the synopsis has been amended to remove small business attachment requirements, and the government will not change the NAICS code from the original solicitation. The contract appears to be a new architectural services IDIQ (Indefinite Delivery/Indefinite Quantity) with similar facility types to another recently posted solicitation, and currently has no incumbent contractor. The government will evaluate candidates primarily through their SF330 submission, with emphasis on key architectural personnel and previous work experience.

Question Response Mod No.
1 Criterion 1, page 6, para. 3: Can you please confirm if SF330 Part 1, Section F, Block 24, Award Contract Value and Current Contract Value refers to the A-E Design Contract Value or Construction Contract Value? If the latter, we are not informed on the Awarded Construction Contract Value for our DB RFP projects and will not have a value to input.
(General) “Award Contract Value” refers to the construction contract value.
If a DB RFP was prepared for the Government, there would also have been an estimated cost of construction prepared which can be used for the construction contract value.
2 SF330 Submission Requirements, page 16, 3rd bullet: Can you please confirm if the Historical Small Business Utilization (Attachment D); Small Business Subcontracting Plan (Attachment E); and Small Business Participation Commitment Document (Attachment F) are required for this submission? If they are required, can you please attach the documents in SAM.gov?
(SF330 Submission Requirements, page 16 of 17) The synopsis is amended to remove the request for ISRs and Small Business attachments (D), (E), and (F).
3 SF330 Submission Requirements, page 16: I have a question regarding missing attachments. Only attachments A, B, C, are posted in SAM.gov; are the requested ISRs; Historical Small Business Utilization (Attachment (D)); Small Business Subcontracting Plan (Attachment (E)); Small Business Participation Commitment Document (SBPCD) (Attachment (F)), are these forms like A, B, C or is the intent that we need to create these? If the intent is to create this, what information or do you have an example of what is required for ISRs; Historical Small Business Utilization (Attachment (D))?
(See Response for Question No. 2) 1
4 Would the Government consider changing the NAICS Code for this project to 541330 to reflect who will be doing the work under this contract?
(General) The work is primarily architectural and the Government would like the Prime to provide architectural services. Therefore, the Government does not anticipate changing the NAICS Code.
5 In reviewing the solicitation provided and supporting documents, it appears that a great deal of the work required for this contract would be engineering-related. Would the government consider changing the NAICS Code for this project to 541330 to reflect who will be doing the work under this contract?
(See Response for Question No. 4) 3
N62478-25-R-5044
6 Please confirm Attachment B will ONLY be filled out for Principal-in-Charge Architect of the Prime Firm or JV (1) and Project Manager/Project Architects (2).
(Criterion 2, Submission Requirements, page 9 of 17) Attachment B is only for the Principal-in-Charge Architect (1) and Project Manager/Project Architects (2).
7 Please confirm where to place Attachment B after each Key Personnel’s resume or at the end of Section E?
(General) Attachment B can be at the end of Section E.
8 Please define % of substantially complete? (General) Project is considered substantially complete when the work is sufficiently complete to occupy and use for its intended purpose.
9 Does the Government prefer having one individual serve as the Project Manager and another as the Project Architect, or would two individuals who can fulfill both roles be preferred?
(General) The Government has no preference.
10 Please confirm whether the Government requires a copy of the Registered Architect’s License to be included within the 3-page limit, or if listing the license number in Section E of the resume is sufficient?
(General) A copy of the license is not required; listing the license number (in good standing) is sufficient.
11 If offeror is the subconsultant on a project, will the Prime AE or General Contractor fill out the PPQ or will it need to channel to the Government PM?
(General) Government customer representative to complete the PPQ.
12 Per page 11, can offeror include alternative Key engineers to the non-key personnel list?
(Criterion 3, page 11 of 17) Firms may indicate alternative key engineers to the non-key personnel list.
13 Given the recent posting of another Architectural IDIQ solicitation, would the Government award to the same team if they should be the highest rank on both RFQs?
(General) Per Criterion 8, firms will be evaluated in terms of work previously awarded to the firm within the past 12 months.
14 What are the potential project types or differences between this IDIQ and RFQ ending in 5045?
(General) Facility types are similar.
15 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
(General) There is currently no contractor performing the services outlined in this synopsis.
16 Before I submit a bid for this notice, I wanted to find out if you believe this would be a good fit or to pursue another opportunity.
(General) The Government will review a candidate’s qualifications via the
SF330.
