About this file

This document is a set of questions and answers related to Solicitation N62478-24-R-5043 for an Indefinite Delivery/Indefinite Quantity contract for architect-engineer services for civil engineering projects at various locations under the cognizance of Naval Facilities Engineering Systems Command, Hawaii.

Question Response Mod No.

1 The solicitation states that projects may be considered more favorable if they are in Hawaii or tropical regions similar to Hawaii. It defines tropical as being located between the Tropic of Capricorn and the Tropic of Cancer. This definition appears to be an old reference to the now cancelled UFC 3-440-05N “Tropical Engineering, with Changes 1-2.”

That UFC had the same regional definition of tropical and has since been cancelled with its contents dispersed into pertinent, active, criteria documents.

UFC 1-200-01 paragraph 4-1.3, Corrosion Prone Locations, is now the most relevant reference and identifies humid locations in ANSI/ ASHRAE/IES 90.1 as climate zones 0A, 1A, 2A, 3A, 3C, 4C, and 5C.

These zones are pictured in the image below from the ASHRAE Climate Zone maps.

Would NAVFAC consider altering the language of the more favorable locations to align with the most current definitions as outlined in UFC 1- 200-01?

(Criteria 1 & 2) Language for Favorable Item #3 under Criterion 1 and Favorable Item #2 under Criterion 2 have been updated to include:

“Highly corrosive environments have Environmental Severity Classifications of C4 or C5 as defined in UFC 1- 200-02 Building Code.”

The synopsis has been revised. See Synopsis Modification No. 1.

2 I understand that N62478-24-R-5043 was a sources sought N62478CON33FY2401, but could you tell me if there were any incumbents previously?

This is a new requirement. 1

3 We’d like to ask if this is for large businesses only? And if yes, we would like to know if you are also going to publish the same opportunity for small businesses?

This proposed contract is being solicited on an unrestricted basis and is open to both large and small businesses.

4 Regarding the subject solicitation, on page 12, the solicitation states:

“Include UEI and CAGE numbers in Block 8(c) of the SF330, Part II.”

Since Block 8(c) is usually used for the UEI for former firm names (if any), may we instead place the firm’s CAGE with the UEI in SF 330, Part II, Block 4?

(SF330 Submission Requirements) UEI and CAGE numbers requirement has been revised from:

“Include UEI and CAGE numbers in Block 8(c) of the SF330, Part II.”

to:

“Include UEI and CAGE numbers in Block 4, and if applicable, in Block 8(c) of the SF330, Part II.”

The synopsis has been revised. See Synopsis Modification No. 1.
