About this file

This document is a set of questions and answers (Q&A) related to Solicitation Number N62478-24-R-5043 for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architect-engineer services for civil engineering projects under the cognizance of the Naval Facilities Engineering Systems Command, Hawaii.

The Q&A provides clarification on proposal submission requirements, specifically allowing for submission via the DoD SAFE file sharing system if the SF330 proposal file exceeds 8MB. It also confirms that this procurement will result in a single IDIQ contract award, rather than multiple awards as initially inquired about. Additionally, the Q&A clarifies the experience requirements under Criterion 1, stating that firms must demonstrate recent relevant experience in preparation of drawings/specifications as either the DOR on a DBB A-E contract or as the A-E DOR on a D-B construction contract.

5 If the SF330 proposal electronic file is more than 8MB, can the proposal be submitted via SAFE? If so, can you provide a drop-off link for SAFE for the submittal?

(SF330 Submission Requirements) Submission requirements have been updated to include:

“If a firm is unable to email a large PDF file, an alternate method using the Government’s DoD SAFE file sharing is available. Contact BOTH Ms. Alice Mende, Contract Specialist at alice.s.mende.civ@us.navy.mil and Ms. Jennifer Lau (Alternate) at jennifer.m.lau2.civ@us.navy.mil for a Drop-off request in order for you to be able to submit your SF330 via DoD SAFE.”

The synopsis has been revised. See Synopsis Modification No. 2.

6 Similar to USACE I was thinking that this IDIQ would involve multiple awards, however I have been informed that I may be incorrect in this. Our inquiry is whether this $249M IDIQ will be awarded to only 1 team or whether multiple awards will be made.

As stated in the synopsis, this procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

7 For criterion 1, do we have to demonstrate experience in all of the types of services for MILCON DD1391, FACD/CDW, DB RFP, DBB, and Engineering Studies/Reports?

(Criterion 1) Language for Criterion 1 has been updated to include:

“In order to be evaluated as having minimally met Criterion 1, the firm must demonstrate that they have sufficient design experience in “Recent Relevant Projects” from any of the projects that the firm submits. Firms must clearly demonstrate experience in at least preparation of drawings/specifications (as a DBB DOR on an A-E contract and/or as an A-E DOR for a D-B construction contract).”

The synopsis has been revised. See Synopsis Modification No. 2.
