This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for architectural projects within the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one (1) year and four (4) one-year option periods (if exercised). The total fee for the entire contract term shall not exceed $20,000,000.00. The guaranteed minimum for the contract term (including option years) is $10,000.00. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. Estimated start date is September 2022.

This proposed contract is being solicited on a 100% set-aside basis for small business concerns. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541310, Architectural Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.

The market research study Sources Sought Number N62478ACQ33FY2107 conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified Women-Owned Small Business (WOSB) and Service-Disabled Veteran- Owned Small Business (SBVOSB) firms. As a result of the market research analysis, a determination was made to set aside this procurement under the Small Business Program as a 100% small business set-aside. The NAVFAC Hawaii small business office concurs with this decision.

The type of architectural design and engineering services expected to be performed under this contract include, but are not limited to the execution and delivery of Functional Analysis and Concept Development (FACD) workshops/Concept Design Workshops (CDW)/Design Charrettes; Military Construction (MILCON) project documentation (DD Form 1391); Design- Build (D-B) Request for Proposal (RFP) construction documents; Design-Bid-Build (DBB) RFP or Final Design construction documents; engineering investigations/studies; cost estimates; and Post Construction Award Services (PCAS). PCAS consists of technical consultation during construction, including, but not limited to, review of Design-Build (D-B) DOR documents, review of construction submittals, response to RFI’s, site visits, operations and maintenance support information, record drawing review, and other miscellaneous services. Architectural projects consist primarily of, but are not limited to, the repair/renovation of base development facility projects for bachelor quarters, fire stations, fitness centers, dining facilities, auditorium/theaters, exchange/retail stores, child development centers, headquarters buildings, N62478-22-R-5042 7 April 2022 administration/training facilities, laboratories, aircraft hangars, distribution warehouses, and armories. Supporting facilities may include utility connections (water, sewers, electrical, telecommunications, and cable television).

All Firms/Offerors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site:

https://sam.gov/.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.

The selected firm and its subsidiaries or affiliates may be tasked to assist in the preparation of a statement of work, a plan, or a specification for a construction project. This includes concept design, which includes preparation of project programming documents (DD1391), facility studies, environmental assessments, or other activities that result in identification of project scope and cost. The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract.

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

SELECTION CRITERIA

Firms/Offerors responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The selection criteria are in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. Specific selection criteria include:

1. Specialized Experience

2. Professional Qualifications

3. Past Performance

4. Program Management and Capacity

5. Quality Control Program

6. Sustainable Design

7. Firm Location

8. Volume of Work (tiebreaker)

Criterion 1 – Specialized Experience (SF330 Part I, Section F and Attachment (1)):

Firms/Offerors will be evaluated on specialized experience in performance of services of recent relevant projects that are similar to those anticipated under this contract. Firms/ Offerors must demonstrate design experience as a Design-Bid-Build (DBB) Designer of Record (DOR) on an A-E contract or as the A-E DOR for a Design-Build (D-B) construction contract in “Recent Relevant Projects”.

“Recent Relevant Projects” must contain all of the following three elements:

(1) Projects involving new construction and/or repair/renovation, for any of the following facility types: bachelor quarters/apartments, fire stations, fitness centers, dining facilities, auditoriums/theaters, exchange/retail stores, headquarter buildings, administration/training facilities, child development centers/pre-school facilities, laboratories, aircraft hangars, distribution warehouses, and/or armories/ammunition storage. Other facility types not listed here may be submitted for consideration in the evaluation.

(2) Each project’s Construction Cost shall be approximately $20 million or less.

(3) Each project’s design shall have been completed within the past twelve (12) years. A completed design shall be exclusive of Post Construction Award Services (PCAS).

Favorable Items: Firms/Offerors may be considered more favorably by demonstrating the following, which are not listed in any order of preference:

1. Design experience in more types of “Recent Relevant Projects” to show a diverse range of experience.

2. Design experience in repair/renovation projects may be given more favorable consideration than new construction projects.

3. Design experience in “Recent Relevant Projects” located in Hawaii and other tropical regions similar to Hawaii. Tropical is defined as being located between the tropic of Capricorn and the Tropic of Cancer, excluding arid and high elevation areas. Tropical Regions are hot and humid and require special attention in the design of shore-based facilities subject to highly corrosive environments.

Note: For projects in areas such as Florida, the Gulf Coast, Okinawa, as well as other areas north of the Tropic of Cancer, firms must clearly demonstrate that the project’s location deals with environmental concerns for all elements of a tropical environment subject to highly corrosive environments.

4. Design experience in Department of Defense (DoD) projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.).

5. Projects performed as a prime A-E or prime JV partner(s) will be considered more favorably than experience performed by the Firm/Offeror as a sub-consultant.

6. Projects showing experience of the Firm/Offeror as the DBB DOR for an A-E contract may be given more favorable consideration than experience as an A-E Designer of Record (DOR) for a D-B construction contract.

7. Proposed team with a demonstrated history of firms working successfully together on prior projects.

Submission Requirements:

1. Projects shall be submitted on the SF330 Part I, Section F and Attachment (1) Specialized

Experience Supplemental Information. The projects indicated in Attachment (1) must be listed in the same numbering order as the projects listed in Part I, Section F. Include Attachment (1) at the end of Section F.

2. Provide a maximum of ten (10) “Recent Relevant Projects” that have been completed by the announcement’s closing date, that best demonstrate experience of the Firm/Offeror. Projects where the designs are on-going will not be considered. If more than ten (10) projects are submitted, the Government will only evaluate the first ten (10) projects in the order it is submitted and disregard any projects thereafter.

3. Submit experience from only the Firm/Offeror performed as either a Prime A-E or sub-consultant. Do not submit experience for any of the Firm’s/Offeror’s sub-consultant(s).

Projects performed by the Firm’s/Offeror’s sub-consultant(s) will not be evaluated.

4. For projects performed by the Firm/Offeror as a sub-consultant or a Joint Venture involving different partners, indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a sub-consultant or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a Joint Venture (JV), projects performed by the JV should be submitted; however, if there are no projects performed by the JV, projects may be submitted for either JV partner, not to exceed a total of five (5) projects for each JV partner. Firms failing to provide projects from all JV partners will be considered to have not met the requirements of the criterion. If more than five projects are submitted for each JV partner, the Government will only evaluate the first five projects in the order submitted and disregard any other projects thereafter.

Provide verifiable evidence that your firm is permitted by law to practice the professions of architecture or engineering (e.g., state registration number). If a Firm/Offeror is in a jurisdiction that requires A-E firm registration, the Firm/Offeror must provide proof of registration. If a Firm/Offeror is in a jurisdiction that does not require A-E firm registration, the Firm/Offeror must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction, registration to do business in a state, etc.).

Failure to submit the required proof could result in a firm’s elimination from consideration.

Firms/Offerors, who are offering as a joint venture or other type of partnering structure, shall include with their SF330 submission, a copy of the signed joint venture or partnering agreement and submit the following additional documentation regarding their business entity:
