Notice No. 4 October 23, 2013
RFP NO. N62478-13-R-2418, GROUNDS AND TREE MAINTENANCE SERVICES AT
PEARL HARBOR, HAWAII
The following are answers to questions and comments regarding the subject solicitation. ANY
STATEMENTS OR REPRESENTATIONS MADE IN ANSWERING THE QUESTIONS
DO NOT ALTER OR WAIVE SPECIFICATION REQUIREMENTS.
THIS DATA IS STRICTLY FOR INFORMATION ONLY. CONTRACTORS MUST
BASE AND SUBMIT THEIR OFFERS ON THE NEW SOLICITATION AS WRITTEN.
REPLACEMENT CONTRACT SPECIFICATIONS ARE NEVER THE SAME. THE
GOVERNMENT RESTRUCTURED MANY LINE ITEMS AND CHANGED
SPECIFICATION REQUIREMENTS FROM THE PREVIOUS CONTRACT.
1. Q: Fire Hydrants – Are we required to submit a request for approval for fire hydrant use each time we use the hydrant? Will it be at the contractor’s expense?
A: See Amendment No. 0001, Annex 0200000, spec item 2.4.2.1, Use of Fire
Hydrant.
2. Q: For past performance information, do we submit a CPAR evaluation if we have one?
A: See Instructions Sections, paragraph entitled “Submittal Requirements”, paragraph d.
3. Q: For the technical proposal, Corporate Experience, should we submit both the
Corporate Experience List and the Key Personnel List?
A: See Instructions Sections, paragraph entitled “Submittal Requirements”, paragraph d.
4. Q: RFP Page 12 of 73 states (paragraph (a) Solicitation Submittal Requirements, subparagraph (2), if the evaluation of your experience list does not result in an acceptable rating, you “may” submit the experience of your firm’s Project Manager and Quality Control Manager using the attachment entitled Key Personnel Experience List. Does this imply that, if a company’s Corporate Experience is in full compliance with the requirements of paragraph (a) (1) which would also result in an acceptable rating, submission of the “Key Personnel Experience List” is not a requirement, and need only be submitted if a company’s Corporate Experience does not meet the requirements for past performance?
A: Yes. If unsure, offerors should submit both Corporate Experience and Key
Personnel Experience
5. Q: Will the Government provide a laydown or staging area?
A: See Amendment No. 0001, Annex 020000, spec item 2.4 Government-Furnished Property, Materials and Services, and spec item 2.4.1 Government-Furnished Facilities (GFF).
6. Q: It appears that the supplied drawings do not correspond to the pricing schedule, example there are no COLS 4 areas identified of the drawings. Will the Government please clarify and identify what areas receive what level of service consistent with the pricing ELINS in the contract?
A: See Amendment No. 0001, Attachment 1503050-02, Site Maps.
7. Q: What is the annual cost per employee for Rapid Gate?
A: See “RapidGate Program” paragraph in the Instructions section for customer service phone number.

State Excise Tax?
A: See Notice No. 2.
9. Q: Is any type of bonding required for this contract?
A: No.
10. Q: What, if any, is the transition period?
A: Please see “Performance Period of Contract” paragraph in the Instructions
Section.
11. Q: Who is the current incumbent? Are they an 8(a) firm?

A: See Amendment No. 0001, Annex 0200000, spec item 2.8.
14. Q: As a new company with little past performance in this area, we plan to submit the past performances of the members of our team, is this acceptable?
A: See paragraph d.(1) of Submittal Requirements paragraph.
15. Q: Regarding Attachment A, Corporate Experience Template, this table is not conducive to giving an adequate description of our projects to demonstrate why this project is relevant to the Pearl Harbor contract. Putting all 4 contracts on one page makes the description really skinny and hard to read, and/or very brief.
Is it possible to break the table up so that one project is addressed at a time on 2-3 pages (8.5x11), so that we can answer all of the requested items and demonstrate experience relevance?
If we need to stay within the table as is, can we present it using an 11x17 page in order to facilitate reader friendliness?
A: Attachment A includes a block for Description of work performed. Also, see
52.212-2, Evaluation—Commercial Items, for relevancy of projects.
16. Q: Initial Instructions on COL 4 work was coconut & other single trunk palms and all
CDC areas are FFP. All other tree work is IDIQ is this still true?
A: See Amendment No. 0001, Annex 1503050, spec item 3.1.8,3.1.11 and
Attachment J-1503050-01.
17. Q: RFP describes COL 3 & COL 4 – Drawings show COL 2 & COL 3 – How do we interpret the drawings in terms of common output level?
A: See Amendment No. 0001, Attachment 1503050-02.
18. Q: Notice No 1 to subject solicitation, shows the total Last Option period Amount of
$3,934,076.26 from 4/1/13 to 3/31/14. Can you please provide the breakdown of this pricing separating the FFP and IDIQ.
A: $3,797,363.76 (FFP)
$ 136,712.50 (IDIQ)
19. Q: Will a contractor’s laydown yard be possible on Pearl Harbor?
A: See Amendment No. 0001, Annex 020000, spec item 2.4 and 2.4.1.
20. Q: Do we fill out CLINs 9000-9002?
A: No, those CLINs reference the Exhibit Line Item Attachments.
