About this file
This document is Amendment Two (2) to Solicitation N6247324RP00064, which is a Request for Interest (RFI) issued by the Department of the Navy (DON) for a potential long-term lease under Title 10, United States Code 2667 for commercial development and operation of critical energy resiliency infrastructure and/or water utility options on 11,000 +/- acres of underutilized, non-excess agriculture land aboard Naval Air Station Lemoore.
The amendment provides the DON's responses to industry questions, covering topics such as available documentation, existing energy resiliency projects, NEPA process and funding, interconnection requirements, water rights, local utility power outages, base infrastructure capabilities, and wastewater treatment. The RFI has an important dates timeline, with the industry day and site tour held on February 29, 2024, the deadline for industry questions on April 11, 2024, and the deadline for RFI responses on May 1, 2024 by 4:00 p.m. PT.

AMENDMENT TWO (2)
GOVERNMENT RESPONSES TO INDUSTRY QUESTIONS
REQUEST FOR INTEREST (RFI) No. N6247324RP00064
The Navy held an Industry Day and Site Tour for interested industry entities on February 29, 2024 at Naval Air Station, Lemoore (NASL). The Industry Day provided an opportunity for representatives of the government and industry to meet for presentations and a site tour.
If you submitted a clarifying question on the RFI to NAVFACHQNavySWEULs@us.navy.mil, please note that it has been received and all comments and questions will be reviewed for appropriate action.
Individual responses may not be provided. The Government retains the right to respond to all, a portion of or provide no response to interested proposer’s questions. The Government will post any prepared response(s) to written questions via SAM.gov.
INDUSTRY CLARIFYING
QUESTION:
DEPARTMENT OF NAVY (DoN)
RESPONSE:
Request for Interest N6247324RP00064 – Naval Air Station Lemoore Energy Enhanced Use Lease
Request for Additional Information
Will supporting documents regarding the Leased Premises be available; i.e.
Environmental Conditions of Property, etc?
The Government will provide additional documentation to support proposal development during the solicitation process.
More detailed documentation is usually provided as part of a data pack to short listed entities upon execution of Non-Disclosure Agreements, as applicable.
During Industry Day it was mentioned that NASL has energy resiliency projects already under consideration, what are they?
This potential leasing initiative shall be a separate, and standalone project from any ongoing resilience projects occurring at NASL. To avoid any redundancies, please refer to RFI section II. Background, 2. Project Objectives.
Local, Small Business Requirements
Will the potential leasing initiative include any requirements for use of Local, or Small Business entities?
No. Any potential long-term lease will be executed under Title 10 United States Code (U.S.C.) §2667 which does not include requirements for local, or small business entities.
National Environmental Policy Act (NEPA)
How long will the National Environmental Policy Act (NEPA) process take?
The Navy will determine the level of environmental review under National Environmental Policy Act (NEPA) required based on the proposed federal action resulting from this potential leasing initiative. If the determination is an Environmental Assessment (EA), a typical timeframe for pre-NEPA activities and EA completion would be 18-24 months. This estimate is subject to change based on size and scope of proposed development concept.
How will the NEPA process be funded for this potential leasing initiative?
The Government will request funds from selected proposer(s) to cover administrative expenses incurred by the Government in entering into a lease, to include the completion of NEPA, pursuant to Title 10 U.S.C. §2695. Any potential competitive solicitation that the Government may issue will include language regarding 10 U.S.C. §2695, including an estimate of expected administrative costs and expenses for executing the lease transaction(s).
When will NEPA funding be required for this potential leasing initiative?
The selected proposer(s) shall make a cash payment to the Government at the start of the exclusive negotiations period in an amount equal to the Government’s estimated costs and expenses for executing the lease transaction(s) provided in the competitive solicitation.
Interconnection/Third Party Off-takers
7 Is the interconnection a required item before the lease is signed?
No. The interconnection is not a Government requirement. Interconnection is the responsibility of the developer and dependent on proposed development concept.
Can you please confirm? It is my understanding that the selected proposer’s development will not be providing added reliable energy nor water supply to Naval Air Station, Lemoore but rather to 3rd party off-taker(s). Naval Air Station, Lemoore may in the future consider the commercial development as a source of power or water but this should not be assumed in any potential proposed development.
The Government confirms your understanding.
Please see RFI response #9, below, for additional information.
Please clarify what is meant by "DON does not intend to purchase energy or water from any development project.
Any commercial development should provide on-base generation for off-base consumption (i.e. – utility purchase or private off taker", even though Navy asks for energy and water resilience.
The Government seeks to obtain energy and water resilience for NASL as In Kind Consideration (IKC), but does not intend to be the sole off taker of energy generated from a project. A proposed project should potentially find an outside utility purchase or private off taker for main revenue generation; however, if there is a financially viable opportunity that benefits NASL, and meets its carbon free energy (CFE) goals, or water/energy resiliency, the Government would consider the value of that as IKC towards resilience, such as battery storage, CFE distributed generation, microgrid, additional water resource, etc.
Water Rights
Are there water rights associated with the acreage available for this potential Enhanced-Use Lease (EUL)? Is there water supply available locally that is not yet being used or commercialized?
NASL receives and treats surface water, with two potable water loop systems that may support limited water use for new development. Water for the existing agricultural areas is supported by surface water laterals from Westland’s Water District. All water needs for future projects will be evaluated on a case-by-case basis. Water options range from connecting to NASL potable water loops, trucking in water and storing onsite, working with California authorities to permit for drilling a well, and the option to connect with Westland’s Water District for non-potable water delivery. Potential developer will be responsible for all costs associated with securing water for the EUL project(s).
Local Utility
How often, over the past ten years, has NASL experienced a power outage from the local utility?
In the last ten years, NASL has lost power twice due to a local utility power outage. However, with California’s continued policies supporting electrification for personal vehicles and buildings statewide, NASL is preparing for future grid instability.
NASL Energy Usage
12 What is the total MW load of NASL?
NASL is using nearly 20MW during high peak demand in the summer months. While NASL continues to take efforts to conserve, several federal executive orders to electrify government vehicle fleets and decarbonize buildings will greatly increase the overall electrical demand.
The full magnitude of this transition to electrification is unknown.
What is the current and projected fleet electrification need for a) Medium & Heavy Duty Vehicles and b) Light Duty Vehicles?
The projected electrical demand for fleet vehicles is unknown at this time. NASL has not yet evaluated the projected fleet electrification needs for light, medium, to heavy duty vehicles.
What is the capability of the existing base infrastructure to accommodate projected electrical load growth and/or a non-diesel resiliency asset located at load or proximate to load?
Most of the electrical distribution infrastructure is almost at capacity. Any proposed project should be designed to interconnect on the primary side of the substation to free up space for future load growth behind the meter.
Wastewater Treatment
15 What Does Wastewater Treatment "may be contaminated" mean?
While NASL adheres to all required testing and monitoring, there is not an existing study to identify exact containments in the evaporation ponds. NASL is treating industrial wastewater from the Operations area with an Industrial Wastewater Treatment Plant (IWTP). Operations includes all supporting areas for aircraft maintenance and hangar bay areas. In the past, this also included the fire training school.
Anything the IWTP doesn't remove/catch will be found in the evaporation ponds.
