About this file
This document is an amendment to a Request for Interest issued by the Department of the Navy for a potential long-term lease under 10 U.S.C. 2667 of 11,000 acres of underutilized, non-excess agriculture land at Naval Air Station Lemoore. The amendment provides government responses to industry questions, presentation slides from an Industry Day and Site Tour held on February 29, 2024, and a list of companies registered to attend the Industry Day. Interested entities are sought to develop and operate critical energy resiliency infrastructure and/or water utility options on the land to support the installation's mission while contributing to the government's energy and water goals. The deadline for responses to the RFI is May 1, 2024 at 4:00 PM Pacific Time.

Questions
EUL Concept Overview and Base Requirements
Calvin Kawamura – Southwest Energy Program Director Adam Hill – NAVFAC Southwest EUL Project Manager Doug Macurda – NAVFAC Southwest EUL Project Manager
Industry Day Overview
Objective: Engage with industry and the development community to discuss potential EUL projects and opportunities. The purpose of an EUL Industry Day is to provide information on EUL programs, projects, and processes and to encourage potential developers to submit information and future proposals for EUL projects.
EULs are innovative compared to traditional utility projects for several reasons:
• Public-Private Partnership between the military and private sector entities, where the private sector provides financing and expertise to support energy and water resilience initiatives on military installations.
• Flexibility: EULs allow the military to enter into a wide range of agreements with private sector entities to achieve energy and water resiliency goals.
• EULs provide an opportunity to test and implement innovative technologies and business models that are designed to support energy and water resilience.
• EULs allow for more efficient use of land on military installations, as the land can be used for multiple purposes, including energy and water resilience initiatives.
• EULs encourage collaboration between the military, private sector, and local communities, as all parties work together to achieve common goals related to energy and water resilience.
Mission Objective: NASL prioritizes energy resiliency and redundancy while maintaining operations during utility service disruptions and is committed to energy and water conservation, which is crucial during the F/A-18 Super Hornet transition to the F-35C Joint Strike Fighter that will increase energy use.
The EUL is important for NAS Lemoore’s mission objectives by:
• Providing a long-term value stream NAS
Lemoore via up-front capital investment, ground lease payments, cash and/or In-Kind Consideration.
• Supplying reliable and resilient energy and water to sustain daily operations, such as, training and supporting military personnel and providing logistical support for missions.
• Improving energy and water efficiency can also help reduce costs and enhance sustainability.
• Entering a long-term ground lease with responsible party(ies) who will provide good-stewardship over the property
Naval Air Station (NAS) Lemoore
The Navy is seeking industry feedback on implementing innovative and critical energy infrastructure resiliency projects aboard NAS Lemoore.
To best achieve this project goal, the DON seeks information on potential long-term partnerships to plan, design, construct and operate facilities that may include, but are not limited to:
• Upgrades to aging electrical distribution infrastructure
• Replacement of legacy electrical equipment (transformers, switchgear, etc.)
• Upgrades to water distribution infrastructure, pre/post storage tanks, pump stations or other supporting infrastructure
• Maximize water conservation through activities that positively impact groundwater recharge, stormwater retention, and sustainable land management
• Align with the FY2023 Buildings Strategic Plan which aims to reduce potable water consumption by 15%
Feedback will be considered Proprietary and Business Confidential and will not be shared with other industry parties.
In Kind Consideration
Examples of in-kind consideration (IKC) includes:
Energy Resiliency Projects
- Microgrids
- On-base renewable generation
- Energy storage and distribution
- Energy management
Maintenance, protection, alteration, repair, improvement, or restoration (including environmental restoration) of property or facilities
Installation infrastructure to support electrification of facilities and vehicles
Opportunities to reduce both water consumption and the corresponding energy required to support water requirements
The process for creating an EUL typically involves the following steps:
1. Identification of Navy land for potential EUL use: The Navy identifies land that is not currently being used for military purposes and may be suitable for an EUL.
2. Request for Proposals (RFP): The Navy issues a Request for Proposals (RFP) inviting private sector entities to submit proposals for using the identified land.
3. Proposal evaluation: The Navy evaluates proposals received in response to the RFP, considering factors such as the proposed use of the land, the financial benefits to the Navy, and the impact on the local community.
4. Negotiations: If a proposal is selected, the Navy enters into negotiations with the private sector entity to determine the terms and conditions of the EUL.
5. Approvals and Executions: The EUL must be approved by various parties, including the Secretary of the Navy, the Office of the Secretary of Defense, and other relevant government agencies, before it can be executed.
6. Implementation and monitoring: After the EUL is executed, the private sector entity begins to develop the land for its proposed use, and the Navy monitors the implementation of the EUL to ensure that it complies with the terms and conditions agreed upon.
This process is subject to various regulations and guidelines that ensure that EULs are consistent with the Navy's overall mission and goals, and that they provide the maximum benefit to the Navy and the local community.
EUL Studies, Financing and Offtake
Study considerations: Before an EUL project can begin, an EUL developer is responsible for a range of preconstruction surveying and analysis must be conducted to ensure that the project is feasible and will meet all legal and regulatory requirements. Some of the common types of preconstruction surveying and analysis include:
Financing considerations: EUL developers are typically responsible for securing the financing needed to complete the project. This may include securing loans from banks or other financial institutions, seeking investment from private equity firms, or raising capital through other means.
Offtake considerations: Once the project is completed, the developer must find a buyer for the energy or water that is produced. This may involve negotiating long-term offtake agreements with utilities, other government agencies, or private sector entities. The developer is responsible for ensuring that the offtake agreements are in place and that the project can generate the expected revenue.
