GOVERNMENT RESPONSES TO INDUSTRY QUESTIONS

REQUEST FOR INTEREST (RFI) No. N6247324RP00064

AMENDMENT THREE (3)

The Navy held an Industry Day and Site Tour for interested industry entities on February 29, 2024 at Naval Air Station, Lemoore (NASL). The Industry Day provided an opportunity for representatives of the government and industry to meet for presentations and a site tour.

If you submitted a clarifying question on the RFI to NAVFACHQNavySWEULs@us.navy.mil, please note that it has been received and all comments and questions will be reviewed for appropriate action.

Individual responses may not be provided. The Government retains the right to respond to all, a portion of or provide no response to interested proposer’s questions. The Government will post any prepared response(s) to written questions via SAM.gov.

INDUSTRY CLARIFYING

QUESTION:

DEPARTMENT OF NAVY (DoN)

RESPONSE:

Request for Interest N6247324RP00064 – Naval Air Station Lemoore Energy Enhanced Use Lease

Request for Additional Information

Are there any cybersecurity requirements for DON projects that industry should be aware of/incorporate into our proposals?

Any specific project requirement will be defined in potential future solicitation.

Will the land valuation/appraisal be provided at the time of the RFP? Any land valuation/appraisal can help inform our IKC projects. Will the land appraisal/valuation equivalent be pro-rated for buildable area?

No. The Appraisal is for the sole use of the Government and will not be made available to proposers.

Of the list of IKC project ideas, does the DON have priorities or preferences?

Any specific project requirement will be defined in potential future solicitation. Final in-kind consideration projects(s) will be negotiated with the selected proposer during the exclusive negotiation phase.

Are there specific cultural resources and environmental policy management requirements that should be considered to successfully integrate development activities with?

in potential future solicitation. There are no cultural or environmental resource issues that limit development. However, development must not create a Bird/Wildlife Aircraft Strike Hazzard (BASH) or Foreign Object Debris (FOD). National Environmental Policy Act and National Historic Preservation Act analysis will be required prior to potential Lease execution.

Question 7 in the RFI requests respondents, “Please provide a concept design that includes project type, size, ratings etc.” What is “ratings” referencing/what specific information is DON hoping to obtain regarding rating?

The Government wants to obtain as much information as possible about any proposed electrical project concept. The term “rating” is referring to any electrical equipment rating.

To what extent will industry have access to on-base expertise in this process (i.e. the team(s) responsible for energy today)?

The Government will answer questions regarding on-base energy availability, consumption, requirements, etc., to the extent possible, but industry will need to retain its own “energy” experts.

The phrase ‘non-excess land’ is used in the RFI. Is that a reference to the Bureau of Reclamation’s categorization of excess and non-excess lands? Or some other reference?

Any potential long-term lease will be in accordance with Title 10 United States Code §2667 for Leases: non-excess property of military departments and Defense Agencies.

Has the DON done any analysis on the recharge suitability of the soils in the surrounding land?

No, the Government has not conducted any analysis to date. Westlands Water District website may have some data available to the public.

Can the In-Kind Consideration payment be in the form of clean energy? If so, will the value be set at contracted values per unit or intended to be market based? OR can the payment be in the form of water? If so, will the value be set at contracted values per unit or intended to be market based?

Please refer to Amendment Two (2), #9.

Value of in-kind consideration shall be market based.

What are the direct payment of energy costs? The direct payment of water costs (i.e. water assessments and rates to Westlands, SWP or other water source?)

Energy rates are not publicly available.

Westlands Water District’s website may provide details on water rates.

Would the DON consider a joint venture whereby the DON’s assets are contributed to a joint venture and the energy and/or water developer contributes capital to develop projects and/or manage the energy and water assets as a service?

This is not a concept that the Government has been considering. Any potential solicitation will provide additional details on acceptable requirements.

Can IKC cover capital costs associated with developing new infrastructure?

Any specific project requirement will be defined in potential future solicitation. Final in-kind consideration projects(s) will be negotiated with the selected proposer during the exclusive negotiation phase. All in-kind consideration must be for the exclusive benefit of the Government.

Interconnection/Third Party Off-takers

The RFI indicates that ‘DON does not intend to purchase energy or water from any commercial development’. Would a structure whereby a developer delivers energy or water to offset the need for the DON to pay for energy or water from another source be considered?

Please refer to Amendment Two (2), #9.

Does the DON source energy and water from another source that could be replaced/substituted (in whole or in part)? If so, what are these sources?

Are there any physical or contractual constraints to doing so?

The goal of any potential in-kind consideration project(s) is to bolster Installation resiliency and redundancy; it is not to replace existing utility contracts.

Water Usage

Does the DON have data relating to NAS Lemoore’s historic water sources and uses and its related cost? If so, will this be available for review in this process?

The Government will not be providing historic water sources, uses, and related cost data at this time.

To what extent will industry have access to on-base expertise in this process (i.e. the team(s) responsible for managing water and water today)?

The Government will answer questions regarding on-base water availability, management, requirements, etc., to the extent possible, but industry will need to retain its own “water” experts.

What water supplies are currently used for NAS Lemoore operations?

Surface water for NAS Lemoore operations is provided through Westands Water District.

Does NAS Lemoore have a SWP water contract with the state government? No, not at this time.

Does NAS Lemoore have a CVP water contract with the federal government? No, not at this time.

Is the water supply for NAS Lemoore sourced through Westlands? If so, is it part of Westlands’ CVP water contract? Or does NAS Lemoore have a separate SWP contract (or other block of water) allocated specifically for NAS Lemoore operations that is managed through Westlands?

Yes, NAS Lemoore water supply is sourced through Westlands Water District.

For any water supply sourced from the federal or state governments, is the cost the same (or substantially the same) as the cost for CVP/SWP water available to private landowners?

No, water supply sourced from different sources do not have the same costs.

Does NAS Lemoore receive water under a contract in a higher priority than other CVP contractors?

No, NAS Lemoore receives Municipal & Industrial water to support Installation operations.

Does the surrounding land have a surface water allocation (CVP, SWP or otherwise)? If so, is it part of the WWD CVP contract? Or separate and higher priority?

Any future surface water allocation and priority for the potential Leased Premises will be categorized based on land use not priority of the surrounding land. Therefore, any response(s) to your questions are not yet available.

For historic farming on the surrounding land, are there records showing (a) the ratio of groundwater to surface water and(b) crop types?

No, these records are not available.

Does NAS Lemoore (or its tenants) have the right to acquire supplemental water through Westlands?

Yes, potential developers can individually request supplemental water through Westlands Water District.

Can NAS Lemoore (or its tenants) acquire surface water on the spot market within (or transferred through) Westlands for farming the surrounding land? Can NAS Lemoore (or its tenants) acquire transfer water from outside of Westlands for transfer to NAS Lemoore (or into Westlands for delivery to NAS Lemoore)?

No, these are not available options.

What groundwater basin is NAS Lemoore a part of? Westside GSA or otherwise?

NAS Lemoore is part of the Westside GSA groundwater basin.

Is NAS Lemoore subject to the limitations imposed by a GSA performing its duties under SGMA? Or due to its authority as a federal agency and for national security reasons, is NAS Lemoore exempt from SGMA requirements?

The Navy is exempt from Sustainable Groundwater Management Act (SGMA), while non-federal water users, including any potential Lessee, are subject to SGMA.

Does the surrounding land have a groundwater allocation from the Westside GSA or another GSA?

There are restrictions on pumping as defined by Westside, SGMA.

Does NAS Lemoore have the right to participate in Westlands recharge programs? If so, did NAS Lemoore recharge any water in 2023? If not, has NAS Lemoore ever recharged water (in 2023 or otherwise)?

Yes, while NAS Lemoore can participate in a recharge program, this has not yet occurred to date.

NASL Energy Usage

What is the critical load peak consumption (MW) expected to be served by a renewable plant in the event of a grid outage?

Depending on the proposed interconnection plan of the renewable generation asset, the Government intends to receive whole base resiliency using the renewable generation in case of electrical utility grid outage.

What is the expected backup duration to serve critical loads during a grid outage?

Is there a load shedding scheme in place that can be leveraged during grid outages for the generation and storage facility to support critical loads?

Is there any interest in load peak shaving to avoid demand charges that may be incurred by the base during normal operations?

Are there any power quality issues experienced by the base that a renewable energy BTM plant can support through frequency and voltage regulation services?

Yes, there are opportunities that can be discussed with the selected proposer during the exclusive negotiation period of any potential future solicitation.

Where does NAS Lemoore source its power from historically? Currently? Are you a full requirements customer of PG&E and/or does another party procure your energy requirements?

Power is procured through Western Area Power Administration and provided through Pacific Gas & Electric’s transmission system.

How does NAS Lemoore create reliability/resiliency of its electricity supply today? Are you seeking to increase/diversify resiliency?

The Government is seeking to build whole base resiliency using the renewable generation in case of electrical utility grid outage.

Does the DON have data relating to NAS Lemoore’s historic energy use and its related cost? If so, will this be available for review in this process?

No, the Government will not be providing any data related to NAS Lemoore’s historic energy use and related costs.

Is there a desire/intent to have on-site and/or dedicated energy supply in the future?

Wastewater Treatment

How is wastewater at NAS Lemoore currently handled? What is the treatment level? What is the quantity of discharge water available after treatment that could be used for other beneficial uses (i.e., recharge)?

The Government will not be providing wastewater treatment level data at this time. It may be provided to the selected proposer during the exclusive negotiation phase, as applicable.

The average daily discharge from NAS Lemoore to our evaporation ponds is .78 million gallons per day.
