Subject: INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR ARCHITECT-
ENGINEER SERVICES FOR CIVIL ENGINEERING AT VARIOUS NAVY AND MARINE
CORPS FACILITIES AND OTHER MILITARY INSTALLATIONS LOCATED IN THE
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SOUTHWEST AREA OF
RESPONSIBILITY (AOR): CALIFORNIA, ARIZONA, NEVADA, COLORADO, NEW
MEXICO AND UTAH.
The purpose of this Amendment is to:
1. Provide Answers to Questions as follows:
Question 7: 8(a) firms may have relevant project experience providing the engineering services expected for this contract while serving as a key sub consultant to another prime firm. Given that the 8(a) program is designed to help firms grow, will a Section F project on which a firm provided civil engineering as a key sub consultant be rated as highly as a project on which the firm was prime consultant
Answer 7: Projects performed by the prime A-E firm submitting the SF 330 may be weighted more in the evaluation than projects performed by proposed subcontractors.
Question 8: To allow 8(a) firms to present their strongest and most relevant projects for consideration, will the government consider revising the requirement that projects be completed in the last five (5) years to allow for projects completed in the last 10 years?
Answer 8: Amendment 0001 dated July 19, 2022 allows submission of projects completed within seven (7) vice five (5) years.
Question 9: To allow 8(a) firms to present their strongest and most relevant projects for consideration, will a Section F project completed for another Federal agency client be rated as highly as a DOD project? Will a non-federal client be rated as highly as one completed for the DoD? Will a non-Navy Federal project be rated as highly as a
Navy project?
Answer 9: All submitted projects are evaluated individually. Projects completed in the
NAVFAC SW AOR may be considered more favorably in the evaluation process.
Question 10: Given that 8(a) firms have smaller project portfolios, they may have experience on highly relevant projects that happen to be outside the AOR. Will the government consider revising the evaluation criteria such that projects completed outside the
AOR be rated as highly as projects inside the AOR?

Answer 10: Evaluation criteria is standard for similar procurements and will not be revised.
Projects completed in the NAVFAC SW AOR may be considered more favorably in the evaluation process.
Question 11: Given that 8(a) firms may need to supplement their in-house staff with specialized expertise from sub consultants, will the government evaluate a Sustainability
Manager who is an employee of a sub consultant as highly as a Sustainability
Manager who is an employee of the prime firm?
Answer 11: Firms will be evaluated on professional qualifications, competence and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract.
