AMENDMENT 0002 – DATED AUGUST 1, 2022

Synopsis: N62473-23-R-1011 Synopsis Issuance Date: June 23, 2022 CS/Email: Britney Potestio-Collins, britney.l.potestio-collins.civ@us.navy.mil

Subject: INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR ARCHITECT-

ENGINEER SERVICES FOR CIVIL ENGINEERING AT VARIOUS NAVY AND MARINE

CORPS FACILITIES AND OTHER MILITARY INSTALLATIONS LOCATED IN THE

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SOUTHWEST AREA OF

RESPONSIBILITY (AOR): CALIFORNIA, ARIZONA, NEVADA, COLORADO, NEW

MEXICO AND UTAH.

The purpose of this Amendment is to:

1. Change the Synopsis Issuance Date within Amendment 0001 from June 22, 2022 to June 23, 2022.

2. Replace the original Synopsis with a conformed Synopsis, via the following attachment:

3. Provide RFI responses as follows:

RFI 4: The Synopsis mentions a NAICS Code 541330 small business size standard of $15M. The size standard for NAICS Code 541330 is now $22.5M. Will the solicitation be updated to reflect the current size standard?

Response 4: Yes. The size standard for NACIS Code 541330 has been updated to $22.5M. See revised synopsis.

4. Provide Answers to Questions as follows:

Question 5: Under Criterion 2, Submission Requirements state to provide “a maximum of ten

(10) projects completed within the past five (5) years immediately preceding the date of issuance of this notice.” Due to the ongoing pandemic, the SBA extended the eligibility of the 8(a) program partly because of the economic hardship on small businesses. Would the Government consider extending the eligibility of past projects from the past five (5) years to the past eight (8) to ensure a more competitive field of respondents?

Answer 5: No. A conformed Synopsis was issued July 19, 2022 to allow submission of projects completed within seven (7) vice five (5) years of the synopsis date.

Question 6: Would you be able to clarify, if our key personnel, all of which are licensed in

Hawaii and other jurisdictions, would be able to complete the work in CA, AZ, NV, CO, NM, UT.

From my understanding, Licensed Professionals do not need to be licensed in the States where the Federal projects are. Since the subject project is Federal, we will not be required to apply for building permits, thus not needing a license in that state. Would it be that our Key Personnel can work in any jurisdiction as long as are licensed somewhere?

Answer 6: Yes. Key personnel licensed in Hawaii and other jurisdictions, are able to perform work in CA, AZ, NV, CO, NM, UT. Professional registration, certification, licensure and/or accreditation is specific to the appropriate registration laws of the States and other jurisdictions governing their practice, not specific to the location of the work under this contract.

Question 2: Could the Government please confirm that related experience evaluated under criterion 6 can include work performed as a subcontractor?

Answer 2: Firms do not submit data for this criterion. Per the Synopsis, Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). FPDS will identify work awarded associated with the DUNS/UEI provided in the SF330 in Part I, Section C Proposed Team. Subcontract awards will not be evaluated.

Question 3: I am inquiring if the Navy can share the names of the firms that submitted on the

Sources Sought for the subject solicitation? Also, through SAM.gov or other means, is there a mechanism for seeing who the prospective bidders are – those that downloaded the solicitation documents as was available through FBO?

Answer 3: No Sources Sought was conducted in respect to this synopsis. Firms are invited to utilized the interested vendor list located in the solicitation on SAM.gov

Question 4: Is an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number.

Answer 4: Yes, the incumbent is Premier Stanley JV LLC. The contract number is

N62473-19-D-2422.
