1Part 1if Others include info under Column EFinancial Questionnaire Form - Do we include with our proposal, or does the form need to be sent directly to Michelle Sanders? The form has both listed on it and is missing a due by date.Conflicting InformationOther/UnsureThe Financial Questionnaire should be completed by the Financial Institution and submitted directly to Michelle Sanders. Please see the revised Financial Questionnaire form dated 11/18/2021, which removes the statement, "(To be completed by Financial Institution and submitted by Offeror)" from the top of the form.
The due date on the form is not missing. It is highlighted/editable so that the Offeror can fill in the date that they want their Financial Institution to submit the form to the Government.11/16/2111/18/21
2Part 1Chapter-1Proposal Tab 2 - Factor 2, ExperienceWill you consider reducing the (1) self-perfomred relevant construction project from $2,000,000 to $1,500,000 or more?Other; Please specify in the next columnIf the majority of the task orders will be less than this amount, past performance projects will more acurately reflect pertinent experience.Other/UnsureThe Government does not intend to change the minimum dollar thresholds for the relevant project construction costs specified in the RFP under Factor 2 (Experience). The minimum experience requirements are based on the preponderance of work for the projects planned to be awarded under this MACC, which has an estimated task order range of $300,000 to $20,000,000.11/18/2111/18/21
3Part 1if Others include info under Column EOur Financial institution can not legally forward financial information. 5Part 4Chapter-1RFP pages 11-12 of 114, Factor 1: Technical Approach requires that the proposed Lead Design Firm must be exclusive to the Offeror and that all Offerors proposing the same LDF(s) will be rated Unacceptable. We intend to propose two Design Firms, with one being the primary Lead Design Firm and one serving as a secondary Design resource. Please confirm that only the primary Lead Design Firm is required to be exclusive to the Offeror.Intent needs clarificationContractingEach proposed Lead Design Firm is required to be exclusive to the Offeror. As stated in the RFP under Factor 1 (page 11 of 114), emphasis added:
"The agreement submitted for each proposed Lead Design Firm (LDF) shall state that the LDF will exclusively partner with the Offeror on this procurement and will not participate with any other Offeror in competing for or performing on a contract to be awarded under this solicitation. The Offeror and LDF shall both sign the agreement."11/23/2111/29/21
6Part 4Chapter-1RFP page 16 of 114, Factor 3: Past Performance instructs the Offerors to submit a completed CCASS or CPARS for each project included in Factor 2. Please confirm that an interim CPARS is acceptable to satisfy this requirement.Intent needs clarificationContractingAs stated in the RFP under Factor 2 (pages 12 and 14 of 114), submitted projects must be 100% complete (see definition) within the past five (5) years of the date of issuance of this RFP. Projects which are not 100% complete as of the date of issuance of this RFP shall not be considered.
Interim CPARS evaluations are typically completed before a project is 100% complete. If a final CPARS evaluation has been completed, Offerors should submit the final CPARS evaluation. If the project is 100% complete, but a final CPARS evaluation has not been completed, Offerors may submit a completed PPQ.11/23/2111/29/21

We have attempted to log in and found the solicitation, but there is no button or option to click on and submit the proposal. From previous experience, we usually get a notification or invitation to submit required information to a particular inquiry. Please advise if this is something that the contracting office needs to make available for offerors.ContractingIn order to submit an offer via the PIEE Solicitation Module, you must be logged into PIEE under the "Proposal Manager" role for your firm.
