Question 17. The solicitation states: “All firms are advised that registration in the System for Award Management (SAM) database is required prior to submission of an SF-330 package.”

Since May 2022, the US Government SAM website has been experiencing entity validation delays and thus delays in DLA being able to issue CAGE codes. Would you please change this requirement to the following, “All firms are advised that registration in the System for Award Management (SAM) database is required prior to award.” Firms are still required to submit a copy of the fully executed JV or LLC agreement with the proposal submission.

Answer: This requirement is in accordance with Federal Acquisition Regulation (FAR). FAR 4.1102, states “Offerors and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.”

Firms who are offering as a joint venture; the System for Award Management (SAM) registration requirement is considered met if all joint venture members are registered in the SAM database prior to submission of an SF-330 package.

Question 18. As mentioned above, SAM is currently experiencing entity validation delays and thus delays in DLA being able to issue CAGE codes. The PIEE submittal system requires a firm’s CAGE Code to submit a response. Can you please provide some guidance on how a new business entity (i.e. Joint Venture) can propose without being provided a CAGE code by the government?

Would it be acceptable to submit through PIEE using the JV’s Managing Partner’s CAGE Code?

Answer: For firms who are offering as a joint venture, it is acceptable to submit responses via the PIEE Solicitation Module at https://piee.eb.mil/ using the CAGE code of one of the joint venture members.

Question 19. Due to the page extension from 40 pages to 70 pages, we respectfully request an extension. This increase nearly doubles the response size, resulting in the evaluation of additional staff and resumes that tie to projects plus the development of additional text in Section H. In order to provide enough time for our team to reassess and respond appropriately, and factoring in the Labor Day Holiday, we respectfully request the due date be moved to Friday, September 16th.

Answer: The response receipt deadline of 26 August 2022, 12:00 P.M., Pacific Time is changed to 8 September 2022, 12:00 P.M., Pacific Time.
