The purpose of this amendment is to make following changes and answer Request for Information (RFI) as follows:

RFIs received 26 July 2022

Question 4. In the previous SW CLEAN and Atlantic CLEAN, the page count was 70 pages. In the previous NE-SE CLEAN, the page count was 75 pages. Will NAVFAC increase the page count from 40 to 70 pages to allow for a complete and compliant submittal.

Answer: Yes, NAVFAC will increase the page count from 40 to 70 pages. See the revised synopsis (rev 2) with the updated maximum page limit of 70.

Question 5. Within the synopsis, "team members" has been defined as the prime or joint venture partners. On page 2, the synopsis states, "Please include your and all team members’ Unique Entity Identifier (UEI), Commercial Activity/Government Entity (CAGE), and Taxpayer Identification Numbers (TINs) in Block 30 of the SF-330." Please confirm this refers to only the Prime and/or JV Partners and not subcontractors.

Answer: Correct, this applies to the Prime (which may be made up of JV members), and not to subcontractors.

Question 6. In Attachment A, Key Personnel Qualifications, item d., the required key personnel role is titled Safety Manager/Certified Industrial Hygienist/Certified Safety Professional. The qualifications, however, require the person to be a Certified Industrial Hygienist. Will NAVFAC change the following: d.(2) to, "Five (5) years working experience as a full-time industrial hygienist or safety professional, and d.(6) to, "American Board of Industrial Hygiene Certification or Certified Safety Professional."

Answer: See the RFI response in amendment 0002.

Question 7. On page 7, the synopsis states, "To enable verification, firms should include the UEI along with each firm name in the SF330 Part I, Section F, item 25–“Firms from Section C Involved in this Project,” block 1;" Please confirm UEI's are required for the Offeror only (either firm or JV partner firms).

mailto:eunjew.dame.civ@us.navy.mil

Answer: UEIs are required for the Prime (which may be made up of JV members), and not for subcontractors.

Question 8. On page 11, the Submission Requirements state, "The past working experience and relationships among team members (team members consist solely of the prime contractor or joint venture members, not proposed subcontractors). Firms with established working relationships with the proposed team members and/or joint venture partners for similar work may be considered more favorably." If team members are prime or joint venture members only, please clarify, "with the proposed team members and/or joint venture partners." Please confirm this includes past working relationships with teaming partners/subcontractors.

Answer: The “proposed team members” do not include proposed subcontractors. For example, if proposed team members (team members consist solely of the prime contractor or joint venture members, not proposed subcontractors) worked together as Joint Venture members or as a prime contractor and a subcontractor for similar work, this may be considered more favorably.

However, if a proposed team member and a proposed subcontractor worked together as Joint Venture members or as a prime contractor and a subcontractor for similar work, this will not be considered more favorably.

Question 9. On page 12, the synopsis states, "Per NAVFAC Procedures, Guidance, and Information (NPGI) at 19.702, it is advised that there are opportunities to use AbilityOne (formerly known as Javits-Wagner-O’Day (JWOD)), SourceAmerica (formerly known as NISH) and National Industries for the Blind (NIB) organizations to meet subcontracting goals." Please confirm this requirement is not out of date and still valid.

Answer: This notification requirement is not out of date and is still valid. According to NPGI at 19.702, we are required to include a notice to offerors of the opportunity to use AbilityOne (formerly known as Javits-Wagner-O’Day (JWOD)), SourceAmerica (formerly known as NISH) and National Industries for the Blind (NIB) organizations to meet subcontracting goals.

Question 10. In Attachment C, Small Business Subcontracting Plan template, Paragraph 9 states, “Provide assurances the offeror agrees that the FAR clause 52.219-8 entitled "Utilization of Small Business Concerns " will be included in all subcontracts which offer further subcontracting opportunities, and all subcontractors, except SB concerns, that receive subcontracts in excess of $750,000 ($1,500,000 for construction) will be required to adopt plans that comply with the requirements of the clause at 52.219-9, Small Business Subcontracting Plan.” Please confirm the language should be updated to remove the specific dollar reference to be consistent with the current version of 52.219-9(d)(9)? The new language would state, "Provide assurances that the offeror will include the FAR clause 52.219-8 of this contract entitled "Utilization of Small Business Concerns" in all subcontracts that offer further subcontracting opportunities, and that the offeror will require all subcontractors (except small business concerns) that receive subcontracts in excess of the applicable threshold specified in FAR 19.702(a) on the date of subcontract award, with further subcontracting possibilities to adopt a subcontracting plan that complies with the requirements of FAR clause 52.219-9, Small Business Subcontracting Plan.”

Answer: See the revised attachment C Small Business Subcontracting plan (rev 1).

Question 11. In Attachment C, Small Business Subcontracting Plan template, Paragraph 11 states, “On a contract-by-contract basis, records on all subcontract solicitations over $150,000 and indicating for each solicitation:” Please confirm the language should change to remove the specific dollar reference to be consistent with the current version of 52.219-9(d)(11)(iii). Please confirm the new language would state, “On a contract-by-contract basis, records on each subcontract solicitation resulting in an award of more than the simplified acquisition threshold, as defined in FAR 2.101 on the date of subcontract award, indicating-“

Answer: See the revised attachment C Small Business Subcontracting plan (rev 1).

RFIs received 27 July 2022

Question 12. Regarding the Key Personnel Requirement for Contract Administration Manager, would 20 years or more of experience be an acceptable alternative to the undergraduate degree requirement for this role?

Answer: No. All key personnel must meet Synopsis requirements.

Question 13. Due to the potential for inadvertent changes being made to a Word Document, would it be acceptable to present our Section D-Org Chart as a PDF rather than a Word document?

Answer: Yes. See the synopsis (rev 2).

Question 14. Given the very limited SF330 Part I page count, would you please consider accepting Criterion 4 – Safety (OSHA DART Rates, OSHA TRC Rates, and Technical Approach for Safety) as an additional appendix item, not to be included in the page count?

Answer: The maximum page limit has been changed from 40 to 70 pages. See the synopsis (rev 2).

Question 15. Due to potential for inadvertent changes being made to a Word Document, would you please consider accepting the SF330 Parts I & II as a PDF rather than a Word document?

Answer: Yes. See the synopsis (rev 2).

Question 16. Given the SF330 format and size 11 font requirement, a reasonable page count for SF330 Part I is as follows:

A - C: 2 pages D - Org Chart: 1 page E – Resumes: 10 pages (5 min to meet key personnel requirement, approximately 5 more to show additional key staff) F – Projects: 20 pages (10 projects, 2 pages each) G – 1 page H: 6 – pages

We are concerned that 6 pages will not be adequate to completely and thoroughly provide responses to Criterion 2, Criterion 3, Criterion 4, Criterion 5, Criterion 6, and Criterion 7, all of which are to be graded based on Section H content. Would you please consider expanding the SF330 Part 1 page limitation to 50 pages?

Answer: Part I maximum page limitation has changed from 40 to 70 in the revised synopsis (rev 2).
