Lease of Defense Fuel Support Point (DFSP) San Pedro – Request for Information Answers

1. Can you provide more information as to what condition the pipelines are currently in?

The condition of the pipelines is summarized in Appendix E-2 of the solicitation, the Facility Condition Assessment (FCA), and summarized below for convenience:

JP Pipelines: Last used for fuel transport in 2014, good condition, holding nitrogen pressure.

R-Line: Last used for fuel transport in 2000, condition unknown, holding nitrogen pressure.

G-Line: Last used for fuel transport in 2000, condition unknown, holding nitrogen pressure.

An informational CD containing additional pipeline condition information can be provided upon emailed request to kimberly.spencer@navy.mil and signature of a Non-Disclosure Agreement. The CD contains a copy of the facility’s 2018 Pipeline Integrity Management Plan, a 2013 Smart Pig Multi-Product Pipeline Test and Evaluation study on the JP pipelines, and a 2010 Repair and Test Study on the 10-Inch Government Pipeline (the 10-Inch Government pipeline is not a current part of the solicitation, see #2 below).

2. Can you provide some insight into the pipeline connectivity?

Connection points for the Navy’s fuel pipelines are at the valve pits at the end of each pipeline, as well as valve pits along select pipelines.

The locations for the valve pit end points are captured in Appendix E-2 of this solicitation, the FCA, and summarized here for convenience:

The G-Line end valve pit is on the property across Gaffey Street from the Main Terminal, the R-Line end valve pit is on C Street, and the JP pipelines end at the Marine Terminal.

In addition, there are 6 additional valve pits for connection along the R pipeline, and the JP lines have two valve stations. Approximate locations of the valve pits can be provided upon emailed request to Kimberly.spencer@navy.mil and signature of a Non-Disclosure Agreement.

The 10-Inch Government pipeline running from the Main Terminal to the Dominguez Channel valve pit is not a part of this current lease offering. However, if the Navy completes a transfer action in the future, the pipeline may be available to be assigned to the Lessee for the Lessee’s use. The 10-Inch Government pipeline has two valve stations and one valve pit.

As needed, additional information may be furnished upon lessee selection and signature of a Non-Disclosure Agreement.

3. Is your dock in need of adjustments to meet MOTEMs?

No adjustments are required to meet MOTEMs. The last MOTEMs above-water inspection of Pier 12 was conducted in February 2016 and the last MOTEMS underwater inspection was conducted in 2013. The Government has made the repairs required at Pier 12 based off the results of both inspections. The pier is currently in caretaker status and is not operating. A 2018 Waterfront Facilities Inspections and Assessment can be provided via CD upon emailed request to Kimberly.spencer@navy.mil and signature of a Non-Disclosure Agreement.

4. Are there any known immediate needs to make the pipeline, dock, or truck rack operational?

There are immediate needs the Government is addressing through the award of a construction contract to repair components of the JP pipelines and associated manifolds, to clear Pier 12 drains, and to conduct select truck rack repairs. Likewise, select repairs will also be completed on tanks and pumphouses. This construction contract will have a performance period of approximately eighteen months. The FCA Attachment (1) column "Government Plans" identified repairs and demolitions under planned Government contracts as of 7 October 2019. As detailed in Paragraph 2.4.4 of Request for Proposals N6247320RP001, the FCA is subject to update as Government repair and demolition contracts progress, and is planned to be finalized prior to lease award. In addition, as available, the Navy will provide scopes of work, priority of projects, and period of performance for each project, to the selected offeror upon signature of a Non-Disclosure Agreement.

When the immediate Government repair work is completed, the lessee will need to take DFSP San Pedro out of the temporary closure status to re-activate and re-commission the fuel system through the development and execution of additional plans, inspections, cleaning and testing to meet Federal, State and local requirements for fuel system operations and maintenance. The Government’s 2018 Integrity Management Plan discusses the Government’s documentation on the re-activation process for DFSP San Pedro. This plan can be provided via CD upon emailed request to kimberly.spencer@navy.mil and signature of a Non-Disclosure Agreement.
