SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 0003

Subject: N6247319R1209, DESIGN-BID-BUILD PROJECT P-0888 HARBOR DRIVE SWITCHING

STATION AT NAVAL BASE SAN DIEGO, SAN DIEGO, CALIFORNIA

Date: 31 January 2019

The purpose of this Amendment is to:

1. Provide responses to the following Requests For Information (RFIs):

Contractor RFI #7: Drawing E-504 has details that have a note that states “Base & Intermediate reinforced steel bracers”. We are not aware of any base or intermediate spacers that are manufactured of reinforced steel and are UL certified. Please clarify what is meant by reinforced steel. Would standard non-metallic base and intermediate spacers be acceptable?

GOVERNMENT RESPONSE: Standard non-metallic base and intermediate spacers are acceptable.

Contractor RFI #15: Section 01 57 19; Paragraph 3.3 Surface and Groundwater; Page number 20. At what depth is groundwater expected to be encountered? Is there a location on base where groundwater can be disposed of?

GOVERNMENT RESPONSE: Please see Geotechnical Evaluation Reports for groundwater information for Naval

Base San Diego (NBSD) pier side in Attachments A and B.

Yes, groundwater may be disposed to San Diego Bay or other surface waters, but, testing and permitting are required.

Regarding groundwater extraction discharges to San Diego Bay or other surface waters, the contractor must apply for their own permit coverage (either with the City or the Regional Water Quality Control Board) if the City does not approve a batch discharge request under NBSD's Industrial User Discharge Permit (IUDP).

Prior to discharge, testing must be required to confirm that the groundwater is uncontaminated.

In accordance with NBSD National Pollution Discharge Elimination System (NPDES) storm water permit:

"Uncontaminated pumped ground water, foundation drains, crawl space pumps and, footing drain discharges not subject to NPDES Permit No. CAG919001, (General Waste Discharge Requirements for Discharges from

Temporary Groundwater Extraction and Similar Waste Discharges to San Diego Bay, Tributaries Thereto under

Tidal Influence, and Storm Drains or Other Conveyance Systems Tributary Thereto)"

If the project needs to discharge ground water from groundwater extraction due to construction and other groundwater extraction activities, and the discharge is not a permanent discharge, then they are subject to NPDES

Permit No. CAG919001 and will need to apply for coverage under the following NPDES Permit which states, "This

WDR is intended to cover temporary discharges of groundwater extraction wastes to San Diego Bay, and its tributaries under tidal influence, from groundwater extraction due to construction and other groundwater extraction activities.":

https://www.waterboards.ca.gov/rwqcb9/board_decisions/adopted_orders/2007/r9 -2007-0034.pdf

Alternatively, discharge to the sanitary sewer system may also be possible with approval from the City of San Diego through the Industrial User Discharge Permit (IUPD), Batch Discharge Process. If the City does not approve this as a batch discharge to the sewer system, the contractor would need to seek coverage under their own discharge permit that they would apply for with the City of San Diego (NBSD Environmental can provide City of San Diego contacts if needed).

Contractor RFI #17: Contract drawings indicate a requirement for rebar cages for the ductbanks. Most of the new ductbanks will be below existing utilities. Recent projects with the same scope as this project have not utilized rebar in ductbanks. Would the Government consider deleting this requirement? This could result in a considerable cost savings to the project.

GOVERNMENT RESPONSE: The Government will not delete the requirement for rebar cages for the ductbanks, because the Government requires rebar cages for the ductbanks on this project.

Contractor RFI #25: Section 33 71 02 paragraph 3.1.2 calls out for concrete for electrical requirements to conform to the requirements of section 03 30 04 “Concrete for Minor Structures”. This specification section is not included in the RFP. Please add this section. We are specifically looking for testing requirements for the concrete ductbanks and the frequency of testing.

GOVERNMENT RESPONSE: Section 03 30 04 is not currently available. Ductbank concrete tests are required for every 100 yards, or each day if less than 100 yards. Test can be waived by the Structural Engineer of Record

(SEOR) if less than 50 yards total and the Government has the appropriate backup test data for the mix design (30 tests within 12 months).

Contractor RFI #36: Specification section 01 14 00 Work Restrictions paragraph 1.2.6 indicates that utility cutovers and interruptions are to take place after normal working hours. Please confirm that none of the affected buildings operate on a 24 hour basis.

GOVERNMENT RESPONSE: Yes, there are buildings that operate on a 24-hour basis that will be affected during utility cutover and interruptions. See affected building list in Attachment C.

Contractor RFI #37: Specification section 01 14 00 Work Restrictions paragraph 1.2.6 indicates that utility cutovers and interruptions are to take place after normal working hours. Please confirm that none of the affected buildings will require temporary power during the cutover process.

GOVERNMENT RESPONSE: Yes, the affected buildings require temporary power during utility cutover and interruptions. See affected building list in Attachment C.

Contractor RFI #54: The number and type of relays shown on the elevations conflicts with the one line diagram which conflicts with the circuit breaker three line diagrams. Please clarify relay requirements.

GOVERNMENT RESPONSE: The 3-line diagrams supersede the elevation drawings for the relay requirements.

Contractor RFI #56: Detail C3 on E-506 shows galvanized rack arms with porcelain cable supports as well as plastic rack arms. There are also details for grounding the metallic racks. Spec Section 26 05 13.00 40 2.2.6 States

“Provide cable racks, cable tray supports and related fittings that are UL-listed heavy duty nonmetallic polycarbonate. Please confirm what type of racking is required.

GOVERNMENT RESPONSE: Provide cable rack in accordance with Spec Section 26 05 13.00 40 Paragraph

2.2.6.

Contractor RFI #57: Specification section 01 14 00 Work Restrictions contains a restriction on work hours, but we do not see any limitation on the contractor’s operations in terms of space. For example, when we are installing duct banks that run through parking lots, will we have full access to the entire run of the duct bank from one end of the parking lot to the other? If there will be any limitation on the contractor’s available work area for the purposes of preserving parking spaces, can you please indicate what these limitations might be? This will impact productivity rates, which in turn will have an impact on the bid price.

GOVERNMENT RESPONSE: There won't be access to the entire run of the duct bank from one end of the parking lot to the other. Yes, there will be limitation on the contractor's available work area for the purposes of preserving parking spaces. These limitations are set on a case-by-case basis that are subject to Government review and approval.

Contractor RFI #58: Sheet C-461, near gridline C-2. There is a duct bank running from Pad 175 toward the South which passes through a larger synthetic lawn. Please confirm what material is below the synthetic grass.

GOVERNMENT RESPONSE: The material below the synthetic grass is unknown. For proposal purposes, the

Contractor shall anticipate that it is underlain by materials consistent with a professional installation of synthetic grass underlain by a synthetic base and structural aggregates and will need to be replaced in-kind.

Contractor RFI #59: Note 2 on sheet C-501 indicates that there may be additional curb and gutter which will need to be replaced, other than what is shown on the drawings. The note requires the contractor to do a field survey to find these locations. Since field surveys would be performed subsequent to award of the contract, and since this is a design/bid/build project, please confirm that curb and gutter locations requiring replacement which are not shown on the plans will be treated as a changed condition.

GOVERNMENT RESPONSE: The Contractor shall be responsible for identifying areas where curb and gutter may be encountered that is not described on the drawings for replacement and that these areas will need to be replaced in kind. None of these additional areas have been identified, however, the Contractor should bring any areas identified as disturbing curb and gutter to the attention of the Engineer and Contracting Officer as soon as practicable for resolution in conformance with standard change procedures.

Contractor RFI #60: On drawings E-603, E-604 and E-608 it shows a short circuit rating of 37 kAIC (800 MVA), the use of MVA ratings has been replaced with kAIC rating. The values listed are in conflict with each other. Please clarify the correct ratings to use.

GOVERNMENT RESPONSE: kAIC rating takes precedence over MVA rating. MVA ratings will be deleted.

Contractor RFI #61: Drawings EP-101, E-603, E-604, E-608. Regarding the metalclad switchgear, what kAIC circuit breaker rating is required? Listing a kAIC and MVA rating adds confusion to the requirement. MVA ratings are no longer used in the selection of medium voltage circuit breakers.

GOVERNMENT RESPONSE: See response to RFI #60.

Contractor RFI #62: Drawings E-603, E-604, E-608. Regarding Load Sectionalizing Load Break Switch, the maximum available kAIC rating is 40 kAIC Asymmetric. Please confirm this rating is acceptable. There are no manufacturers that offer switches above the 40 kAIC rating. Please clarify the correct ratings to use.

GOVERNMENT RESPONSE: See response to RFI #60.
