“(b) Price. All vendors shall provide pricing for the ELIN Schedule identified and a total overall price.
See FAR 13.004 Legal Effect of Quotations for information pertaining to offer and acceptance of a binding contract. Please note, funds are not presently available for the following locations: NAF El

The Government reserves the right to add these locations to the contract via modification in the event funds become available post award subject to FAR 52.232-18, Availability of Funds (Apr 1984).”
Question: If we do not quote these, how do we address the non-op sites listed on the Inventory List, which reside at these bases? And, if we do not include these bases, how are they included in future Option years?
A6) No condition assessment study will be required on the non-op systems at these bases until they decide to be included in the future years options. When those bases sign on for future years option with funding, a condition assessment study will be performed.
Quotes are not required for the bases without funding. However, please consider that the bases without funding in the recurring ELINS are still authorized to place orders for the non-recurring IDIQ ELINs portion. For non-recurring IDIQ ELINs, consider all bases stated in the PWS 0100000 – General
Information, section 1.2 “Project Location”.
