3.0.4 Geographic

Information Systems (GIS)

GIS United States Marine Corps Requirements

Every Task Order requiring GIS deliverables for a USMC Installation shall include GIS data to support the project and project goals, in accordance with the guidelines below.

Maps, Drawings, and Sketches (Digital Geospatial Data):

Geospatial Data Software Format: Geographic data must be provided in a form that does not require translation, pre-processing, or post-processing before being loaded to the Installation’s regionally hosted geodatabase. The Contractor shall validate

All data forms, electronic data (including GPS and GIS data) and databases, other electronic files (including text files), photographs, etc.

generated as part of the Task Order shall be submitted with both the draft and final deliverables.

All submittals shall conform to the current installation data dictionaries.

All geographic data prepared under this

The Contractor provided GIS services in accordance with the Spec Item and Task Order requirements.

The Contractor developed a data structure in accordance with the latest data model as specified in the Task Order and clearly described this structure as part of the Work Plan.

The format, fields, Spec Item Title Performance Objective Related Information Performance Standard any deviation from this specification in writing with the Government. Digital geographic maps and the related data sets shall be delivered in the following software format:

GIS: Personal or file geodatabase format using ArcGIS 9.3. The geodatabase must be importable to a multi-user geodatabase using ArcSDE

9.3. The delivered data

layer(s) shall be provided with x,y domain precision of 1000 (unless otherwise identified in writing by the

NTR).

Geospatial Data Structure:

GIS Data Sets: When developing/ delivering geospatial data, the Contractor shall develop the initial Structure consistent with the most current version of the GEOFidelis Data Model. The GEOFidelis Data Model shall be followed for geospatial database table structure, nomenclature, and attributes. The Contractor shall consult with the Government concerning modifications or additions to the GEOFidelis Data Model. The Government may approve modifications to the GEOFidelis Data Model if it is determined that the GEOFidelis Data Model does not adequately address subject datasets.

Feature Class Updates:

When delivering updates to existing feature classes, the Contractor shall obtain a contract shall be digitized and delivered in an ARC/GIS 8.3 or later geodatabase format.

GIS data delivery requirements will vary by installation, and shall be specified in the Task Order.

The Government may approve alternative delivery formats if it is determined that the format will not compromise the spatial accuracy or structure of the delivered data. All geographic information shall be developed in a structure consistent with the latest release (currently v2.31) of the SDSFIE/FMSFIE data standard. The Government may approve modifications to the Standard if it is determined that SDSFIE/FMSFIE do not adequately address subject data sets. All required

SDSFIE/FMSFIE

metadata fields and any other field requested by the Government shall be completed and incorporated in the geodatabase. All geographic data sets shall be delivered on

CD-ROM.

Any maps, drawings, figures, sketches, and content of data fields were thoroughly discussed during the work planning process and clearly outlined in the Work Plan by the Contractor.

Geodatabases were supplied, as specified in this Spec Item and during the work planning process and outlined in the Work Plan.

GIS data was in the formats and projections specified, at the resolution and accuracy specified, with sufficient metadata to enable use of the data into the future by folks without prior knowledge of the project.

GPS data collection activities were logged with the Installation GIS Office prior to initiation.

GPS data collection tied into the Installation GPS Base Station, with checks made to the existing Survey Control Monuments around the area of work.

Spec Item Title Performance Objective Related Information Performance Standard copy of the existing subject data in a personal geodatabase to use as a template for all subsequent data collection processes.

As Installations sometimes modify the GEOFidelis Data Model structure for many feature classes to accommodate operational needs, the GEOFidelis Data Model structure may not reflect the actual structure used in the live geodatabase.

If further modifications to Structure are required as a result of this Scope, the Contractor will consult with the Government for direction and final approval.

Geospatial Data Projection:

Geographic data (regardless of format) shall be provided in U.S. Survey Feet and projected into the California State Plane, Zone VI, FIPS 0406 projection system. The maps and data shall use the GRS 1980 spheroid and the North American Datum 1983/World Geodetic System 1984 (NAD83/WGS84). Epoch

1991.35 shall be used. The vertical datum used is NAVD88. This projection requirement applies to all GIS data layer deliverables as well as all CADD drawings such as as-designed and as-built project plans. Each data set shall have a projection file if appropriate based on format.

Geospatial Data Collection:

Survey grade GPS data collection shall be performed. Survey grade geospatial data, spreadsheets, or text files prepared for the Task Order shall be provided in digital form as final products under the Task Order.

All digital copies of final products (except where not appropriate, such as for videos or databases) shall be provided as both an Adobe Acrobat .PDF file and an editable Microsoft Word, Microsoft Excel, Microsoft Access, or geodatabase file (as appropriate to the type of data).

The following standards for digital submissions and databases shall be used as a minimum standard for both Navy and United States Marine Corps (USMC) projects:

Text, Spreadsheet, and Database Files:

Final Reports and other text documents shall be provided in Microsoft Word 2007 format AND Adobe Portable Document Format (PDF).
