Section J

1. Replace Exhibit A through E, Price Proposal Spreadsheet ELINS_Final.

See Separate Attachment: Exhibits A to E_Price Proposal Spreadsheet ELIN_Amendment 0003.

Section L

2. Revise Paragraph L3, Proposal Due Date:

Proposals are due no later than 2:00 p.m. 9:00am on Monday, 24 February 2014. 03 March 2014

3. Revise Paragraph L4 Proposal Submission Requirements, (b)(2)(a) Volume 1 – Price Proposal:

General Information: A cover letter shall accompany the proposal as required by FAR 52.215- 1(c)(2), INSTRUCTIONS TO OFFERORS - COMPETITIVE ACQUISITION (JAN 2004). The first page should include the solicitation number and name, address, telephone and facsimile numbers, e-mail address, Dun & Bradstreet Number, Cage Code, and Tax Identification Number (TIN) of the offeror. In addition, it shall contain a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the prices stated for each item. Furthermore, the names, titles, telephone and facsimile numbers, and email addresses of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation and to sign the proposal shall be provided. Proposals signed by an agent shall be accompanied by evidence of that agent's authority. The cover letter is limited to one (1), single-sided page only. This page and the table of contents will not be included in the page count of the proposal.

4. Revise Paragraph L4, Sub-Paragraph (c)(1) Price Factor Solicitation Submittal Requirements:

Complete the Price Proposal Spreadsheet, RFP Exhibits A through E, of the solicitation and submit in both hard copy and electronic (Microsoft Excel) format displaying each proposed price and total price for the Base Year, and Option Years 1, 2, 3, and 4 and the Cumulative Total of the Base Year plus Four (4) Option Years. This shall be limited to 5 pages. This shall be limited to two (2) 8.5x11, single-sided pages per worksheet, for a maximum total of 12 pages.

5. Revise Paragraph L4, Sub Paragraph (c), Factor 3 Corporate Experience Solicitation Submittal

Requirements:

The offeror shall submit five (5) at least 80% complete (within the past five (5) years from the date of the RFP issuance) projects that best demonstrate the firm’s offeror’s specialized experience on relevant projects that are similar in size, scope, and complexity to work described in Annex 18.

“Offeror” refers to the Contractor submitting the proposal as Offeror, including joint ventures, whose name appears in Block 7 of Standard Form (SF) 26 (Solicitation, Offer and Award).

For purposes of this evaluation, relevant projects are further defined as the firm offeror having specialized experience in the following components:

(1) Exotic pest plant species abatement;

(2) Erosion control;

(3) Revegetation;

(4) Geographic Information System (GIS);

(5) Development of Weed Management Plans; and

(6) Demonstrated experience working with sensitive habitats (e.g. regulated by Endangered Species

Act, Clean Water Act)

Each project submitted must demonstrate specialized experience in some, but not necessarily all, of the components listed above. Additionally, the offeror must demonstrate that the offeror has self-performed at least four (4) of the six (6) components, either as a prime or subcontractor. However, cumulatively, the five (5) projects submitted must demonstrate the offeror’s specialized experience across all six (6) components.

Projects for teaming partner/subcontractor experience may be submitted. Teaming partner/subcontractor experience will not fulfill the Offeror’s requirement to have self-performed at least four (4) of the six (6) required components.

The offeror must ensure that, cumulatively, the five (5) projects submitted demonstrates the offeror’s specialized experience across all six (6) components.

Any licenses and/or permits held by the firm offeror shall be stated in the proposal.

Projects submitted for the offeror shall be at least 80% complete within the past five (5) years of the date of issuance of this RFP. Projects submitted under Factor 1, Past Performance, may be submitted in this section as well.

A project is defined as a project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project. Additionally, for purposes of this evaluation, a project is defined as:

(i) work performed for a federal agency and meeting at least one of three requirements in paragraphs (ii), (iii) and/or (iv) below:

(ii) Work performed pursuant to one specific task order of an indefinite delivery/indefinite quantity (ID/IQ) type contract at one site or multiple sites at a single installation or facility; or

(iii) Work performed pursuant to a site specific contract (i.e. a non-ID/IQ contract) for one site or multiple sites within a single installation or facility; or

(iv) Work performed pursuant to a single contract that is not an ID/IQ contract or pursuant to one specific task order of an ID/IQ type contract at multiple installations or facilities;

OR

(v) Work performed under similar commercial contracts or under contracts or agreement for other governmental (not federal agency) entities.

The attached Project Data Sheet, RFP Exhibit G, is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages). Corporate Experience is limited to a total of 10 pages.

Project Data Sheets shall contain the following information:

(i) Contract Information: Name and address, contract number and task order number; title; place of performance; award date; contract /task order type (fixed price, cost reimbursable, etc.); name and address of procuring organization, procuring organization point of contact (POC) name, phone number and email address; technical or program manager’s name, phone number and email address

(ii) Cost: Project dollars; value of award, and final project amount

(iii) Contract Role: Specify if contract/task order was a prime contract/task order or a subcontract to a prime contract. If a subcontract, include prime contractor’s company name, point of contact phone number and email address.

(iv) Description of work performed: Offeror shall describe its primary role/duties in execution of the work (i.e. the major components of the project which were completed by the prime’s staff and major components which were subcontracted out.) If the Offeror was a subcontractor on the project, the description, duration, and cost of the work provided should reflect the work performed by the Offeror as the subcontractor, and not work under the project as a whole. Description of work performed should include as applicable (a) technical and administrative functions – describe the complexity of functions performed; (b) distinctive and/or unique features of the project; (c) type of action performed; (d) regulatory and/or stakeholder interactions; and (e) summary of work accomplished and how it relates to work required by this solicitation.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP.

If the Offeror is submitting project experience where the Offeror was the subcontractor, the proposal shall clearly identify the work that the Offeror self-performed on the project. If the Offeror is submitting project experience where the Offeror subcontracted portions of the project to other firms, the Offeror shall clearly identify what work was subcontracted and what work was self-performed.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. Refer to 13 CFR 121.103 through 106 and CFR 125.6 for applicable small business size standards.

If the Joint Venture does not have shared experience, at least one relevant project shall be submitted for each Joint Venture partner. If no shared project experience is demonstrated, proposals that fail to submit at least one relevant project for each partner in the Joint Venture will not be evaluated be rated Unacceptable.

Offerors are still limited to a total of five (5) projects combined.

6. Revise Paragraph L5 as follows:

L5 FORMAL JOINT VENTURE/ PARTNERSHIP AGREEMENTS

Contractors that elect to propose a legally binding partnership agreement or joint venture agreement shall submit their legally binding partnership agreement or joint venture agreement with their proposal. All such agreements shall be signed by the parties and shall demonstrate the relations between firm, the different responsibilities, roles and percentages of work as it relates to the acquisition and identify contractual relationships and authorities to bind them. The partnership agreement or joint venture agreement (as applicable) shall be submitted in Volume 1, Price Proposal under Tab C – Joint Venture/Partnership Agreements. There are no page limits for Joint Venture Agreements or Partnership Agreements.

L5 JOINT VENTURE, TEAMING/PARTNER AND SUBCONTRACT AGREEMENTS

Contractors that elect to propose a legally binding subcontracting agreement, teaming agreement, partnering agreement, or joint venture agreement, shall submit their legally binding subcontracting agreement, teaming agreement, partnering agreement, or joint venture agreement with their proposal.

All such agreements shall be signed by the parties and shall demonstrate the relations between firms and identify contractual relationships and authorities to bind them. The subcontracting agreement, teaming agreement, partnering agreement, or joint venture agreement (as applicable) shall be submitted in Volume 1, Price Proposal under Tab C - Joint Venture/Teaming Agreements. There are no page limits for Joint Venture Agreements or Teaming/Partnering Agreements.

7. Revise Factor 3 – Corporate Experience, (1) Solicitation Submittal Requirements:

However, cumulatively, the five (5) projects submitted must demonstrate the offeror’s specialized experience across all six (6) components.

Projects for teaming partner/subcontractor experience may be submitted. Teaming partner/subcontractor experience will not fulfill the Offeror’s requirement to have self-performed at least four ( 4) of the six (6) required components.

For all submitted projects, the description of the project shall clearly describe the scope of work performed

If no shared project experience is demonstrated, proposals that fail to submit at least one relevant project for each partner in the Joint Venture will not be evaluated be rated Unacceptable.

8. Revise Factor 3 – Corporate Experience, (2) Basis of Evaluation

The basis of evaluation will be the Offeror’s demonstrated experience in performing five (5) relevant projects. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP.

“Offeror” refers to the Contractor submitting the proposal as Offeror, including joint ventures, whose name appears in Block 7 of Standard Form (SF) 26 (Solicitation, Offer and Award).

The offeror shall submit five (5) at least 80% complete (within the past five (5) years from the date of the RFP issuance) projects that best demonstrates the firm’s specialized experience on relevant projects that are similar in size, scope, and complexity to work described in Annex 18. For purposes of this evaluation, relevant projects are defined as the firm having specialized experience in the following components:

(1) Exotic pest plant species abatement;

(2) Erosion control;

(3) Revegetation;

(4) Geographic Information System (GIS);

(5) Development of Weed Management Plans; and

(6) Demonstrated experience working with sensitive habitats (e.g. regulated by Endangered Species Act, Clean Water Act)

In order to be rated Acceptable, cumulatively, the five (5) projects submitted must demonstrate the offeror’s specialized experience across all six (6) components. Each project submitted must demonstrate specialized experience in some, but not necessarily all, of the components listed above.

In order to be rated Acceptable, the Offeror must clearly demonstrate that the Offeror self-performed at least four (4) out of the six (6) specialized experience components listed. Should the Offeror be a Joint Venture, with no shared experience, the Joint Venture must clearly demonstrate that they the Joint Venture members have self-performed at least four (4) out of the six (6) specialized experience components listed, with each Joint Venture partner member self-performing at least two (2) different specialized experience components.

Proposals which submit fewer than five (5) relevant projects or fail to demonstrate the required experience will be rated Unacceptable.

Any project submitted which is (1) in excess of the five (5) required projects; (2) not submitted on RFP Exhibit G; (3) not at least 80% complete within the five-year period specified; (4) not a relevant project; or

(5) does not meet the definition of a “project” will not be evaluated.

II. GOVERNMENT RESPONSES TO CONTRACTOR SUBMITTED RFIs (Numbering continues from previous Amendment)

RFI(s) from Amendment 0001 dated 07 February 2014:

5. For Factor 3 – Corporate Experience, Tab A – Project Data Sheet (RFP Exhibit G). Page 60 of 239 discusses Joint Ventures but not Teams. As small businesses may not have experience in all six of the scope areas, we would like to include project information for our primary Teaming Partner.

Answer 5: Subcontractor (or teaming partner) experience may be considered by the Government if the Offeror submits a teaming agreement (or subcontractor agreement, as appropriate) as per Section L, Paragraph L5 and shall be evaluated in accordance with criteria the Basis of Evaluation set forth under Factor 3, Corporate Experience.

New RFIs:

Section J

61. Why is there no % mark-up for the different zones in the weed management plan, reports, and GIS categories, when these require site visits?

Answer 61: Contractors will determine their unit prices for each ELIN and zone based upon the requirements in the RFP. Use the updated “Exhibits A to E_Price Proposal Spreadsheet ELIN_Amendment 0003” provided with this Amendment 0003.

Section L

62. Is there a page limit for the Technical Proposal cover letter? It indicates what is required on the first page and states that the first page is not included in the page count but does not provide a total number of pages allowed.

Answer 62: The cover letter is limited to one (1) single-sided page only.

63. Can we include a Capabilities Section for our Team on this cover letter?

Answer 63: No, your firm’s proposal will only be evaluated on the items that have been requested for submission.

64. On page 46 of the solicitation, it states there is no page limit for completed CPARS evaluations or the RFP

Exhibit F, Past Performance Questionnaires. However, in the amendment it appears that only five are required, one each for the five projects in Corporate Experience. In addition to those required for the five, will additional CPARS or PPQs be considered?

Answer 64: See Amendment 0002, Part I (Changes to the RFP), Section L, #5 and Section M, #9. Please also note, per the RFP, “While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.”

65. On page 23 of 37 of Amendment 2 of Solicitation #N62473-14-R-1402 it reads:

"Complete the Price Proposal Spreadsheet, RFP Exhibits A through E, of the solicitation and submit in both hard copy and electronic (Microsoft Excel ) format displaying each proposed price and totally price for the Base Year and Option Years 1, 2, 3 and 4. This shall be limited to 5 pages."

My question is twofold:

1) There are a total of 6 tabs on the Excel spreadsheet: Base Year and Option Years 1-4, plus the Cumulative tab which totals these 5 years.

2) When printing hard copies of these Exhibits for submittal under Vol. 1, Tab B - Price Proposal Spreadsheet, the spreadsheet will fit on one 8.5x11" page but will be barely legible (the font will be super tiny). Spanned across two 8.5x11" pages is better, but still pretty tiny. I've attached two example PDFs to show you what I mean.

If you could let me know what you are expecting, and address the 5 page limit, that would be great. The solicitation indicates that 10pt font or larger is required, so I want to double check on how you would like for these Exhibits to be presented in hard copy format.

Answer 65: This shall be limited to two (2) 8.5x11 single-sided pages per worksheet, for a maximum total of 12 pages. See Amendment 0003, Part I, Section L, # 4 for details.

General

66. The government has not yet answered our Question [#4] below, which has a significant impact on the contents of our proposal, including PPQs. We are re-submitting the question as it is still important to our proposal process:

For Factor 3 – Corporate Experience, Tab A – Project Data Sheet (RFP Exhibit G). Page 60 of 239 discusses Joint Ventures but not Teams. As small businesses may not have experience in all six of the scope areas, we would like to include project information for our primary Teaming Partner.

Answer 66: See response to RFI Question 5.

67. Also, will the Government issue an extension to enable us to respond to the RFP with the question answered?

Answer 67: Proposal deadline is extended to 9:00am on Monday, 03 March 2014.

III. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.

(c) Proposal Content:

1. General. Proposal(s) shall contain complete written responses to Factors 1, 2, 3, 4, and Price. Page limitations for each evaluation factor are specified below and any pages submitted in excess of the page limits will not be considered in the evaluation.

Price Factor Solicitation Submittal Requirements:

Complete the Price Proposal Spreadsheet, RFP Exhibits A through E, of the solicitation and submit in both hard copy and electronic (Microsoft Excel) format displaying each proposed price and total price for the Base Year, Option Years 1, 2, 3, and 4 and the Cumulative Total of the Base Year plus Four (4) Option Years. This shall be limited to two (2) 8.5x11 pages per worksheet, for a maximum total of 12 pages.

The offeror shall propose unit prices for each Exhibit Line Item Number (ELIN) on RFP Exhibits A through E for all geographical zones for the Base Year and all Option Years. This includes ELINs with no estimated quantity (e.g. A0001, Zone D on Price Proposal Spreadsheet, RFP Exhibit A). ELINs with no estimated quantity represent work that – while not estimated for any quantity at the time of solicitation – has the potential to be awarded over the course of the respective period of performance.

Factor 1 – Past Performance Solicitation Submittal Requirements:

The offeror shall submit evaluations under Tab A “Past Performance”. For each project submitted, use one of the following formats to demonstrate past performance:

- For commercial projects, submit a Past Performance Questionnaire (PPQ), RFP Exhibit F. Ensure correct/current phone numbers and email addresses are provided for the client point of contact. Offerors are required to provide PPQs with their proposal.

- For Government projects, submit a copy of a Contractor Performance Assessment Report System

(CPARS) performance evaluation. If no CPARS evaluation exists, the offeror may submit a PPQ;

however, the government will not consider any PPQ submitted for a project if an official CPARS evaluation exists in the government database.

If you are submitting a project your firm performed as a subcontractor, include the name and POC for the prime contractor.

If the rating received was less than Satisfactory, provide a brief description of the problem(s) resulting in this evaluation and what corrective action, if any, was taken. Offerors may also address any adverse past performance issues. Explanations for all projects combined shall not exceed one (1) double-sided page (or two (2) single-sided pages) in total.

Past Performance information submitted for projects other than those listed in Factor 3, Corporate Experience will not be considered.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

There is no page limit for completed CPARS evaluation or the RFP Exhibit F, Past Performance Questionnaires.

Factor 2 – Safety Solicitation Submittal Requirements:

The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture;

however, only one safety narrative is required.

EMR and DART rates shall not be submitted for subcontractors.)

Volume 2 – Safety shall be tabbed as follows:

TAB A

Experience Modification Rate (EMR):

For the three (3) previous complete calendar years [2011, 2012, and 2013], submit your EMR (which compares your company’s annual losses in insurance claims against its policy premiums over a three (3) year period). If you have no EMR, affirmatively state so and explain why. Any extenuating circumstances that adversely affected the EMR should be addressed as part of this element. There are no page limitations for submissions under Tab A

TAB B

OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate:

For the three (3) previous complete calendar years [2011, 2012, and 2013], submit your OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate, as defined by the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA). If you cannot submit an OSHA DART rate, affirmatively state so, and explain why. Any extenuating circumstances that adversely affected the OSHA DART rate data should be addressed as part of this element. There are no page limitations for submissions under Tab B.

TAB C

Technical Approach for Safety:

Describe the plan that the Offeror will implement to qualify, evaluate, select and oversee its potential subcontractors. The Safety narrative shall be limited to three (3) pages. Offerors must submit both (1) a plan to include the safety performance of subcontractors in the selection process for all levels of subcontractors and (2) a plan to monitor the safety of those subcontractors during contract performance, highlighting what specific management practices will be in place for providing deliberate safety program management and mishap prevention support to those sub-contractors whose EMR is greater than 1.0 and whose DART rate is greater than 3.0.

Factor 3 – Corporate Experience Solicitation Submittal Requirements:

The offeror shall submit five (5) at least 80% complete (within the past five (5) years from the date of the RFP issuance) projects that best demonstrate the offeror’s specialized experience on relevant projects that are similar in size, scope, and complexity to work described in Annex 18.

“Offeror” refers to the Contractor submitting the proposal as Offeror, including joint ventures, whose name appears in Block 7 of Standard Form (SF) 26 (Solicitation, Offer and Award).

For purposes of this evaluation, relevant projects are further defined as the offeror having specialized

(3) Revegetation;

(4) Geographic Information System (GIS);

Projects for teaming partner/subcontractor experience may be submitted. Teaming partner/subcontractor experience will not fulfill the Offeror’s requirement to have self-performed at least 4 of the 6 required components. The offeror must ensure that, cumulatively, the five (5) projects submitted demonstrate s the offeror’s specialized experience across all six (6) components.

Any licenses and/or permits held by the offeror shall be stated in the proposal.

Additionally, for

(i) work performed for a federal agency and meeting at least one of three requirements in

(iv) Work performed pursuant to a single contract that is not an ID/IQ contract or pursuant to one

(v) Work performed under similar commercial contracts or under contracts or agreement for other governmental (not federal agency) entities.

information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages). Corporate

For all submitted projects, the description of the project shall clearly describe the scope of work performed

Refer to 13 CFR 121.103 through 106 and 13 CFR 125.6 for applicable small business size standards. If the Joint Venture does not have shared experience, at least one relevant project shall be submitted for each Joint Venture partner. If no shared project experience is demonstrated, proposals that fail to submit at least one relevant project for each partner in the Joint Venture will not be evaluated.

Factor 4 – Technical Approach (Scenario) Solicitation Submittal Requirements

a) Provide a comprehensive technical approach addressing 1) planning; 2) location-specific implementation and concerns; and 3) deliverables for the control/abatement of invasive pest plant species on Camp X. Assume contract task order is awarded June 1, 20XX and has a two year period of performance. The technical approach should be feasible, thorough, and complete. No pricing will be included in this response.

b) Information shall be included in Volume 2 – Technical Approach (Scenario) under Factor 4, Tab

A. The submissions shall be limited to an overall total of three (3) pages for Tab A.

Scenario - Camp X

This fictional military installation, Camp X, is located in southern California and composed of 15,000 acres of four (4) main habitat types (see RFP Exhibit H – Camp X Map) requiring weed abatement activities. A mountain range divides Camp X into western and eastern sides. The western side is composed of riparian habitat along a river near the northern boundary, directly south of the riparian habitat is coastal sage scrub, and grassland extends south of the main road to the southern boundary. The eastern side of the mountain range is composed of desert scrub vegetation. A main road runs east-west and connects the eastern desert to the western coastal environment and minor paved roads (not illustrated) connect all other habitat types.

Specific site conditions are provided below. The only consistent weed control on the installation has been yearly spring treatments over the past five years along the main road. The goal of the project is to manage, and when possible eradicate, invasive plant species from Camp X.

West Side

The western side of Camp X is composed of riparian habitat, coastal sage scrub, and grassland. The riparian habitat in the north is home to the endangered least Bell’s vireo (Vireo bellii pusillus) and migratory birds (western scrub jay [Aphelocoma californica], yellow-breasted chat [Icteria virens]) and has been invaded by arundo (Arundo donax). Arundo was treated two years ago in the fall but resprouts have recolonized the riparian zone. The coastal sage scrub area has vernal pools with federally listed Riverside fairy shrimp (Streptocephalus woottoni). There is also a population of a federally endangered plant species, willowy monardella (Monardella linoides viminea), in the upland area around the vernal pools that is being overrun by annual grasses. Camp X does not have a Biological Opinion from the Fish and Wildlife Service for the willowy monardella. The remaining coastal sage scrub habitat is a mosaic of mature scrub interspersed with disturbed patches of mustard (Brassica spp.), fennel (Foeniculum vulgare), Russian thistle (Salsola tragus), and yellow star thistle (Centaurea solistitialis). The area south of the main road is grassland, with approximately 250 acres of native grass (Stipa pulchra) and small patches of non-native red brome (Bromus spp.), wild oats (Avena spp.), and erodium (Erodium spp.).

East Side

The eastern side of Camp X is desert scrub. This side of Camp X is used for training operations involving large tracked vehicles. Training occurs throughout the year except the last week of every month. Tamarisk (Tamarix spp.) is spreading and outcompeting native vegetation but has not been removed because the roots provide stabilization since the use of heavy equipment creates erosion problems. Water utilities do not extend east of the mountain range.

(2) Basis of Evaluation:

The basis of evaluation will focus on the offeror’s demonstrated knowledge, experience, and understanding of accomplishing the Scenario – Camp X project based on the proposed comprehensive technical approach for the invasive pest plant species.

To be rated “Acceptable,” the offeror must address the following three (3) elements:

1) Planning, to include all pertinent planning documents and schedules appropriate for accomplishing the Scenario - Camp X project;

2) Location-specific implementation/approach and concerns related to weed abatement activities across the four (4) main habitats; and

3) Deliverables required to accomplish the Scenario - Camp X project.

Proposals that fail to adequately address all three elements will be rated Unacceptable.
