Answer 5: To be answered in future amendment.

New RFIs:

Section C

12. 2.8.2.1- Is the SSHO required to be on site full time during Task Order implementation? If not, how long is the individual expected to be on site?

Answer 12: The SSHO will be on site as necessary to ensure safety program is implemented

Section J:

13. 3.0.2.4- Draft/Final Report states: “The number of bound copies and electronic copies of the Draft Report shall be submitted to the NTR as specified in the Task Order”. In order to provide a price for this ELIN the bidder needs to know how many hard copies and CD’s are required. Should bidders assume five as per the other reporting descriptions?

Answer 13: Yes, refer to Spec Item 3.0.2.

14. 3.0.2.4.1-3.0.2.3 Draft/Final Report – Under these ELINs, will the contractor be expected to collect quantitative data on efficacy of treatments for analysis or monitoring results from restoration practices such as native planting or seeding? Will performance of these projects be based on efficacy of treatments or restoration success? And should data collection be included in the cost of the report or will it be ordered separately as bio-monitoring ELINs?

Answer 14: This is part of native plant ELIN, 3.8.1.

15. 3.0.4 GIS- The performance objective for GIS data collection describes field data being collected at survey grade to within +/- 6 cm (Note that traditional Trimble field units do not have this level of accuracy). What ELIN(s) would include these tasks and should the bidders assume that all GIS information would require this level of accuracy for costing purposes?

Answer 15: Section 3.0.4 (GIS for Marine Corps), is required to follow GEOFidelis geospatial data standards, including the +/- 6 cm for GPS points. This level of accuracy is only required in section 3.0.4.

See section 3.0.3 for Navy standards.

16. 3.3.1.1- Are there any additional specific requirements for Exotic Plant Management Technicians other than those delineated in 2.8.2 and 2.8.3? Do they need to be QAL or Certified? Do they need to have a certain level of experience in differentiating regionally native and non-native vegetation species?

Answer 16: No other requirements other than those already specified in the RFP are necessary for Technicians.

17. 3.3.1.1-3.3.1.5 Exotic Plant Species Abatement Projects- Should the bidders assume that the monitoring biologist described in these ELINs be expected to carry any particular USFWS or USACE permit/training?

Answer 17: They are expected to understand relevant regulatory requirements, but are not expected to carry additional USFWS or USACE permits.

18. 3.3.1.7 Mowing- What general type of vegetation will be mowed? Is this intended for annual grasses and light shrub cover? Or heavy shrub cover?

Answer 18: These ELINs are intended for all types of reasonably mowed vegetation, which may include grasses or shrubs. Specifics will be detailed in each Task Order.

19. 3.3.1.10- Disking- What general type of vegetation will be disked? Is this intended for annual grasses and light shrub cover? Or heavy shrub cover? The type of vegetative cover will influence the size and weight of a disk.

Answer 19: These ELINs are intended for all types of reasonably disked vegetation, which may include grasses or shrubs. Specifics will be detailed in each Task Order.

20. 3.4.1 Mulching/chipping- Since this is a daily rate and to make sure bids are equitable, what is the minimum horsepower requirement for the chipper?

Answer 20: The minimum requirement would be a 25 HP unit with the capacity to chip branches at least 7 inches in diameter. The exact size unit to be used for each task will be left to the discretion of the contractor unless otherwise stipulated in the Task Order.

21. 3.4.2 Removal and chipping- the amount of biomass chipped in a 6 hour day varies significantly depending on the size of the chipper. What sized machine is required for this ELIN?

Answer 21: The minimum requirement would be a 25 HP unit with the capacity to chip branches at least 7 inches in diameter. The exact size unit to be used for each task will be left to the discretion of the contractor unless otherwise stipulated in the Task Order.

22. 3.4.4 Removal in place- What is the general vegetation type that will be targeted? Is this annual grasses with light shrub cover or heavy brush cover?

Answer 22: This ELIN is intended for all types of vegetation reasonable for use with a brush-hog, which may include grasses or shrubs. Specifics will be detailed in each Task Order.

23. 3.4.4 Brush Hog- Will the 1 acre minimum be a contiguous 1 acre? Or may there be more than one site?

Answer 23: The 1 acre site(s) will be relatively contiguous.

24. 3.5.1-3.5.3 Biological Monitoring- Should the bidders assume that the monitoring biologist described in these ELINs be expected to carry any particular USFWS or USACE permit/training?

Answer 24: As per section 3.5, The qualifications of the monitor shall depend upon the habitats present at the work site and will be specified in the Task Order. If specified in the Task Order, the biologist shall possess the relevant 10(a)(1)(A) permit for federally listed species.

25. 3.5.1-3.5.3 Biological Monitoring- Please provide a list of federally listed species for which a USFWS permit may be required? If a list is provided, should the contractors demonstrate that all species listed could be covered?

Answer 25: Refer to the USFWS website for current listings of federally listed species. The biologist shall possess the relevant 10(a)(1)(A) permit for federally listed species as identified in each Task Order.

26. 3.7.1 Seed Collection, Storage, and Sowing- Will seed collected under a specific task order and collected from within a specified region (i.e. within 5 miles of a project site) need to be tested for purity and germination and then meet purity and germination standards? If germination rates are below any standard, will the contractor be held responsible for replacing seed?

Answer 26: Exact specifications will be included in each Task Order. Testing for purity and germination is not required but can be done at the contractor’s discretion. However, if success criteria outlined in each Task Order are not met, then the Contractor will be expected to provide replacement seed to meet criteria.

27. 3.8.1.1-3.8.1.4 Planting- Please provide specifications for planting (hole size, backfill material, watering basins, fertilizers, mulch, herbivory fencing, etc.) and some assumptions about site access, slope incline, and compaction of the ground/soil conditions.

Answer 27: Exact specifications will be included in each Task Order. Sites will be accessible via roads or trails, slopes are not expected to exceed 60%, and ground/soil conditions will vary according to the locations specified in each Task Order. Contractors are expected to meet success criteria, and will determine most effective method of plant establishment.

28. 3.8.1 Native Planting- for success the ELIN description gives the example of 60 percent survival after one year, but could Task Orders require more effort – such as a higher survival rate or percent cover/diversity/density on a site? This will greatly affect the 1 year of maintenance costs that are associated with these ELINs.

Answer 28: Success criteria will be specified on a per Task Order Basis. Typical success criteria have ranged from 60-90% survival after one year.

29. 3.8.1 Water truck- utilization for plant maintenance will be ordered on a daily basis (3.8.2-3.8.3) – If success criteria requires significant extra maintenance or planting efforts occur during a drought and the number of water truck days ordered is insufficient, will the contractor still be required to meet established success criteria with the limited number of water truck days ordered? Or will the Task Order be modified and additional water truck days added?

Answer 29: Refer to Section G, Paragraph G4.

30. 3.8.2- Since this is an hourly or daily cost, what size water truck should be priced for this ELIN? Is this for an 8 hour “on the project site day” or does it include drive time? Is the expectation that water be distributed to an area with truck-mounted side sprays or hand delivered to container plantings through the use of hoses?

Answer 30: Water trucks shall be a minimum of 2,000 gallon capacity, though sizes and water distribution methodologies for each Task Order will be at contractor discretion. Daily costs include drive time.

31. 3.8.4.1-3.8.4.3 Erosion Control- Please describe the types and amount of erosion control devices that are to be installed (i.e. 500 l.f. of 9” diameter fiber roll, 1,000 l.f. of silt fence, etc.)

Answer 31: As per section 3.8.4, erosion control methodology and materials will be specified in each Task Order.

32. 3.8.4 Erosion Control- Will any site work (grading or other site preparation) be required prior to the application of BMP’s? Is hydro-seed or hydro-mulch included in these ELINs? Or will this always be ordered separately under the hydro-seeding ELINs?

Answer 32: The only site work required will be associated with proper installation of BMP’s. Hydro-seed and mulch will be ordered separately.

33. 3.8.4 Erosion Control – Are erosion failures to a site resulting from off-site influences (i.e. off site runoff) considered a maintenance requirement for the site under these ELINs?

Answer 33: Offsite erosion failures are not considered a maintenance requirement under these ELIN’s (unless otherwise specified at the task order level).

34. 3.8.5.1-3.8.5.3 Hydroseed- For costing purposes, please provide specifications for the hydromulch mix and application setting (access, slope incline, etc.).

Answer 34: The hydromulch mix will be determined by the Contractor unless otherwise specified in each Task Order (see SPEC ITEM 3.8.5). Areas will be reasonably accessible by vehicle and slopes are not expected to exceed 60%.

35. Does the success criteria under 3.8.1 Native Planting of 60% viability after one year refer to container stock as well as to hydroseeding?

Answer 35: This example applied only to container stock. Success criteria will be specified per task order.

Section M

36. RFP Submittals - For Volume 2 Factor 1 – How many CPARS/PPQ’s should be submitted?

Answer 36: See Answer 3 from Amendment 0001.

37. General- Basis for Award- In the Basis for Award section of the RFP in the explanation for Past

Performance there is a note that states: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable.”

In Volume 2 Factor 3 Corporate Experience it states that five projects at least 80 percent complete are to be submitted.

Does this mean that companies that do not have five projects of similar size, scope, and complexity to work described in Annex 18 are not eligible to bid? Please clarify.

Answer 37: Per the RFP, the offeror shall submit five (5) at least 80% complete (within the past five (5) years from the date of the RFP issuance) projects that best demonstrate the firm’s specialized experience on relevant projects that are similar in size, scope, and complexity to work described in Annex 18.

38. Does a Biological Opinion exist for the arundo treatments that have occurred in least Bell’s vireo habitat, or have all treatments been conducted outside of the breeding season?

Answer 38: The scenario does not specify a Biological Opinion.

39. Does Camp X have a USACOE permit for work in wetland areas? Or, has the work only included vegetation removal thus negating the need for the USACOE permit?

Answer 39: The scenario does not specify a USACOE permit.

40. Does a Biological Opinion exist for any weed treatments that have been conducted in riparian or upland areas where federally listed species also occur (i.e., least Bell’s vireo and/or fairy shrimp)?

Answer 40: The scenario does not specify a Biological Opinion.

41. Does an Integrated Natural Resources Management Plan (INRMP) exist for Camp X?

Answer 41: The scenario does not specify an INRMP.

42. Are any weed treatments to be conducted in the vernal pools? The Scenario does not specify and no weeds were listed as problematic to the vernal pools.

Answer 42: All weed treatments will be at the discretion of the contractor, with a rationale provided based upon the scenario.

43. Can it be assumed that there are no coastal California gnatcatchers in the coastal sage scrub habitat or any other federally listed species aside from those specifically identified in the document?

Answer 43: All known federally listed species were identified in the scenario.

44. The hypothetical scenario describes the situation are Camp X. Are we to assume this is the only setting the contract would cover in the first year?

Answer 44: This Task Order would only cover Camp X, and no other hypothetical Task Orders need to be considered in the response.

45. Of the 15,000 acres described in the situation, approximately how many acres need to be treated for weed abatement?

Answer 45: All 15,000 acres should be considered as part of the scenario. The contractor will propose the most effective treatments.

46. The solicitation calls for native replanting, including one year maintenance. Are we to assume, as also described in the scenario, the initial contract would include two years of work in order to properly plant and maintain any native plantings for weed abatement?

Answer 46: The Task Order period of performance ensures sufficient time for both planting and one year of maintenance, and is a complete and non-severable project.

47. In areas of severe erosion, hydroseed mix is sprayed on top of jute netting and the jute netting left in place to degrade over time as plants sprout. Will this technique be possible on this Installation?

Answer 47: Yes, per the contractor’s rationale.

General

48. We have an IDIQ contract for environmental support services that includes exotic pest plant species abatement. We plan on using at least three delivery orders from this contract as projects under experience.

We have a CPARS that covers the whole contract. Can we submit the CPARS as past performance on all of those delivery orders?

Answer 48: Submit a PPQ for each task order corresponding to a/the project provided.

49. Where in the Proposal should the information listed in Section K of the RFP (Page 29 of 239) be included?

This information is not included in the Proposal Submission Requirements (Page 42 of 239). Perhaps a Tab could be added in Volume 1 to include these Reps & Certs?

Answer 49: Representations and Certification are to be completed electronically via the System for Award Management (SAM) website at www.sam.gov. For more information and to complete the electronic

Representations & Certifications see the SAM website. Please NOTE: a contract cannot be awarded to a contractor not registered in SAM. Remember to review the NAICS codes listed in your SAM record and make sure that you have listed the NAICS code for this procurement.

50. Can NAVFAC provide MS Word copies of the forms required for the proposal submission? This would be very much appreciated.

Answer 50: See attachments to Amendment 0001

51. General- Should the total amount of the ELINs provided by the bidder be equal to or less than $20,000,000 or can the total exceed $20,000,000 with the quantities of each ELIN as stated?

Answer 51: The total amount of ELINs provided can be less than or equal to $20,000,000.

52. In the price proposal spreadsheet, what does the value in the “Total Quantity” column refer to? How were those numbers achieved?

Answer 52: The Total Quantity column refers to the estimated total quantity for each ELIN that may be ordered during the contract’s period of performance (to include base year and all four, one-year option years). It is not the minimum or maximum order guarantee; nor does it guarantee the quantity provided will be placed. Refer to FAR Clause 52.216-22. The Total Quantity numbers is the cumulative total of all the estimated quantities provided for the base year and four, one year option periods. Quantities were based on historical data.

53. General- If a Task Order is awarded and the Scope of Work does not correspond precisely with the ELINs ordered, is the Contractor responsible for performing the ELINs as ordered or is the contractor expected to complete the TO per the Scope?

Answer 53: Refer to Section G, Paragraph G4

54. General- If the Scope for a Task Order changes after it is awarded (after the kickoff meeting, for example) resulting in a modification to the ELINs, will pricing for ELINs for the new scope be re-evaluated and will the Task Order possibly be awarded to another contractor based on this evaluation of the new ELIN cost?

Answer 54: In the event of a necessary ELIN adjustment to complete the specific, Task Order requirements, contractors will not be switched.

55. General- In those ELINs referring to hourly levels of effort, are these hours of effort hours at the jobsite?

Or are these total hours of effort, i.e. time card hours and therefore include travel to and from the job? Eight hours on the job would result in overtime each day.

Answer 55: These hours include travel to and from work site.

56. General Reporting- For projects involving revegetation with native plants will Restoration Plans be required and if so which type of report will be ordered? Specifically, could a Work Plan ELIN be ordered with the expectation that a Restoration Plan be prepared?

Answer 56: A Restoration Plan cannot be procured with the purchase of a Work Plan, unless there was already a Restoration Plan in place that would be clarified for site-specific needs.

57. General Reporting- With regards to Small, Medium, and Large planning and reporting tasks (E001, E002, E003, E011, E012, E013) can you give an estimated page range that one of these documents may necessitate (excluding figures and appendices)? For Example:

E001 Small Weed Management Plan: 10-30 pages E002 Medium Weed Management Plan: 31-60 pages

E002 Large Weed Management Plan: 61-100 pages

Answer 57: Small, Medium and Large Plans are determined based upon the quality and complexity of the site. See 3.0.1 for details.

58. General Reporting - When documents are being reviewed by the government, can the contractor be expected to receive comments and edits from multiple reviewers in one submittal? Or is it possible that comments will be staggered from multiple sources over a period of time?

Answer 58: Both options are possible, dependent upon the installation.

59. General Reporting - When documents are being reviewed by the government, how many rounds of government reviews should be expected? For example, if all comments provided for a draft document are properly addressed can the contractor then finalize the report, or can additional comments be made on the document?

Answer 59: As long as quality requirements are met and the document is not rejected, then the contractor can reasonably expect that the document(s) can be finalized after one round of review.

60. General Reporting- Under the Reporting ELINs the following language is used “Unless otherwise specified in the Task Order reports shall conform to the following outline”. Bidders are only able to provide pricing on the descriptions provided in the RFP – what if the Task Order requires more effort than specified in the

RFP?

Answer 60: Refer to Section G, Paragraph G4.
