About this file

This document is Amendment 0002 for solicitation N62470-25-R-8002, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for architect-engineer services issued by the Department of the Navy Naval Facilities Engineering Command. The amendment serves two primary purposes: to revise the synopsis and to provide responses to pre-proposal inquiries related to submission requirements.

The amendment specifically addresses submission challenges for offerors, particularly those forming new joint ventures. The key issue involves PIEE (Procurement Instrument Entry Environment) Solicitation Module submission requirements for SF-330 files, with specific concern about potential delays in CAGE code assignment by the Defense Logistics Agency (DLA). The responses to questions (Questions 14 and 15) direct inquirers to refer to Synopsis Revision 03 and a response to Question 2, indicating that alternative submission methods may be available for offerors registered in SAM but awaiting CAGE code assignment.

N62470-25-R-8002

Amendment 0002

Amendment 0002 is issued for the following reasons:

1. To revise the synopsis

2. To provide responses to pre-proposal inquiries.

Inquiries & Responses:

14) Question: Submission requirements (pg. 9) “Given the PIEE requirement, and the potential for delayed CAGE code assignment for newly formed JVs: May Offerors registered in SAM but awaiting CAGE code assignment request an alternative submission method, such as DoD SAFE, if PIEE access is not available by the SF-330 deadline?

Response: Please see Synopsis Revision 03.

15) Question: Submission requirements (pg. 9) “Page 9 states that “SF-330 files are to be submitted via the PIEE Solicitation Module. Offerors forming new joint ventures to respond to this synopsis via PIEE will require CAGE code assignment by DLA. Due to recent federal reductions in DLA workforce, may Offerors who have registered in SAM, but not received their CAGE code in sufficient time to submit via PIEE, request a DoD SAFE link to submit their SF-330?”

Response: See response to Question 2.
