About this file
This document is Amendment 0001 for solicitation N62470-25-R-8002, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer services related to utility engineering and management worldwide. The amendment addresses 13 pre-proposal inquiries from potential offerors, focusing on clarifications for proposal submission requirements across multiple criteria, including specialized experience, professional qualifications, project timelines, and small business commitments.
Key clarifications include confirmation of the proposal due date as 27 May 2025 at 1400 Norfolk Local Time, guidance on project experience timeframes (primarily within 5-7 years), project cost thresholds, and requirements for Section F and Section E project submissions. Notable points include confirming the need for a multi-discipline engineer with facility sustainment experience, flexibility in project types for Area 1 (including but not limited to drinking water systems), and instructions for large businesses to submit Individual Subcontractor Reports (ISRs) from the 30 September 2024 reporting period.

Amendment 0001
Amendment 0001 is issued for the following reasons:
1. To revise the synopsis
2. To provide responses to pre-proposal inquiries.
Inquiries & Responses:
1) Question: Criterion 1 - Specialized Experience (pg. 3) “Will NAVFAC please confirm that the maximum number of Section F projects that may be submitted is five? There is conflicting language under Criterion 1 regarding the maximum number of Section F projects. Page 3 states to provide a maximum of five (5) projects and Page 4 states not to exceed a total of eight (8) projects.”
Response: Please see Synopsis Revision 02.
2) Question: Criterion 1 – Submission requirements (pg. 9) “Please consider revising the requirement for recent projects to be completed within the last seven (7) years. This is consistent with other recent NAVFAC Atlantic IDIQ contract solicitations”.
Response: Please see Synopsis Revision 02.
3) Question: Criterion 2 – Submission requirements (pg. 5) “Please consider revising the requirement for recent and relevant contract actions to be completed to being "at least 80 percent complete". This is consistent with other recent NAVFAC Atlantic IDIQ contract solicitations.
Response: Propose in accordance with the synopsis.
4) Question: Criterion 2 – Professional Qualifications: (pg. 5) “Please consider resumes that cite recent project experience within the last eight (8) years rather than five years.”
Response: See response to question 3.
5) Question: Criterion 2 – Professional Qualifications (pg. 5) “Under professional qualifications it mentions the requirement for a "multi-discipline engineer with facility sustainment experience".
Please confirm if facilities experience is an actual requirement.”
Response: Confirmed. Propose in accordance with the synopsis.
6) Question: Criterion 1 – Submission requirements (pg. 3) “The project cost is required to be $200K or more. Projects that fall under Area 3 (Utility SOPs, PM, and Training) may be of lower costs than $200K. Please consider reducing the value to $50K for projects unique only to Area 3.”
Response: Propose in accordance with the synopsis.
7) Question: Submission requirements (pg. 10)” The Revision 01 solicitation changed the proposal due date from 27 May to 16 May 2025. Please consider using the original due date of 27 May 2025 to account for time lost due to the two holidays in April and May.
Response: Please see Synopsis Revision 02. The due date is 27 May 2025, 1400, Norfolk Local Time.
8) Question: Submission requirements (pg. 9) “Page 9 on Revision 1 states that “Firms responding to this announcement by 16 MAY 2025, 1400, NORFOLK LOCAL TIME will be considered. Page 9 in the original solicitation stated Firms responding to this announcement by 27 MAY 2025, 1400, NORFOLK LOCAL TIME will be considered. Within Revision 1, the statement’s text color was not red similar to other changes denoted within Revision 1 of the solicitation. Please confirm that firms responding by 27 May 2025, 1400, Norfolk local time will be considered.”
Response: See response to Question 8.
9) Question: Criterion 1 - Specialized Experience (pg. 3): "Will DoD projects be considered more relevant than municipal/commercial projects executed with relevant services in NAVFAC’s evaluation of SF330 Section F projects?
Response: Propose in accordance with the synopsis. Submit projects that best demonstrate specialized experience of the proposed team in the primary service areas outlined.
10) Question: Criterion 2 – Professional Qualifications: (pg. 5) "Will NAVFAC consider project-specific experience in work relevant to the services required under this contract on the SF330 Section ‘E’ resumes to be completed within the last 10 years (or if not 10 then 7 years) rather than 5 years?”
Response: See response to question 3.
11) Question: Criterion 6 – Commitment to Small Business: (pg. 7) “The synopsis states that large businesses need to submit three final or most recent ISRs and that 30 September 2024 reporting period is the most recent reporting period. However, the SF-330 is due 27 May 2025, which is twelve calendar days after ISRs are due (15 May 2025) for the current reporting period. Should ISRs filed during the current reporting period be submitted or from the 30 September 2024 reporting period?”
Response: Propose in accordance with the synopsis.
12) Question: Criterion 6 – Commitment to Small Business: (pg. 7) “The solicitation states that "the MOST RECENT reporting period is 30 September 2024; therefore, any ISR submitted that is not FINAL must be from the 30 September 2024 reporting period to be considered."
Response: Please see Synopsis Revision 02.
13) Question: Criterion 1 – Submission requirements: (pg) The Criteria 1, Area 1 service area requirement states "...with recommended production, treatment, and distribution improvements…." Please confirm if the Government is specifically requesting a drinking water project as the terms "production" and "distribution" are typical of drinking water systems.
Response: Criteria 1, Area 1 projects would include but are not limited to drinking water systems.
