ANSWER 6 - Resume of Key Personnel, which is named Attachment D, should be used to submit Personnel Resumes.
QUESTION 7 - (Page 129 of 135, Section M, Factor 2, Corporate Experience) states “The attached Experience Project Data Sheet (Attachment JL.10) is mandatory and should be used to submit information for both Element A Examples and Element B Examples.” Please confirm that the reference to “Attachment JL.10” is an error and “Attachment C” as provided with the Solicitation is the appropriate reference.
ANSWER 7 - Correct - Attachment C is the appropriate Reference
QUESTION 8 - (Page 130 of 135, Section M, Factor 2, Corporate Experience, in reference to JL.10, Block 10) states “Proposals are still limited to a total of two (2) Element A Examples and five (5) Element

ANSWER 8 - Please submit six (6) Element B Examples
QUESTION 9 - (Page 130 of 135, Section M, Factor 3, Small Business Utilization) states “All Offerors (large, non-profits, AND small businesses) shall use Attachment D (Historical Small Business Utilization) to demonstrate their historical utilization of SBs.” Please confirm that reference to “Attachment D” is an error and “Attachment JL.5” is the appropriate reference.
ANSWER 9 - Please use Attachment G instead
QUESTION 10 - (Page 130 of 135, Section M, Factor 3, Small Business Utilization) Please confirm that Individual Subcontracting Reports (ISRs) should not be submitted along with the Historical Small Business Utilization Form (Attachment JL.5).
ANSWER 10 - Individual Subcontracting Reports are not required.
QUESTION 11 - (Page 131 of 135, Section M, Factor 3, Small Business Utilization) states “2. All Offerors (large, non-profits, AND small businesses) shall use Attachment E (Small Business Participation Commitment Document (SBPCD) to submit the following required information for evaluation of this factor:” Please note that the Attachment E and Attachment JL.5 provided with the Solicitation are the Past Performance Questionnaire (PPQ). Please confirm that reference to “Attachment E” is an error and “Attachment JL.7” is the appropriate reference.
ANSWER 11 - Attachment JL.7” is the appropriate reference
QUESTION 12 - (Page 131 of 135, Section M, Factor 3, Small Business Utilization) states “If firm written commitments with SBs are not in place, offerors shall provide an explanation and rationale on the ability to achieve the proposed participation. (See Attachment Y, paragraph 5)” Please confirm that reference to “Attachment Y” is an error and “Attachment JL.7” is the appropriate reference.
ANSWER 12 - “Attachment JL.7” is the appropriate reference
QUESTION 13 - (Page 134 of 135, Section M, Factor 5, Past Performance) states “If the offeror is unable to obtain a completed PPQ from a client for an Example before the response date set forth in this notice, the offeror should complete and submit with their response the first page of the PPQ (Attachment J.L.12), which will provide contract and client information for the respective Example(s).” Please confirm that the reference to “Attachment J.L.12” is an error and “Attachment E” is the appropriate reference.
ANSWER 13 - “Attachment E” is the appropriate reference
QUESTION 14 - (Page 129 of 135, Section M, Factor 2, Corporate Experience) states “The attached Experience Project Data Sheet (Attachment JL.10) is mandatory and should be used to submit information for both Element A Examples and Element B Examples.” Assuming “Attachment C” as provided with the Solicitation is the appropriate reference, the instructions provided on Pages 129 and 130 do not match with the format of the attachment. For example, Attachment C, Block 1 does not require “UEID under which the example submitted was performed” and Block 10 does not require “a listing of any personnel proposed under Factor 1 of this solicitation who worked on the example and their role at the time.” Please confirm that the forthcoming Amendment will include the correct “Attachment C.”
ANSWER 14- Attachment C has been corrected to include the UEID number.
Please use Block 10 to include a listing of any personnel proposed under Factor 1 of this solicitation who worked on the example and their role at the time.
QUESTION 15 - (Page 124 of 135, Section M, Price Volume, instructions for Attachment JL.1 – Chart 2) states “(1) Other Direct Costs Multiplier(s) Ceilings – Offerors shall provide Other Direct Cost Multiplier(s) ceilings (e.g. handling fees, G&A, FCCOM, etc.) and profit, which will be applied as mark-ups to Other Direct Costs (materials, equipment, travel, etc.) and subcontractors under task orders.” However, Section B.2 Indefinite Quantity (Page 2 of 135,) states “No overhead will be applied to ODCs or subcontractors. No overhead or profit will be applied to travel.” In addition, in Section B.3.2, Negotiated Labor Rates (Page 3 of 135), G&A is referenced under Direct Labor, but not under “ODCs and Subcontractor Costs” or “Travel.” The allocation of G&A costs is supported by CAS 410 and the FAR (2.101, 15.404-4, 31.203(d), etc.) and is fair and reasonable. Please confirm that the instructions provided for Attachment JL.1 – Chart 2 are correct, and the forthcoming Amendment will amend the language in Section B.
ANSWER 15 - Attachment JL.1 Chart 2 is correct.
This amendment removes the language in B.2 ‘which states –‘No overhead will be applied to ODCs or subcontractors. No overhead or profit will be applied to travel.” Section B.3.2, G& A applies to ODCs, Subcontractor Costs and Travel.
QUESTION 16 - (Page 134 of 135, Section M, Factor 5, Past Performance) states “IF A
COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE
PROPOSAL FOR EACH OF THE EXAMPLES LISTED UNDER FACTOR 2, CORPORATE
EXPERIENCE…IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team member(s) to submit to the client for each Example the offeror includes in its proposal for Factor 2, Corporate Experience.” CPARS are provided at the task order level, which is appropriate for Factor 2, Element B.
Please confirm that proof of past performance is also required for Factor 2, Element A. CPARS are not readily available for large-scale “programs” that are made up of numerous task orders.
ANSWER 16 – If there is no a completed CPARS evaluation, the PPQ is acceptable.
QUESTION 17 - I am writing to seek clarification regarding solicitation N6247024R0065.
Specifically, I would like to confirm that the required small business participation percentage for this opportunity is 20%.
ANSWER 17 - The required small business participation percentage for this opportunity is 40% and is corrected in this amendment.
Corrections:
To demonstrate maximum practicable participation of small businesses, identify (in terms of dollar value and percentage of the total contract value) the offeror’s proposed small business participation. The minimum required small business participation (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors) is 40% (this amount will be modified based on market research).
Offerors who are not able to meet the minimum total small business participation requirement of 40% (of the total contract value) shall provide a detailed explanation why the minimum total small business participation requirement cannot be achieved.
The minimum small business participation requirement, through work performed by the small business prime and/or subcontracting with small businesses, shall meet or exceed 40% of the total contract value, unless the offeror provides a reasonable and well-documented explanation for why the minimum 40% small business participation requirement cannot be achieved.
• Offerors that demonstrate a commitment to providing maximum practical opportunity to small businesses may be rated higher.
• Proposing less than 40% total small business participation requirement may result in a deficiency.
• Offerors that do not demonstrate commitment to providing maximum practical opportunity to small businesses may result in a deficiency.
QUESTION 18 - Additionally, could you please confirm whether this participation percentage can be achieved by engaging multiple small business entities?
ANSWER 18 - Yes, the participation percentage can be achieved by engaging multiple small business entities.
