About this file

This is a pricing template workbook (Attachments JL.3 and JL.4) for a Navy contract providing marine and biological resources monitoring services. The template includes detailed labor category worksheets for the base year and four option years, with 14 specified labor categories including Program Manager, Technical Project Manager, Marine Biologist, Wildlife Biologist/Zoologist, Marine Bioacoustician, and others, totaling 35,360 hours per year.

Each year's worksheet includes Other Direct Costs fixed at $500,000, subcontractor costs of $6,000,000, and travel costs of $250,000, totaling $6,750,000 in non-labor costs annually. The template requires offerors to input labor rates and burden multipliers, with strict instructions not to modify the structure or hours. A summary sheet (JL.4) requires breakdown of work distribution between prime contractor/JV members and key subcontractors, with associated markup calculations. The file is designed to standardize price submissions for evaluation purposes, with all calculations to be submitted in Excel format on CD along with hard copies.
