About this file
This amendment to a solicitation provides additional questions and answers regarding a requirement for cost allocation and rate design support services. The Navy seeks these professional services on an indefinite delivery/indefinite quantity contract with a one year base period and two one-year options. The contract is set aside entirely for small businesses with average annual receipts less than $19 million. The amendment incorporates various FAR and DFARS clauses into the solicitation and provides additional details on the statement of work in response to questions. The maximum contract value is $1.2 million over three years to be awarded as both fixed price and time and material task orders, with labor categories and other direct costs determined at the task order level.

Text version
This amendment is issued to address questions in response to the solicitation and incorporate the below FAR Clauses and Provisions. It is the Offerors responsibility to read the entire solicitation, this amendment, and subsequent amendments, if any.
Questions and Answers
Q1. My company offers Cost Allocation and Rate Design support for non-federal clients, which could potentially create conflicts with Navy work in certain states where we work with other entities. Would the Navy consider a solicitation response that excludes our ability to work in certain states?
A1. As this is a Single Award, Indefinite Delivery/Indefinite Quantity Contract, the Navy will only be awarding this solicitation to one contractor. Consultant conflicts of interest with outside entities are not acceptable, as the states where the need for contract services are unknown at the time of award.
Q2. My company is interested in this opportunity. To further respond correctly and effectively I would need to know which utilities are we talking about?
A2. Please refer to Attachment 001 SOW as revised by this amendment.
