SFO-13860 Questions as of 1/6/2023

1. Q. In reviewing Page 67, “Exhibit C, Housing Unit Furnishings – Minimum Requirements,” we noticed there was no mention of a TV. Please confirm whether TVs are a requirement and what size, as they have been on previous Navy requests.

A. Please refer to Exhibit C of the SFO. A TV is not required.

2. Q. There is no mention of in internet being a requirement. In previous Navy requests, internet was required and there could be complications if individual guests try to set up internet and they are not the leaseholder. Would you like us to include internet in our offerings?

A. Please refer to Paragraph 2 and Exhibit B of the SFO. Internet connection is not required.

3. Q. Please verify there will be no cleaning requirements within the first 12 months.

A. There is no requirement to provide periodic cleaning. However, a general cleaning of the units may be required in accordance with Paragraph 6 of Enclosure 3 and General Clause 13 of Exhibit A. The residents are responsible for ensuring their units are clean during their occupancy.

4. Q. On page 15, “d.) Managements’ attentiveness to issues brought forward by the Government (if prior Navy has occurred at the facility);” Can you share specific properties the Navy had issues at so that we do not present these in our offerings?

A. Please present all offers. Determinations will be made if necessary at the time of offer review. Specific property information will not be disclosed for security purposes.

5. Q. On the spreadsheet- point of contact info- Are you looking for our point of contact info or the property? I am assuming ours since your contract will be with us (if accepted)?

A. That is correct. Please provide the potential lessor contact info.

6. Q. I know you don’t know the occupancy requirements yet at this time. Are you anticipating sometimes one ship and sometimes multiple ships to have as many as 1000 personnel? If so, do you have any idea what the first ship needs (# of sailors) will be and when they will come?

A. Please refer to Paragraph 1, 3, and 4 of the SFO. Definite occupancy requirements are not determined at this time, with March 1, 2023 being the anticipated initial occupancy date. The offer form should include the number of buildings and units that would be leased and the Government will award based on its occupancy needs and unit configuration.

7. Q. What is the average stay that the Navy asks for without going to request hotels? How many months would you say is the minimum in order to request apartments?

A. Please refer to Paragraph 7 Description of Lease and Execution Requirement of the SFO.

8. Q. The Exhibit C does not state anything about a mirror for the dresser or chest. Should we follow that and forgo a mirror for each bedroom? Additionally, what about ice tray?

A. Please refer to Exhibit C of the SFO. A mirror for the dresser or chest is not required. In accordance with Exhibit C of the SFO, the units are required to have 2 ice trays or an icemaker.

9. Q. This question relates to the previous question someone asked #21 and I am feeling uncertain about the answer that said year 1 rental rates will be applicable for all leases regardless of lease date. I’ve created an example to help for clarification. In the following scenario, which year rental rate will apply (year 1 or year 3)? Pretend we are in year 3 of the 5 year period and you have a new need of apartments on this contract, first year lease but in 3rd year. Is that apartment going to leased by the Navy as a year 3 rate we provided in our initial spreadsheet, or will you be expecting to lease it at the year 1 rate because even though it is in year 3 of the 5 year period, it is the first year of that particular lease? A clarification would be appreciated based on the scenario.

A. For all new leases, Year 1 rental rates will be used regardless of the start date of the lease. Please refer to Paragraph 3 Offers of the SFO.

10. Q. In the solicitation, it refers to washer/dryer being “permanently” (p.4) installed in one place and “built-in” in another. Assuming you are just wanting to make sure the apartment has a washer/dryer in the actual apartment for your arrival. Please confirm.

A. That is correct. Each unit must have a permanently installed washer and dryer. Please refer to Paragraph 2, section B: Facility Requirements of the SFO.
