Summary of Changes:
1. PRE-PROPOSAL INQUIRIES & RESPONSES:
RFP
Document Impact Question Response
Section Subsection Page #
8 Specification 1.3.1 Third paragraph 7 Substantive
This section also states "Crane operations will be conducted in sea state of 5 or less"
Please clarify what this means and exactly how and at what level sea state conditions are to be applied to any required load capacities?
The telescoping crane shall have full rated capacity at all operating radii during Sea State 3 conditions (Amendment 0001 corrected this requirements). The crane shall withstand Sea State 5 while stowed (no operations).
9 Specification 1.3.1 Fourth paragraph 8 General
This section states that "The crane shall be designed using the vessel specific method and for construction duty as defined in API Specifications 2C". The vessel specific method usually refers to the method of load chart calculation. At the proposal submission stage we are not likely to have all the required information and parameters available specific to the existing vessel and how it would be operated after the crane replacement, so calculation of the load charts using this vessel specific method would probably not be the best option.
We could calculate the load charts using the vessel specific method based on the information available, or we could calculate the load charts using the Legacy Dynamic Method as per API-2C. The charts from the two methods are likely to be similar - would the Legacy Dynamic Method be acceptable for load chart
API 2C 5.4.4. States "Legacy Dynamic Method is only allowed for bottom supported structures (where the barge/platform is on a fixed strucure). This is not the case, thus Legacy Dynamic Method is not acceptable.
Anticipate using the load charts using the vessel specific method.
calculations?
10 Specification 1.5.1 18 General
This section states "Crane design shall be accomplished by, or directly supervised by, a licensed PE. PE licensing shall be by a board or agency authorized to license and register PEs in the U.S. or Canada. The PE may be the Contractor's regular employee or a consultant.
The PE's review and attestation of specification compliance and professional responsibility shall be signified by his or her PE original seal and dated signature on the final drawing and design calculations."
Could these PE requirements please be clarified and how they would be applied to an API-2C certified manufacturer?
The PE requirements in the specification (with regards to the calculations and drawings) would apply to components not part of the commercial telescopic crane design (i.e. the custom walkways, ladders, and ancillary padeyes to be used with the deck winch).
11 Specification 1.7.3 19 General
What general equipment, hoisting equipment and riggers, welding equipment and welders, utilities and general labor along with PPE/Safety equipment would be furnished at the site by the customer/client and what the customer/client work scope would be with reference to the removal of the existing crane?.
What would be considered as the work scope and responsibility with reference to the removal of the existing crane?
The customer (NSWCCD ARD) will NOT be providing any general equipment, hoisting equipment, riggers, welding equipment and welders, general labor, or PPE/Safety equipment for the removal of the existing crane.
Existing crane removal work scope is addressed in SD-
08.2 and Section 1.8 of the Crane Specification.
NSWCCD ARD can provide the original crane installation instructions for the existing crane which defines weights and assembly of components, etc. NSWCCD ARD will remove hydraulic fluids from the existing crane prior to the crane contractor's start of work. NSWCCD ARD will provide all electrical power required for the crane removal.
12 Specification 1.7.3 19 General
What general equipment, hoisting equipment and riggers, welding equipment and welders, utilities and general labor along with PPE/Safety equipment would be furnished at the site by the customer/client and what the customer/client work scope would be with reference to the installation, testing and commissioning of the replacement crane?
What would be considered as the work scope and responsibility with reference to the installation, testing and commissioning of the replacement crane?
The customer (NSWCCD ARD) will not provide any general equipment, hoisting equipment, riggers, welding equipment and welders, general labor, or PPE/Safety equipment for installation of the new crane. NSWCCD ARD will supply NAVFAC- P307 compliant test weights and rigging for post-installation field testing.
NSWCCD ARD will provide all electrical power required for the installation and testing.
Field testing is the responsibility of the crane contractor, see SD-09.4 Field Test Record of the Crane Specification. NSWCCD ARD will observe the field testing. Upon award, the government will provide the contractor an example field test for the crane contractor to use as a guide in development of the field test.
At a minimum, the field test will include testing all operational features of the crane, load testing, and condition inspections following field testing.
13 Specification 2.3.1.3 21 Critical
Please confirm that innovative rack and pinion based RaPiDS technology, which does not use hydraulic cylinders and utilizes externally mounted hydraulic gearboxes to undertake telescoping functions, would be acceptable under this procurement?
A hydraulic rack and pinion system for boom extension would be acceptable.
14 Specification 2.3.2.1 22 Substantive
Please confirm whether a pedestal mounted or rotating platform mounted electric-hydraulic power unit is required?
Either a HPU mounted internal to the pedestal or mounted on the rotate platform is acceptable. See Section 2.3.2.1 of the Crane Specification. The existing crane's HPU is mounted on the rotate platform and this is completely acceptable.
15 Specification 1.3 Fourth paragraph 7 Substantive
Within this section the specification states that "The crane shall be built to the design drawings of a licensed Professional Engineer (PE)". Please confirm that an API-2C certified crane manufacturer would be acceptable?
The PE requirements in the specification (with regards to the calculations and drawings) would apply to components not part of the commercial telescopic crane design (i.e. the custom walkways, ladders, and ancillary padeyes to be used with the deck winch).
16 Specification 1.3.1 First paragraph 7 Critical
This section states "Capacities are illustrated in Appendix A". On page Appendix A-4 item F) states "Significant wave height for operations = 3ft". Do we assume that all hoisting requirements listed in the specifications and under Appendix A are to be available under significant wave height of 3ft which corresponds to Sea State Condition 3?
Yes, all hoisting requirements are to be available during wave height of 3 ft.
17 Specification 1.3.1 First paragraph 7 General
This section states "At a minimum, the crane shall be capable of lifting 30,000 pounds at 10 feet radius and 65 feet above the deck;
10,000 pounds at 25’ radius;
4,300 pounds at 55 feet radius and 12 feet. The capacity of 4,300 pounds at 55 feet may be limited to stable platform operations (1 degree list/trim, and 2 foot waves), provided the crane has a 3,000 pound capacity at 55 feet and 12 feet above the deck at Sea State 3."
- Please clarify what significant wave height applies to the hoisting requirements 30,000lbs @ 10ft, 10,000lbs @ 25ft and 4,300lbs @ 55ft?
- Are these hoisting requirements based on a significant wave height of 3ft (Sea State Condition 3) as listed in Appendix A?
- If not, what significant
A 3 ft. significant wave height (Sea State 3) applies to the hoisting requirements of 30,000 lbs. @ 10 ft., 10,000 lbs. @ 25 ft., and 3,000 lbs.
@ 55 ft. The capacity of 4,300 lbs. @ 55 ft. can be limited to 2 ft. waves, 1 degree of barge list/trim, stable barge platform, Sea State 2. Lifting 3,000 lbs. @ 55 ft. in Sea State 3 is a requirement. Loading condition on the ancillary pad eyes (Section 1.3.5 of the Crane Specification) can also be limited to 2 ft. waves, 1 degree of barge list/trim, stable barge platform, Sea State 2.
wave height applies?
- Is the 3,000lbs at 55ft under Sea State 3 a confirmed hoisting requirement? As this is a severe lift, this lift would likely define the overall hoisting capacity of the crane.
18 Specification 1.3.1 First paragraph 7 Substantive
This section states that "The boom shall extend to a minimum of 55 feet with a maximum retracted length of 30 feet".
Is the maximum retracted boom length critical and a fixed requirement or would a 33 foot retracted boom length be acceptable?
A 33 ft. retracted boom length would be acceptable, provided it achieves all lifting radii and associated rated capacities of the specification. A 60 ft.
extended boom length that would meet the stated lifting requirements would be acceptable.
