About this file

This amendment modifies a solicitation for a 15-ton electro-hydraulic, pedestal-mounted crane to be installed on a research barge for the Naval Surface Warfare Center in Bayview, Idaho. The amendment extends the proposal due date to October 19, 2021, provides responses to seven pre-proposal inquiries, and revises specifications and drawings. The responses clarify details about the existing pedestal such as its diameter, thickness, material, and age. The amendment also specifies that the new crane must withstand operations in Sea State 3 and survival stowed in Sea State 5, and removes references to Sea State 5 for operations.

Interested parties capable of fulfilling the solicitation requirements must submit a written proposal via email to Hattie Brown at Hattie.l.brown@navy.mil by 2:00 PM ET, October 19, 2021 with a copy to Lisa Sumpter at lisa.sumpter@navy.mil . Late responses will not be accepted.

2. PRE-PROPOSAL INQUIRIES & RESPONSES:

# Question; Response/ Section/ Page

1 What is the diameter, thickness, and material composition of the existing pedestal?

The pedestal is 41” OD, ½” rolled plate, of material:

ASTM A 36 OR EQUIVALENT, STEEL LESS

THAN 1" THICKNESS. PRODUCED FULLY

KILLED ANO CHARPY IMPACT TESTED AT

- 40°F. ACCEPTANCE ABSORBED

ENERGY IS 20 FT-LB MIN.

2 How old is the existing pedestal?

The pedestal was fabricated in 1993.

3 Has the existing pedestal been surveyed for material degradation due to corrosion?

Last year (early 2020) NSWC Code 65 performed a structural inspection on the crane foundation with no deficiencies found.

4 SD-05.S states that the contractor will provide calculations verifying the pedestal and supporting structure adequacy in accordance with section

2.3.1 of this specification. This requirement is unreasonable. These structural calculations require a Naval Architect that has all of the existing structural data of the barge along with current survey reports. The contractor does not know the condition of the barge. Please strike this requirement.

NSWCCD ARD’s interpretation is that the requirement for the contractor to provide these calculations would apply to the new section of the pedestal (approximately 36” above the barge main deck) and the new crane. NSWCCD ARD is responsible for the structural integrity of the existing pedestal below the approximate 36” point, the pedestal’s interface with the barge, and the barge itself.

5 Comment: The rules for classifying vessels at the time that this barge was originally built than today's material requirements which are much different.

The materials from the past may be deficient to meet today’s rules and requirements for loading of the crane.

Same response as PPI #4.

Also, Navy Crane Center Engineering performed an inspection of the existing pedestal and conditions and found no concerns with the integrity of the lower portion of the pedestal, its interface with the barge, or the barge pontoon which contains and supports the below deck portion of the pedestal.

6 Design requirements states that the crane will be operated in sea state 5.

Will this barge crane be operated in sea state 5? Does sea state 5 occur on a lake?

The crane shall withstand operations in Sea State 3. The crane shall withstand Sea State 5 while stowed (no operations). Normal Pitch and roll during operations is 1 deg. Emergency operations would be no more than 2 deg roll and pitch. The barge is always in a four point moor during crane operations, never free floating. The specification is amended to reflect, “Stowed survival shall be in Sea State 5.”

7 Comment: Suggest removing the words "sea state 5" and inserting calm seas or sheltered harbor.

Same response as PPI #6.

3. SPECIFICATIONS are revised as follows:

Section 1.3.1. (third paragraph) Deleted "Crane operations will be conducted in sea state of 5 or less."

Section 1.3.1. (third paragraph) Added "Stowed survival shall be in Sea State
