2. GENERAL PARAGRAPHS

2.1 INTENTION

The intent of this specification is to procure a 200 metric ton (MT) mobile boat hoist (MBH) for the Aeronaval Service (SENAN) Naval Maintenance Center of the Republic of Panama.

For the purposes of this contract, a metric ton shall be taken as 2,200 pounds, making the rated lifting capacity of the MBH equal to 440,000 pounds.

Due to the requirement of operating on existing piers with an allowable load limitation, the MBH shall be capable of being physically adjusted to allow the hoisting system to only lift loads up to a down-rated capacity, but will later be restored to 200MT capacity once that issue is resolved.

The MBH shall be designed, fabricated, assembled to a necessary extend, functionally tested (pre-shipment), disassembled to the extent necessary and prepared for shipment, reassembled, tested (post-delivery) and made ready for use at the jobsite in the Republic of Panama.

2.2 EQUIPMENT DESCRIPTION

The MBH shall be designed and fabricated in accordance with industry standard design codes, and those specified herein, as applicable. The MBH shall be of the open-end design (one top cross beam) with a pivot trunnion structural frame (gantry), operator's cab, hydraulic drive, diesel engine, and independently reeved, and fully equalized hoisting blocks.

Estimated usage for the 200 metric ton MBH is 2 to 4 hours per day, 7 days per week.

2.3 DELIVERY

The Contractor shall be responsible for transport and delivery of the MBH to the Aeronaval Service (SENAN) Naval Maintenance Center on Amador Causeway, Panama City, Republic of Panama.

2.4 MAIN CHARACTERISTICS

The MBH shall include, but not be limited to, the following features: independent and equalized hoists/blocks, fully equalized spreader and quick disconnect sling system.

The MBH Clearance Sketch and existing pier drawing are shown in Appendix A.

The MBH shall have at least half of the wheels driven and capable of turning a minimum of 90 degrees in either direction.

Note: The “Inside Clear Width” dimension of 27’-9” is for reference only. The Contractor shall verify the modified piers’ running width and curbs dimensions described in paragraph 3.1.1 to design the MBH with a suitable “Inside Clear Width”.

3. DESIGN REQUIREMENTS

3.1 STRUCTURAL

3.1.1 SITE INTERFACE

The 200 metric ton MBH shall be capable of traversing a minimum grade of 6% for travel over concrete and asphalt surfaces while operating within the clearances shown in Appendix A and technical parameters outlined in Section 2.4.

The MBH shall operate on piers. The existing finger piers onsite have a current running width of 6’-0” with an adjacent 1′-1″ curb along each interior edge (see Appendix A, sheet 2). In preparation for this project, the pier’s curbs will be removed and replaced such that the new running width will be 6′-6″ and the new curb width will be 0′-7″.

The MBH’s maximum wheel load per corner at its 200MT capacity shall not exceed 200,000 pounds. However, the existing finger piers are limited to a 400,000 pounds safe working load, and the MBH will have to be down-rated to operate on the piers. The Contractor shall provide the maximum weight (equal to the down-rated capacity) that the MBH can lift and carry on the piers.

3.1.2 GENERAL REQUIREMENTS

The MBH shall be a straddle type crane with an open-end design (one top crossbeam), which will straddle boats and other loads. The rated capacity of the MBH shall be distributed amongst the hoisting blocks. The gantry structure shall be of steel box girder construction with continuous flange to web welds or shall be of formed hollow structural steel sections.

3.1.3 MATERIALS

Material shall be free from all defects and imperfections that might affect the serviceability or appearance of the finished product. All material shall be new and unused. All structural steel shall conform to ASTM standards.

3.1.4 GANTRY PIVOT TRUNNIONS

The main crossbeam to gantry shall articulate on a pivot trunnion to reduce structural stress and maximize rotation to allow for travel over uneven surfaces.

3.1.5 CORROSION PROTECTION AND PAINT SYSTEM

All parts of the MBH shall be protected against corrosion and pockets where water could collect shall be avoided or drained to prevent standing water. All exposed surfaces shall be free of grease, oil, and other surface contaminants prior to abrasive blasting. The steel surface shall be abrasively blasted to a near-white metal condition before coating.

The MBH shall be protected by a zinc-rich primer and finish coats, formulated for a marine environment, and applied in accordance with the paint manufacturer’s recommendations.

Primer and paint shall not contain any lead or chromates.

Amendment 03

Work Order 1685761 Page 5 of 19 Rev. 1

The finish coat shall be the Contractor standard color for the product.

3.2.2 HOISTS

The hoists shall be driven by hydraulic motors to provide independent or simultaneous motion of the wire rope drums for precise handling. Each hoist motor shall be equipped with a spring-applied, hydraulically released disc brake rated at not less than 125% of the hoist motor rated torque.

Hoist wire ropes shall have an independent wire rope core conforming to ASTM A 1023/A 1023M and be thoroughly lubricated.

The wire rope drums shall be designed with Lebus lagging type grooves to eliminate wire rope crossing and reduce wire rope wear.

Drum design shall allow for a minimum of two (2) wraps of wire rope remaining on the drum when the hoist blocks are at their lower limit.

There shall be six (6) hoisting blocks forming three pairs. Two pair of the hoist blocks shall be horizontally powered adjustable to allow for different spacing between the slings.

The Contractor shall adjust the hoist pressure relief valves setting in the hydraulic system to a value that will limit the MBH to lift a weight no heavier than the down-rated capacity specified in paragraph 3.1.1. Provide the Government with the set value.

3.2.2.1 SHEAVES

Work Order 1685761 Page 6 of 19 Rev. 1
