Comment Resolution Matrix for Sol. N62470‐21‐R‐9013 Amendment 0003

Industry Submitted Information ID # RFP Document Section Subsection Page # Information Request (Question) Government Response

1 RFP The RFP does not contain an SF 30 (or similar) cover sheet. Is this now "standard" format?

In accordance with FAR 12.603(b), when using the combined synopsis/solicitation procedure, the SF1449 is not used for issuing the solicitation.

2 Specification 2 2.4 4

The specification requires 6% gradeability with "all wheels driven". Per the included satelite image, the site appears to be paved and level. Is standard front wheel drive/3% gradeability acceptable for this site? If 6% gradeability is indeed required, is 4-corner drive (as opposed to all wheel drive) acceptable? Note that there are (2) wheels per corner; therefore "all wheel drive" implies (8) drive assemblies, which is not required to achieve 6% gradeability. This will increase cost, and may reduce drive speeds.

Spec will be amended for 3 degree gradeability

3 Specification 3 3.2 & 3.2.5 6

The specification states that the MBH "shall be capable of a minimum of 90 degrees rotation in any direction." Is this in relation to steering? In other words, is all-wheel steering required?

This is a price factor and increases the mechanical compexity. All wheel steering does not appear to be necessary based on site layout.

All wheel steering is not required. Spec will be amended.

4 Specification 3 3.2. & 3.2.1 5

The specification requires that "All hydraulic tubing, fittings, hose ends, and steering cylinder rods shall be stainless steel." Standard configuration is stainless steel tubing only; other components identified are typically plated. This is a price factor. Please confirm this requirement.

Standard configuration with only stainless steel tubing is acceptable. Spec will be amended.

5 Specification 3 3.2 & 3.2.6 6 The specification calls for a 24 lb. fire extinguisher. Is this intended to be 20 lb.? Spec will be amended to include a 20lbs fire extinguisher instead of a 24lbs fire extinguisher.

6 Specification 3 3.1 & 3.1.6 5 Are capacity plates to indicate full rated capacity or derated capacity based on pier load limits? Capacity plate should indicate full capacity of the unit. Spec will be amended for clarification

7 Specification 3 3.4 & 3.4.1 8 Refer to item 6 for first occurance of this question Capacity plate should indicate full capacity of the unit. Spec will be amended for clarification

8 Specification 4 4.4 13 Is operation and maintenance manual to be in English and Spanish? Maintenance manual will be in Spanish. Spec will be amended for clarification.

9 Specification What craft will SENAN be lifting? Are drawings (elevation with CG location and midship section) available?

SENAN will be lifting a variety of vessels, to include an 84.4MT Near Coastal Patrol Vessel (NCPV-85' Defiant class produced by Metal Shark Boats), as well as 82' point class cutter. Side profile of NCPV will be provided.

10 Specification 2 2.1 3 It is mentioned that the machine is to be “functionally tested (pre-shipment”: we would like to know if the pre-assembly can be meant to refer to components / sub-assemblies and not with the machine completely assembled?

For pre-shipment, at the contractor's location, the machine will be assembled to a necessary extent that the components / sub-assemblies allow and will be functionally tested. A fully assembled machine is not required for the pre-shipment test.

11 Specification 2 2.4 3 “Hoist blocks per side (equal to sling sets)....................................................... 3 blocks” Could a lifting with 4 blocks per side (2-3 of which movable) be accepted? No. The lifting requires 3 blocks per side.

12 Specification 3 3.1.1 4 Do the 400,000 pounds (equal to approximately 180 tons) mentioned as existing pier’s limit safe working load refer to the weight of the machine plus the weigh of the lifted load? It is the pier limit. The machine plus the lifted load shall not weight more than that value.

ID # RFP Document Section Subsection Page # Information Request (Question) Government Response

13 Specification 3 3.2.2.1 5 It is mentioned that sheaves shall be steel: could composite material sheaves (say, for example, PAG6) be proposed instead for the top and bottom blocks, in order to minimize the weight?

Composite material sheaves will not be accepted

14 Specification 3 3.2.5 6

The machine can be fitted with an advanced electronic steering system based on a PLC consisting of powered slew drives on each of the wheel groups. This system permits having the following steering options:

Steering on 8 wheels Steering on 4 rear wheels Steering on 4 frontal wheels 90° - directional ±5° All Round Steering by 360° Crab Steering (diagonal steering) from 0 to 90°

Can you please confirm that this solution could be accepted by the Client?

Specification will be amended to state "the MBH shall have at least half of the wheels driven and capable of turning a minimum of 90 degrees in either direction. All wheel steering is not required."

15 Specification 3 3.2.6 6

It is stated that the engine “… shall comply with the Environmental Protection Agency regulation title 40 CFR part 89 and all applicable state and local environmental regulations”.

What “state” and what “local” environmental regulations should we comply with, those of Panama?

It is the contractor's responsibility to ascertain the applicable state and local environmental regulations. Those include the country of Panama and all others that are applicable.

The specification will be amended for clarification.

16 Specification 3 3.3.1 7

Regarding the controls, we would like to propose a remote control (and a spare remote) plus pendant button strip in the command cabin. Hydraulic commands (via levers) will be installed in the power unit only, via Danfoss distributors, as emergency controls. Is this acceptable?

Besides, can you please clarify what is meant by “the MBH shall be equipped with ground lugs”? Is this referring to a grounding system only when the machine is at rest (stopped)?

Control specifications will remain the same and the delivered product must comply with those specifications.

Ground lugs are features on the MBH structure that will be used to connect to the site's grounding system when the machine is not travelling (at rest).

17 Specification 3 3.4 8

Regarding the operator’s cab, is it required to be a closed cabin, with glass panels / windows?

Does it have to have heating / air-conditioning? About the operator, will he have to work standing or is a seat required?

The operator’s cab is expected to be a standard design meeting Section 3.4 requirement with the operator operating the machine in standing position. Cab design shall have means for the operator sits down and rest. The Specificaion will be amended to add the "means for operator to sit down and rest" to the exiting requirements of the operator's cab.

18 Specification 3 3.5 8

It is required that the equipment be tested using a weight “equal to 100% (-5%, +0) of the MBH capacity”. Can you confirm this is actually what will be required in lieu of the usual tests (static with a load of 1,25 times the max rated load, dynamic with a load of 1,1 times the max rated load) that we perform in compliance with the provisions of the Machinery Directive?

Acceptance test with weight equal to 100% (-5%, +0) of the MBH capacity is correct.

However, this is not a design criteria. The MBH shall be designed and manufactured in accordance with the applicable industrial standards for this type of equipment.

19 Specification 3 3.8.2 9 Regarding the electrical / software section, we are having it reviewed by our electrical engineers and will get back to you with our comments as soon as possible.

20 Specification 4 4.17 17

It is required that lift plans be submitted for re-assembly of the MBH on site. Our question is:

who will be in charge of the assembly on site? Can you please clarify what is meant by “lifting is not exclusive to crane lifts and can include use of any mechanized lifting device”? Will the site make any “lifting device” available for the assembly and, in the affirmative, what characteristics do these devices have?

Assembly on-site is the Contractor's responsibility.

“lifting is not exclusive to crane lifts and can include use of any mechanized lifting device” means any equipment the Contractor uses for lifting and handling during assembling the MBH. For examples, forklift, telehandler...

The site will not make any “lifting device” available for the assembly.

21 Specification Do the slings have to be in a single piece or split into two parts? The slings must be in two parts. The specification will be amended to state this requirement.

22 Specification Is it possible to increase the number of wheels to reduce the load to the ground and the overall dimensions of the wheel groups? The number of wheels shall be standard for the MBH model of the 200MT capacity.
