Amendment 0004

Amendment 0004 is issued for the following reason:

1) To provide responses to pre-proposal inquiries

Inquiries & Responses:

22. Question: If we completed the design on a design build project, versus writing the RFP, is that an acceptable design project to submit?

Response: Bid in accordance with the synopsis

23. Question: If we completed the design on a design build project, can we submit the CPARS given to the prime construction company, or will we need to get a PPQ from the end user that rates our design?

Response: Bid in accordance with the synopsis.

24. Question: If we completed the design on a design build project, does the PPQ need to be from the government or can it be from the contractor?

25. Question: Criterion 1 -Specialized Experience (S-330, Part I, Section F)

a. Bullet No. 1: As UFC 2-000-05N is a Navy/Marine Corp planning guide and as such refers to Navy/Marine facilities, please confirm that you are looking for “Medical

Treatment Facilities” (MTF)” types as identified within UFC 2-00-05N and that they do not have to be Navy/Marine MTFs.

Response: UFC 2-000-05N identifies the types of medical facilities. Bid in accordance with the synopsis.

b. Bullet No. 2: states “Submit example projects with that are estimated at $500,000 to

$900,000 for Medical ….” Medical studies demonstrating the Submission Requirements of an AE-0 DHA Medical Study for large complex medical centers may exceed $900K and demonstrate the capabilities being requested. Please confirm that Medical studies in excess of $900K will be acceptable.

26. Question: Submission Requirements 2. c: request design project for which the firm provided

PCAS services for. This requirement fall under Design Project that are to be $900K or greater. Many SRM project award the design and PCAS as separate task orders, where the total combined effort exceeds the requested fee.

a. Please confirm

i. Will design project meeting the fee limit for which PCAS services were provided as a follow on task order be acceptable to demonstrate PCAS capabilities.

Response: Yes. Provide the task order number and fee for the design project indicating it is above the $900K.

ii. If PCAS services must be included within the individual task order, then please confirm if the value of the PCAS must exceed $900K.

Response: The design project must exceed $900K.

27. Question: Recent responses to questions and amendments to the solicitation eliminate by criterion the inclusion of project designs which were later used for solicitation of design-build contracts. In many instances, the design for these projects may have been developed through the

20% or 35% Design level demonstrating significant design and planning effort, as well as, effective use and compliance with UFC criteria. Such projects would also support effective A/E evaluation. Such a criterion could effectively eliminate elite US A/Es ranked among the top 5 to

10 nationally with substantive private and DoD experience from consideration. Would NAVFAC reconsider Criterion One to allow for projects developed through the 20% or 35% Design level as the contracted scope of service to be considered as meeting the criterion definition of a completed project?

Response: The synopsis will not be changed as requested. Bid in accordance with the synopsis.

28. Question: On page 10 of 11, it states, “Firms must submit proof that your firm is permitted by law as required by FAR 36.601-4(b).” Typically, in order to meet this requirement, we would submit our firm’s license or articles of good standing per the state the IDIQ is requesting.

Because there is no specific state for this IDIQ, will our headquarter’s license suffice or do we need to submit something else to meet this requirement?

Response: Submit proof as required by FAR 36.601-4(b). This can be specific to a single State.
