Amendment 0003
Amendment 0003 is issued for the following reason:
1) To provide responses to pre-proposal inquiries
Inquiries & Responses:
8) Question: We respectfully request SF-330 submissions be acceptable in PDF format instead of
(or in addition to) other acceptable formats including Microsoft Word.
Response: A searchable PDF is acceptable in addition to Microsoft Word. Should there be discrepancies between PDF and Microsoft Word submittals, Microsoft Word version governs.
9) Question: Is it required to provide proof of firm registrations, licenses, certificates for subconsultants?
Response: Refer to SF-330 Submission Requirements.
10) Question: 1.Provide one (1) AE-0 medical study per Defense Health Agency requirements (e.g.
Health Care Requirements Analysis, Deficiency Tabulations, Facility Utilization Studies, Economical Analysis, Project Books, Concept of Operations, etc.) completed within the past seven (7) years immediately preceding the date of issuance of this Notice. If the Firm cannot exhibit this experience, proceed to item 2.” Please clarify, if the AE-0 Study is 1 of 2 on the same
Task Order, can both studies be listed on the project sheet?
Response: The synopsis states "provide one (1) AE-0 medical study" and "If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted". If applicable, submit 1 AE-0 medical study from the Task Order that meets the $500,000 to $900,000 requirement.
11) Question: Please confirm the maximum number of projects that can be presented in Section F. If we can offer an AE-0 project per Submission Requirement (SR) #1, can we then submit an additional 5 design projects (per SR #2)?
Response: Refer to Submission requirements under Criterion 1. Firms may submit up to one (1)
AE-0 medical study and up to five (5) design projects.
12) Question: The solicitation states that, “firms may be considered more favorably by demonstrating any of the following:” five criteria. Is there a precedence order for the 5 criteria or are they all equally weighted? If we have a project that hits more than one of the criteria, is that project given a higher rating than a project that only covers one of the criteria?
Response: The 5 "considered more favorably" items are weighted equally. The Firm is evaluated on the amount of "favorables" demonstrated in the example projects.
13) Question: For Section E, is there a maximum number of resumes permitted per discipline?
Response: Per the synopsis, "provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract."
14) Question: For Criterion 5 – Program Management and Capacity, we are required to provide an organization chart. Will showing the organization chart in Section D count for this section requirement, or are we required to show it in both Sections D and H?
Response: The charts will need to be shown in both sections. In Section D, the organizational chart is for the proposed team, showing the names and roles of all key personnel listed in Section
E and the firm they are associated with as listed in Section C. Under Criterion 5 item 1, the organizational chart for the team is meant to discuss the management plan for this contract and personnel roles in the organization.
15) Question: Is there a length/page limit for the projects submitted in Section F?
Response: Per the synopsis, "Part I shall not exceed 75 single-sided 8.5 by 11 inch pages".
Refer to the synopsis section SF-330 Submission Requirements for additional requirements/exceptions.
16) Question: Do font limitations apply to the SF-330 Part II's?
Response: See revised Synopsis.
17) Question: Please confirm that the submittal of final sealed drawings constitutes a completed design project.
Response: Refer to Submission Requirements for Criterion 1.
18) Question: For Design-Build projects, can we submit the CPARS given to the prime construction company, or will we need to get a PPQ from the end user that rates our design?
Response: Per the Synopsis, “By criterion definition, projects for the development of design-build Request for Proposals (RFP) documents do not meet the requirement of a completed project and therefore will not be considered.”
19) Question: Are the SB percentages stated in Criterion 6 based on the Total Awarded Amount or the Total Subcontracted amount?
Response: Per the Synopsis, “The Secretary of the Navy has assigned the Naval Facilities
Engineering Command goals for FY2021 in terms of percentages of total planned subcontracting dollars for utilization of small businesses.”
20) Question: Do PPQs on design build projects need to be from the government or can they be from the contractor?
Response: Per the Synopsis, “By criterion definition, projects for the development of design-build Request for Proposals (RFP) documents do not meet the requirement of a completed project and therefore will not be considered.”
21) Question: Can you clarify the three different bullets dealing with US Dollars? What specifically are you asking for the following:
Project Construction Value: Is this the Current or Final Construction value?
Award Value: Is this our A-E Fee at award or Construction Value at award?
Current Value: Is this our Current/Final A-E Fee or Current/Final Construction Value?
Response:
Project Construction value should be final if submitting for PCAS; if construction is not complete then it needs to be the current construction value.
Award value is A-E fee at time of award.
Current value is current A-E fee value.
