Amendment 0002
Amendment 0002 is issued for the following reasons:
1) To provide responses to pre-proposal inquiries
Inquiries & Responses:
2) Question: Criterion 1-Specialized Experience (SF-330, Part I, Section F): Second Bullet states:
“Submit example projects with that are estimated at $500,000 to $900,000 for Medical Studies and $900,000 and above for Medical Design projects.” Are these stated dollar values
“Construction Costs” or our “Fees.” We ask since you are NOT asking us to show our Fees on the project sheets, but you are asking to show Construction Costs.
Response: The dollar values represent contract award to the Firm (i.e. task order). As stated in the synopsis: "For submittal purposes, a task order on an ID/IQ contract is considered a project, as is a stand-alone contract award."
3) Question: Criterion 1-Specialized Experience (SF-330, Part I, Section F): Second Bullet states:
“Submit example projects with that are estimated at $500,000 to $900,000 for Medical Studies and $900,000 and above for Medical Design projects.” Over the recent past we have worked on numerous NAVFAC Task Order studies but unfortunately the “fees” are typically below $500K for SRM work or above the $900M for new replacement medical facilities. Would you consider lowering the lower limit to $300K to capture more SRM studies?
Response: The estimated costs for the Medical Study are to demonstrate the complexity that the contract will require. We do not anticipate changing these requirements.
4) Question: Criterion 1-Specialized Experience (SF-330, Part I, Section F): Submission
Requirements: Paragraph 2 states: “Provide a maximum of five (5) design projects in which the design or construction was completed within the past seven (7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Will you except a Design project example where our design was completed outside the 7 year window, but construction completion is within the seven window?
Response: Where the Firm is submitting an example project to demonstrate design experience, then the design must be completed within the past 7 years. Where the Firm is submitting an example project to demonstrate Post Construction Award Services (PCAS) experience, then the
PCAS must be completed within the past 7 years.
5) Question: Section F Project Sheets—Is there a page limit on the Project Sheet?
Response: No, there is not a page limit to the project sheet but per the synopsis, "Part I shall not exceed 75 single-sided 8.5 by 11 inch pages". Refer to the synopsis section SF-330 Submission
Requirements for additional requirements/exceptions.
6) Question: Section E Resumes--Solicitation lists 14 required resumes and two (2ea) additional that are desired but not necessarily required. Will you accept and evaluate any additional Key resumes (like a second Project Manager and/or a second Architect) beyond the 16 mentioned in the solicitation?
Response: Yes, we will accept and evaluate any additional key resumes. Per the synopsis, "provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract."
7) Question: In the SF330 Submission Requirements, you ask for the SF330 in Microsoft Word format. Can we please submit in a searchable pdf format ready for printing and meeting the same font criteria?
Response: The SF-330 package shall be submitted in Microsoft Word format (compatible with
Microsoft Word 2016) with the exception of those attachments that are requested in PDF format in the synopsis.
