Repair Bulkheads and Shoreline
Stabilizatio n
Project Area 2 Detail A/CS502 shows the top and existing slopes to be excavated.
However, is clearing and grubbing required from the top of the slope to the toe of the existing slope and to what extent? There is also organic debris and rock that is piled along this area that needs to be removed for geogrid placement. Is this to be hauled away offsite?
Clear and grub the slope to achieve the required slope/grade.
The vegetation is shrubby in nature. Remove and dispose offsite all clearing and grubbing debris.

Repair Bulkheads and Shoreline
Stabilizatio n
Project Area 3 The Rip-Rap Shoreline Stabilization scope of work does not indicate any rework or cleaning of existing rip-rap shoreline stabilization and is more of a supplemental process. Please confirm no removal or alteration of existing.
Existing rip rap is to remain.

Repair Bulkheads and Shoreline
Stabilizatio n
Project Area 3 See detail A/CS503 "Armoring at existing shoreline", The condition of the existing Rip-Rap bank shown in the detail is not reflective of the actual conditions in the field . Thus please indicate if geogrid will be installed vertically as indicated in this detail thus requiring excavation and disturbance of existing rip-rap to place in accordance with the detail.
Don not remove existing rip rap.
Extend geogrid over existing rip rap.

Project Area 4 Detail B/CS503 shows structural geogrid on existing grade. Please confirm that no grubbing, grading, leveling, debris removal and cut/fill of soils is required before structural geogrid placement followed by rip-rap.
No grubbing/clearing or grading required.

Carolina Pines
Detail A/CS501 states that all existing vegetation on bluff area is to remain. However nothing is stated beyond that point nor are there notes in the rest of this drawing set. Thus, is clearing and grubbing required from the top of the bank to the toe of the bank (water line)? There is also organic debris and rock that is piled along this area that needs to be removed for geogrid placement. Is this to be hauled away offsite?
Remove organics to allow placement of geogrid. Dispose all debris off site.
CS101 Carolina Pines
CS101 annotates the limits of disturbance for the site which is contained to the repairs along the bank. Please indicate whether or not a clearing can be made inside of the fence line to turn around trucks and equipment as there is no turn around area at the gate or inside of the fence line. If not allowed, can sections of the fence be removed for a short period to allow access?
No clearing and grubbing outside limits of work can occur. Fence cannot be removed.
S101-T 4080 Thorofare
Bridge
Bulkhead Repair Keynotes 1 & 2 state to repair the "face" of the steel sheet pile. Both sides of the sheet pile could be considered the face. Is the intent to repair the water side of the sheet pile only or also the land side of the sheet pile to grade?
The intent is to repair sheet pile on water side of the sheet and any exposed sheet pile on land side.
Excavation to repair on land side is not required.
CG501 Typ to all sites
Vegetation Plan (Typ.) - Please confirm that contractor undisturbed areas that are also not marked as being vegetated in the drawings are not be grassed/sodded both permanently or temporarily. The concern is, that there is a multitude of areas that can be considered not properly vegetated that adjoins the work space and will not be directly impacted during construction thus drastically impacting the exposure to added expense for the contractor.
Vegetation plan applies to areas disturbed by construction only -not those areas outside limits of construction.
CG501 Typ to all sites
There are notes in all packages, i.e.
the vegetation plan, that requires all non pervious areas that require permanent vegetation to be sod.
Whereas sod is practical on well graded banks and other flat well graded areas, much of the work on this project takes place in and around sand banks, rock and shoreline roots/trees that is impractical to prep for and to install sod. Please consider an alternate means such as hydroseeding or a spray applied mulch/seed process in these impractical areas.
Provide sod per plans and specifications.

Scheduling Restrictions
It is understood that building 9014 will not be demolished under a separate contract for several years.
In order to complete this bulkhead on time and in one mobilization, please provide insight about this potential schedule conflict. This is also impactful to price as waiving this section in the specs will entail very close proximities to existing utilities and the tower.
Bid per plans, specifications, and amendments.

SSHO
Qualifications and QC Qualifications
There are numerous CLINs and packages on the overall solicitation that could constitute separate projects and further they each contain separate specifications.
Outside of the BT-11 and Thorofare sites that is a good distance from Cherry Point proper, is it reasonable to plan for that a solo SSHO and a solo QC manager be staffed for the other three work packages while phased construction happens? A dedicated SSHO and QC manager for each work group seems excessive for this amount of work.
Provide SSHO and QC Manager for each project phase occurring at concurrent times.
Typ to all sites
How are unsuitable soils and buried debris to be handled for excavations and other work underground that is not indicated in the plans and specs.
Should a unit rate be applied to the project for each?
This will be handled as a differing site condition.
All Install Living
For both Area 1 & Area 2 project areas of the living shoreline, please provide East and West access
Access point is via water from laydown areas at Navy Docks area.
Shoreline, Pkg #2 locations for equipment and materials or provide any restricted access locations. With the length of the sill improvements, there will most likely be a need for multiple accessible locations from the shoreline.
B. All other contract terms and conditions remain unchanged.
