About this file

This document is an amendment to a solicitation for professional services in support of the Naval Facilities Engineering Command's Department of the Navy Real Property Management System and Financial Management Systems. The solicitation is seeking a single-award labor hour indefinite delivery/indefinite quantity contract with a one-year base period and two one-year option periods. Services required include program management support, system support, innovation support, and financial systems support. The amendment provides responses to questions from interested offerors to clarify requirements. It removes the secret clearance requirement and confirms that offerors should not adjust pre-filled estimated amounts in pricing exhibits. The solicitation is a competitive Woman-Owned Small Business set-aside to be awarded based on best value considering price and non-price factors.

AMENDMENT 0004

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text: AMENDMENT 0004

This amendment is issued to address questions in response to the solicitation. It is the Offerors responsibility to read the entire solicitation, this amendment, and subsequent amendments, if any.

1. Questions

Q1. "Is a Facility Clearance (FCL) required for the contractor before submittal of proposal? Will the Government sponsor the contractor after award? I am a WOSB and have similar work on the financial section of this project but we were not required a FCL."

A1. The requirement for a Facility Clearance (FCL) has been removed. A sponsor is not required.

Q2. Question: Could the government please provide ALL Labor Category (LCAT) Requirements (i.e. description of billet, job duties, years of experience required, education requirements, etc.)?

A2. Please refer to page 26-27 of the conformed solicitation for required qualifications of all personnel.

Q3. See RFP Page 7, C.4 General (d) Key Personnel - Would the government consider an interim secret for key personnel awaiting Secret clearance?

A3. The personnel secret security requirement has been removed. See page 19 of conformed solicitation under Scope of Work.

Q4. Does Govt. expect that any Classified or Restricted Data access/mgmt. will be required by contractors during this effort?

A4. No classified or restricted data access/mgmt will be required by contractors.

Q5. In section L, page 49, Factor 2 – Technical Approach/QC Program, Solicitation Submittal Requirements: It states “The offeror shall clearly demonstrate its understanding of current industry standards, policies, procedures, and processes utilized in accomplishing the complexity and magnitude of service requirements set forth in the Description of Supplies/Services of the Statement of Work. The offeror shall address each of the following components separately.” Would the government kindly clarify if the Contractor is expected to only provide a technical approach to demonstrate its understanding of the components that are listed separately under section a.

Technical Approach (4 bullet items) OR is the Contractor expected to provide a technical approach for the Statement of Work task areas as shown on page8, section C.5 Statement of Work task areas as well as the 4 bullet items? If the government requires the Contractors to respond to all SOW elements in C.5, will you please confirm that the page limits will be updated accordingly?

A5. Our intent here is to have the Contractor provide a technical approach to demonstrate its understanding of the components that are listed separately under section A. Technical Approach (4 bullet items). Those 4 bullet items map well to the entire sow and the contractor should be able to adequately demonstrate their understanding by writing to the 4 bullets and are not required to additionally write to all scope items too. See pages 20-23

Q6. Would the government please clarify if there are any page limitations for Volume I - Technical Factors and Past Performance?

A6. Volume I has a 62 page limitation. See page 66 of conformed solicitation.

Q7. If an Offeror chooses to utilize two separate Task Orders under an IDIQ or GWAC for Factor 1 - Corporate Experience, will the two separate Task Orders be counted as one reference or two references?

A7. Distinct task orders will be counted as separate projects under the evaluation of Factor 1 – Corporate Experience, but ultimately must comply with the solicitation, Solicitation Submittal Requirements.

“A project is defined as a complete effort performed under a single task order or standalone contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.”

Q8. In section C.4. General (d), it states, “Security Requirements: Key Personnel must have current Secret clearance at time of award.” However, there are no stated Secret system access, data handling or activity requirements stated in the solicitation. There is also no DD Form 254 associated with the solicitation. Would the Government please clarify if the Secret requirement is valid for this solicitation?

A8. See A3.

Q9. See Attachment B Real Property/Financial Management EXPERIENCE PROJECT DATA SHEET Box 9: “9.

….Explain unique aspects of the project that demonstrate the offeror’s corporate experience in monitoring a large-scale real estate portfolio." Question: Is the context of the text in Box 9 consistent with the RFP?

A9. See Attachment B-Experience Project Data Sheet Revision 2

Q10. The Pricing Exhibit lists 17 labor categories that are to be priced for this effort, while the RFP provides job descriptions and education and experience requirements for only the two key personnel, the Program Manager and Geographic Information System (GIS) Professional Level IV. Could NAVFAC please provide a list of requirements for the 15 other non-key personnel? A10. See Section L Key Personnel and All Labor Categories of conformed solicitation.

Q11. Can the government please confirm what "Specialty Contracts" are?

A11. All costs that are not directly related to the prime contractor, ODCs, or travel, (i. e. subcontractor cost) are considered specialty contracts.

Q12. Project Data Sheet Question - "1. Experience for: … Offeror … Joint-Venture …Other" Please confirm if a proposed subcontractor under the Prime Offeror is considered "Offeror" or "Other" A12. Other

Q13. Project Data Sheet Question - "5. Project Business Structure: …LLC …LLP…" Does this mean the Firm's business structure?

A13. Project Business Structure refers to the firm that completed the work for this experience.

Q14. By Entity Identification Number on the PPQ Form, do you mean Employer ID Number or DUNS Number?

Please clarify the nature of data requested.

A14. See Attachment C-Past Performance Questionnaire Revision 2

Q15. SF33 Item 9 states, "Sealed offers… will be received at the place specified in Item 8, or if hand carried, in the depository located in See Section L…" For hand carried proposals, are their any special procedures to follow (i.e.

security, window of delivery, etc.)?

A15. See ADDENDA in Section L for instructions for submittal of proposals, Page 72 conformed solicitation.

Q16. Does a database already exist that stores references for benchmarking, future decision making, and capturing and institutionalizing lessons learned? If it does, what is the government's preferred platform for the databases that will serve as references for benchmarking, future decision making, and capturing and institutionalizing lessons learned A16. There is no database format specified wrt. section C.5.2.5 and no current database exists. The contractor may use whatever platform they choose (examples: Microsoft Excel, Microsoft Access, etc.) in order to be able to capture lessons learned and other related information (i.e. misc. documents, photos, trip reports, etc.) in a way that may be used to document and make and presentable the information to support future decision making, queries and process improvement. The Govt. has no preferred platform for this requirement.

Q17. If a database already exist that stores references for benchmarking, future decision making, and capturing and institutionalizing lessons learned, what is the government's preferred platform for the databases that will serve as references for benchmarking, future decision making, and capturing and institutionalizing lessons learned?

A17. See answer 16 above.

Q18. On average, how many inquiries, concerns, and requests for information from audit agencies, Department of Navy leaders, Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), Financial Management Office (FMO), Congress, federal agencies, and private industry does NAVFAC get?

A18. Nobody can be sure how many questions we will get. In the first year of Audit we answered over 1000 formal questions but things have been getting better and we are improving so my 300-400 estimate from just FMO and Audit agencies (combined) is an educated guess (it could be higher than that in year one of this contract and decrease over the PoP). These questions actually come from the auditor but NAVFAC does not directly communicate with the auditor so everything goes through FMO to NAVFAC.

Q19. One of the clauses incorporated by reference is 252.215-7009 Proposal Adequacy checklist. If offerors are to complete and submit this checklist with their proposal, please indicate where/how the government would like it to be submitted.

A19. This provision has been moved to Section K of the conformed solicitation. The checklist should be placed in the price proposal with the Certs and Reps in Section K and not included in the page count

Q20. Per 252.215-7009 Proposal Adequacy Checklist and the referenced FAR 15.408 Table 15- 2 I.A, are we to provide this information in the first page of our price proposal? If so, will the government please revise the "Pricing information... shall be organized in the general format as follows..." to include this information?

A20. See answer A19 above.

Q21. Per 252.215-7009 Proposal Adequacy Checklist and the referenced FAR 15.408 Table 15- 2 I.A, is the "first page of our price proposal" the (a) cover page, (b) the first page after the cover page, or (c) the first page after the cover page and introductory sheets?

A21. See answer A19.

Q22. The RFP instructions read: "L.1 Submit completed Representations and Certifications for Section K."

However, no instructions are given as to which section of the offeror's proposal the completed representations and certifications should be provided in.

Please indicate where/how the government would like the following to be submitted:

- Section K A22. Representation and Certifications should be included in the price proposal - tabbed appropriately

Q23 "Non-Price/Technical proposals shall not encompass any elements of price and shall be organized in the general format as follows:

- Cover page

- Listing of team member corporate names, DUNS number, and point of contact information

- Team member corporate name (no abbreviations)

- Address

- Point of Contact

- Phone number

- DUNS number

- CAGE Code..."

Are these items listed below "- Cover Page" to be provided separately from the cover page, or may they all be provided on the cover page itself? For your reference, Volume II instructions group these differently (see below):

"-Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Fax Number, DUNS, Cage Code, Point of Contact and their phone and email address...

- Include a listing of team member corporate names (no abbreviations), Address, POC and their phone number, DUNS, and Cage Code for each member."

A23. Reorganizing is acceptable as long as all information is provided.

Q24. "Non-Price/Technical proposals shall not encompass any elements of price and shall be organized in the general format as follows:

- Cover page

- Listing of team member corporate names, DUNS number, and point of contact information

- Team member corporate name (no abbreviations)

- Address

- Point of Contact

- Phone number

- DUNS number

- CAGE Code

- Introductory Sheets (e.g. Table of Contents, List of Figures, List of Acronyms)

- Copies of letters of commitment from the team members..."

Does "shall be organized in the general format as follows" mean that we should strictly follow the order of this list when presenting them in our proposal?

A24. Reorganizing is acceptable as long as all information is provided.

Q25. What are the page limitations for each Volume/Factor?

A25. See A6

Q26. The RFP states "(Note: Cover page, letters of commitment, JV agreements, and past performance questionnaires may be submitted in Adobe only)."

Does this mean that the government would like each of these as separate Adobe document files?

A27 Either a single adobe file, or separate adobe files are acceptable as along as all required information is provided.

Q27. The RFP instructs "Additionally, include a letter of commitment, JV agreement or teaming agreement, appropriately signed, demonstrating commitment of the parties to pursue the work under this solicitation."

There is some ambiguity in interpreting this sentence based on the use or absence of an Oxford comma. Is it to be understood that offerors should provide two documents: a letter of commitment AS WELL AS a JV agreement OR teaming agreement? It could alternatively be interpreted as offerors needing to provide a single document: a letter of commitment, OR a JV agreement, OR a teaming agreement. Please clarify.

A27. The latter interpretation is what the Government seeks. Whichever of the three documents most appropriately demonstrates the commitment of each individual team member should be provided to demonstrate the commitment of that party to pursue the work under this solicitation

Q28. "Tables and charts can be in landscape format, font size 10."

May graphics/figures/call outs also be font size 10?

A28. So long as they are legible.

Q29. "Submit one (1) original, four (4) copies in 8-1/2 x 11 format, font size 12." Page 66 and 67 of conformed solicitation May font size above 12 be used for easy identification of section headers?

A29. No.

Q30. Please confirm requirement for GIS Professional Level IV as key person. As this contract is to obtain professional services in support of NAVFAC Real Property Portfolio management, and financial management systems; having a Real Property Professional as key may be better suited to the Government’s needs.

A30. Requirement remains as stated in solicitation.

Q31. Given the span of tasks, the focus on innovation, and implied responsibilities for the GIS Professional Level IV Key Person, will the Government consider other undergraduate degrees to include degrees in information technology, environmental, and other science and architecture related degrees?

A31 . Requirement remains as stated in solicitation.

Q32. "Pricing information shall not encompass any elements of non-price and shall be organized in the general format as follows:"

-SF-33, signed

-Amendments (SF30s), acknowledged -Completed Schedule B, Pricing Form -Include a cover page with Solicitation Number, Solicitation Title, Prime Contractor Name, Address, Phone Number, Fax Number, DUNS, Cage Code, Point of Contact and their phone and email address.

-Required Contractor Responsibility documentation

- Include a listing of team member corporate names (no abbreviations), Address, POC and their phone number, DUNS, and Cage Code for each member.

The Cover Page is listed after the SF 33, SF 30s, and completed Schedule B. Are offerors expected to strictly conform to the order of this list in preparing our volumes, or may we reorganize items to place the cover page first, list team member corporate names and info on the cover page, etc.?

A32. Reorganizing as proposed is acceptable as long as all information is provided.

Q33. The RFP's SF33 cover page specifies that an original and 5 copies of the proposal are to be submitted, however the instructions for the Price Volume indicate that "Offeror shall submit one original and one (1) copy of the price proposal in a three ring binder, tabbed appropriately."

Do the SF33 requirements for an original and 5 copies only apply to the Technical Volume? Please confirm that the Price Volume should only be submitted with one original and one copy.

A33. Correction: The price volume requires one original and one (1) copy. The technical volume requires one original and four (4) copies. See page 67 of conformed solicitation.

Q34. VOLUME II Price has 2 near-duplicate sections for "Solicitation Submittal Factors.

" There appears to be no significant differences, was this section included twice in error?

A34. Duplicate section has been deleted. See correction in conformed solicitation Section M.

Q35. The RFP instructs that "In addition, submit two (2) complete copies on the price proposal on CD. Spreadsheets should be in Microsoft Excel. Electronic documents should be fully compatible with Microsoft Office 2010 and fully editable to allow Government evaluators to make price adjustments." However, Attachment A - Pricing Exhibit was provided in a Microsoft Word document. Are offerors to copy the Section B/Pricing Exhibit tables into an Excel file in order to provide our pricing?

A35. Yes, create an excel spreadsheet.

Q36. The paragraph on price allows for adjustments to the quantity of labor hours within the tasks specified, but the **Note: states that variations to the quantity of labor hours shall not be permitted unless authorized by the contracting officer. Will the successful awardee have the opportunity to negotiate the number of labor hours per task order?

A36. All hours will be negotiated in each task order.

Q37. The Government will evaluate the extent to which the Offeror’s submitted resumes demonstrate that it possesses a team that meets the above qualifications. Offerors whose key personnel exceed the minimum requirements above may be rated more favorably than those who do not.

Please confirm that the "above qualifications" are referring to the qualifications listed in Section L on page 50.

A37. Section L, Key Personnel Positions, pages 66 of conformed solicitation

Q38. "It is understood and agreed that the number of hours shown in the Exhibit (Attachment A) are estimates and are utilized for evaluation purposes only " Please confirm offerors shall not adjust the estimated hours the Government has provided.

A38. Confirmed. The offeror shall not adjust the estimated hours provided by the Government.

Q39. r-5000 hand carried, in the depository located in See Section L…" Page 47 states, "Proposals shall be sent to…" Page 56 states, "Interested contractors shall submit their proposal to the Navy by: Commercial courier (i.e.

FEDEX or UPS)..."

Please confirm offers may hand deliver the proposal.

A39. No hand deliveries, see INSTRUCTIONS FOR SUBMITTAL OF PROPOSALS, Section L of conformed solicitation. See page 72

Q40. "Pricing information... shall be organized in the general format as follows: … -Completed Schedule B, Pricing Form..."

There is no "Schedule B, Pricing Form" in the solicitation. Can the government please confirm this is the same as Attachment A (that includes Exhibits A-C, and is the same as Section B on page 2)?

A40. Yes, schedule B refers to Revised Exhibits A-C

Q41. "Pricing information... shall be organized in the general format as follows:…" Attachment C Pricing Exhibits A-C is not listed. Can the government please confirm if/where Attachment C Pricing Exhibits A-C should be included?

A41. Attachment A includes Exhibits A-C

Q42. The RFP instructs: "The offeror shall provide the latest three complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or signed by an authorized officer of the organization."

This is immediately followed by: "Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract."

Are offerors expected to provide both the past three years' financial statements as well as some form of documentation establishing availability of working/operating capital? Please elaborate on what the expectations are for evidence of availability of working/operating capital.

A42. It is expected that the signed bank reference, required by the paragraph immediately before the paragraph you cite, combined with the financial statements, will demonstrate availability of working/operating capital. In other words, as long as (i) the signed bank reference, and (ii) financial statements are provided and collectively demonstrate availability of operating/working capital, no additional documentation is required in this regard. If those documents do not clearly demonstrate availability of working/operating capital, the government will consider any additional documentation you provide, in performing the FAR Part 9 responsibility determination.

Q43. SUBMISSION OF EXHIBITS - ...The Government has pre-filled estimated amounts for Travel, Other Direct Costs and Specialty Subcontractors..."

Can the government please confirm what Specialty Subcontractors are? We think this may mean "Specialty Contracts" as is stated in Attachment A.

A43. All costs that are not directly related to the prime contractor, ODCs, or travel, (i. e. subcontractor cost) are considered specialty contracts.

Q44. SUBMISSION OF EXHIBITS - ...The Government has pre-filled estimated amounts for Travel, Other Direct Costs and Specialty Subcontractors… Please confirm offerors shall not adjust the Government's pre-filled amounts.

A44. Correct, offerors shall not adjust pre-filled amounts.

Q45. p 52 and 53: "SUBMISSION OF EXHIBITS - ...Offerors shall provide any applicable overhead charges for ODC’s and Subcontractors, which will be added to the pre-filled total amounts to derive the total base year (and option year) pricing."

p 2: "INDIRECT RATES... No indirect rate mark-ups will be applied to subcontractors, other direct costs, or travel expenses... TRAVEL... Travel costs shall be allowed in accordance with DoD Joint Travel Regulations current at the time of task order negotiations. No profit or indirect rates (e.g., overhead or G&A) will be allowed on travel expenses."

p. 59: "G & A, overhead, profit and other handling fees are not allowed on Travel costs. ODC’s and other Specialty Subcontractors may include applicable markup (G&A etc, but no profit) in accordance with your accounting practices. " Instructions state we shall provide overhead for ODC's and subcontractors, while other sections state this is not allowed or state that only G&A is allowed. Can the government please clarify?

A45. Page 13 INDIRECT RATES has been changed to "G & A, overhead, profit and other handling fees are not allowed on Travel costs. ODC’s and other Specialty Subcontractors may include applicable markup (G&A etc, but no profit) in accordance with your accounting practices. "

2. Changes to Solicitation The following changes are hereby incorporated into the conformed solicitation in red.

1. Scope of Work Page 29

I. SECURITY OF GOVERNMENT EQUIPMENT AND FACILITIES.

If the work is performed at the Government facility, the contractor shall be responsible for safeguarding all Government equipment, information and property provided for the contractor’s use. At the close of each work day, government facilities, equipment, and materials under contractor’s responsibility shall be secured. Contractor personnel entering Government facilities or Government-leased facilities shall conform to security regulations during the contract period and shall be subject to security checks as may be deemed necessary to ensure that security violations do not occur.

II. INSTALLATION ACCESS AND GENERAL PROTECTION.

The contractor and all associated subcontractor(s) employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures. The contractor shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security office. The contractor shall comply with all personal identity verification requirements as directed by DoD, Headquarters, DON, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

III. KEY CONTROL.

The contractor shall establish and implement methods of making sure all keys/key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized personnel. NOTE: All references to keys include key cards. No keys issued to the contractor by the Government shall be duplicated. The contractor shall develop procedures covering key control that shall be included in the QCP. Such procedures shall include turning of any issued keys by personnel who no longer require access to locked areas. The contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the COR.

In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction of the KO, rekey or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the contractor shall be responsible for the total cost of re-keying or the replacement of the lock or locks. In the event a master key is lost or duplicated, all locks and keys for that system will be replaced by the Government and then the contractor shall reimburse the Government for the total cost of the replacement.

The contractor shall prohibit the use of Government issued keys/key cards by any personnel other than the contractor's employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of personnel other than contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO.

IV. COMMON ACCESS CARD (CAC).

Contractor employees requiring access to Government systems in order to perform services under this contract shall obtain a DoD issued CAC. Proof of employment, background screening, and security clearance/favorable background check is required before a CAC will be issued authorizing access to the Installation and Government computer systems. CACs may not be issued to contractor employees unless a data record authorizing CAC issuance is resident in the Defense Enrollment Eligibility Reporting System (DEERS). The Trusted Associate Sponsor System (TASS) was developed as a secure and authorized means of entering contractor data into DEERS in addition to automating the CAC application and approval process. In order to enter contractor data into TASS, the contractor's data must be resident in an authorized source database. The Joint Personnel Adjudication System (JPAS) is that authoritative source. The contractor's Facility Security office (FSO) shall ensure its employee(s) has a record in JPAS prior to its employee(s) requesting a CAC be issued. Contractors without JPAS accounts may request accounts by following the instructions provided in the Frequently Asked Questions (FAQ) topic "How do I get a JPAS account (Industry Users)?" found on the JPAS website, https://www.dmdc.osd.mil/psawebdocs/docPage.jsp?p=JPAS.

Personnel eligible for a DoD issued CAC who are not in JPAS (i.e., certain contractor employees, Foreign Nationals, and DoD affiliates) will be required to register at a site where an equivalent background vetting will be accomplished in accordance with Federal Information Processing Standard (FIPS) 201.

V. ACCESS TO SYSTEMS CONTAINING PERSONALLY IDENTIFIABLE INFORMATION (PII). The contractor shall comply with the Privacy Act and all applicable agency regulations on individual privacy, to include DoD Directive 5400.11 “Department of Defense Privacy Program” and DoD 5400.11-R, Department of Defense Privacy Program.

VI. SYSTEMS ACCESS.

When requested by the Government, the contractor shall provide access to and information regarding the systems that the contractor operates or maintains on behalf of the Government under this contract.

Requests for waivers to access automated systems based upon submission of this form shall be forwarded to the COR at the same time. Any contractor personnel operating a government- provided computer shall possess a favorable suitability investigation or an approved waiver pending investigation, and have completed the following Government provided online courses: Information Assurance Awareness (The contractor shall ensure all contractor and subcontractor personnel requiring access to government information systems complete DoD Information Assurance Awareness training no later ten (10) days after contract award. 3. Section K – Representations, Certifications and Other Statements of Offerors The Government will evaluate the qualifications and experience of the Offeror’s key personnel proposed for the contract. Resumes shall be submitted for both Program Manager and Geographic Information (GIS) Professional Level IV of the identified key Positions below and each resume should be no more than two (2) pages in length.

4. Section K – Representations, Certifications and Other Statements of Offerors Program Manager (KEY PERSONNEL) Experience shall include a minimum of ten (10) years’ experience in overall organization, direction, and management of real property programs, including budgeting, time schedules, management of contractor interface with the senior levels of DoD organization, and liaising with multiple Governmental commands or agencies on the same program, with more favorable consideration given to DON experience. 6. Section M. Evaluation Factors for Award

The following was a duplicate and has been deleted.

The Government will award a Labor Hour (LH) Indefinite Delivery/Indefinite Quantity (IDIQ) to the responsible best value offeror at fair and reasonable hourly rates.

1. The solicitation requires the evaluation of price and the following non-price factors.

Factor 1 – Corporate Experience Factor 2 – Technical Approach/QC Program Factor 3 – Qualification of Key Personnel Factor 4 – Past Performance

The distinction between experience and past performance is that experience pertains to the type and volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

The relative order of importance of the non-price evaluation factors is the technical factors (Factors, 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance, Factor 4.

When the proposal is evaluated as a whole, the technical factors and past performance combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

7. Section M. Evaluation Factors for Award Factor 3 – Qualification of Key Personnel “for key personnel” has been added

8. Section M. Evaluation Factors for Award Factor 4 – Past performance “neutral” has been added.

Offerors lacking relevant past performance history, or whose record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, will not be evaluated favorably or unfavorably in past performance and will receive an Unknown Confidence (neutral) rating.

9. Definitions of recent and relevance has been added.

The Government will only evaluate projects that are both “recent” and “relevant” A project is “recent” if it resulted in the provision of a deliverable to the Government within the four (4) years immediately preceding the due date of this solicitation. Offers must provide information adequately demonstrating delivery of a deliverable within this timeframe.

A project is “relevant” if it demonstrates services with one or more of the bulleted items listed on page 73.
