Specific locations will be designated within each order. This award will be a Labor Hour, Indefinite Delivery Indefinite Quantity (IDIQ) contract with provisions for Firm Fixed-Priced orders. This solicitation is a competitive WOSB set-aside that will result in a single award Labor Hour Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with provisions for Firm-Fixed Priced Orders . The selected firm will provide the required services by the issuance of individual Task Orders. The estimated value of the total orders issued under this contract is not to exceed $40,000,000, inclusive of all options, if exercised. The workload may fluctuate with changes in the number and types of projects in various stages of implementation and in response to DoN’s decisions to expand the program. The contractor must be flexible and able to surge to respond to these workload challenges.
The contractor shall bring professional knowledge, skills, and experience to include but not limited to Real Property accountability. The contractor shall provide advice and assistance to the DoN and conduct the necessary research and analysis to present DoN decision-makers with accurate and relevant information. The contractor will bring best business practices from the private sector to assist the DoN with all aspects to manage all real property, from initial acquisition and receipt, through accountability and custody, until formally relieved of accountability (i.e. through disposition, or through a completed evaluation and investigation for property loss). This includes any system support to Navy’s real property management system (iNFADS), Regional Shore Installation Management System (RSIMS), ieFACMAN, InventoryRES, and financial management systems (FIS, SABRS, CEFMS, Navy ERP). The work includes technical advisory services to the NAVFAC headquarters and the NAVFAC component commands for the purpose of providing professional services and support in the accountability of real property to include physical inventory and financial impacts.

C.1 Real Property Accountability Background
(a) Executive Order (EO) 13327 (Federal Real Property Asset Management) defines real property as “any real property owned, leased, or otherwise managed by the Federal government, both within and outside the U.S., and improvements on federal lands. Per Title 10 United States Code §2721 Real Property Records, property records will be maintained on a quantitative and monetary basis. Implementing policy in DoDI 4165.14 (Real Property Inventory and Forecasting) requires that the Military Departments and Washington Headquarters Service (WHS) will maintain an accurate and complete RPI for all unclassified real property assets (land and facilities) in which they have a legal interest.
(b) Implementing policy and guidance contained in SECNAV Memorandum (Real Property Accounting Interim Guidance: Accountability Threshold and Prefabricated Structures, dated 16 Nov 2018), CNICINST 11010.5A (Real Property Inventory Management and Accounting) and DoDI 4165.14 (Real Property Inventory and Forecasting) requires maintenance of an accurate and complete inventory for all unclassified real property assets in which the DoN has a legal interest.
(c) internet Navy Facilities Asset Data Store (iNFADS) is the Accountable Property System of Record for NAVFAC and its job is to provide the Department of Defense with authoritative real property inventory data for DoN real property.
C.2. Financial Systems
The Assistance Secretary of Navy, Financial Management and Comptroller (FM&C) has recently notified NAVFAC that the DoN will be eliminating STARS-FL and that NAVFAC must migrate to the US Marine Corp Standard Accounting Budgeting and Reporting System (SABRS). This transition will significantly modify the use of FIS to support NAVFAC’s project/contract management process, complicates the management and direction of FIS, FIS data warehouse (COGNOS BI and COGNOS TM1) and associated computer data system interfaces, e.g., project scheduling (eProjects), building maintenance tracking (Maximo), Expeditionary equipment maintenance system (EXMIS) and contract award system (eContracts) etc. FIS is a specialized management information system unique to NAVFAC’s mission and business processes; all data tables and transaction records within FIS must be able to crosswalk between SABRS and all of its approved interfaces and the legacy system STARS-FL to support multiple years accounting records.
C.3. Scope and Objectives
(a) The contractor shall provide project/program management support services as defined in this Performance Work Statement (PWS). The contract will be issued and administered by NAVFAC Atlantic, Norfolk, VA. Warranted contracting officers within the NAVFAC AOR may request ordering authority.
(b) The contractor shall provide project/program management support services to assist with oversight and management of real property inventory.
(e) The contractor shall provide requisite skills and experience in systems implementations, along with extensive functional and technical knowledge of FIS and NAVFAC financial management processes. SECTION M - EVALUATION FACTORS FOR AWARD
52.217-5 EVALUATION OF OPTIONS (JUL 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
This solicitation is a competitive WOSB set-aside that will result in a single award Labor Hour Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with provisions for Firm-Fixed Priced Orders
Evaluation Factors
1. This solicitation requires the evaluation of price and the following non-price factors.
Factor 1 – Corporate Experience Factor 2 – Technical Approach/QC Program Factor 3 – Qualification of Key Personnel
Factor 4 – Past Performance
The distinction between experience and past performance is that experience pertains to the type and volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
The relative order of importance of the non-price evaluation factors is the technical factors (Factors, 1, 2, and 3) are of equal importance to each other and, when combined are equal in importance to the past performance, Factor 4.
When the proposal is evaluated as a whole, the technical factors and past performance combined (i.e., the non-price evaluation factors) are approximately equal to price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
2. Basis of Evaluation and Submittal Requirements for Each Factor.
The proposal shall consist of three parts: (1) a written technical submission (2) past performance information and
(3) price. Offerors shall not incorporate any portion of pricing into the technical proposal.
The Non-Price (Technical Factors and Past Performance) and Price Proposals shall be submitted in separate binders, tabbed appropriately, and must include a cover page with the name of the prime contractor(s), DUNs number(s), addresses, phone and fax numbers, email addresses, solicitation number, and point of contact. Should there be a discrepancy between paper and electronic information provided, the paper copies shall govern.
Offerors are requested to number the pages consecutively for each factor.
Volume I shall contain all non-price information (the written technical and past performance), Volume II shall contain pricing information.
Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected though discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
All offerors proposing team members (including a joint venture or key subcontractor) whose resources are relied on in response to the requirements of the RFP shall submit the following information in the front of the technical and price proposals:
Provide a listing of the team members’ corporate name (no abbreviations), address, point of contact, phone number, DUNS Number, and Cage Code. Additionally, include a letter of commitment, JV agreement or teaming agreement, appropriately signed, demonstrating commitment of the parties to pursue the work under this solicitation. This information should be provided in both the technical and price proposals.
Contractors must submit required information for technical and price proposals as follows:
VOLUME I
Non-price Factors: (Technical Factors and Past Performance): Submit one (1) original, five (5) copies in 8-1/2 x 11 format, font size 12. Tables and charts can be in landscape format, font size 10. Offerors may submit a one page quality management chart (under Factor 2) in 11x17 format, font size 10. Proposals will be submitted in three ring binders and tabbed appropriately by major evaluation factors. Double-sided pages are encouraged to conserve paper. In addition, submit a complete copy of the non-price proposal on CD (bookmark all sections the same as the tabs in paper copies.) The document should be submitted as both and Adobe Acrobat file (.pdf) and as an MS Word file. (Note: Cover page, letters of commitment, JV agreements, and past performance questionnaires may be submitted in Adobe only). Offerors are requested to number the pages consecutively for each factor.
Non-Price/Technical proposals shall not encompass any elements of price and shall be organized in the general format as follows:
- Cover page
- Listing of team member corporate names, DUNS number, and point of contact information
- Team member corporate name (no abbreviations)
- Address
- Point of Contact
- Phone number
- DUNS number
- CAGE Code
- Introductory Sheets (e.g. Table of Contents, List of Figures, List of Acronyms)
- Copies of letters of commitment from the team members
- Copies of joint venture agreements, or other teaming arrangement agreements
- Factor 1 – Corporate Experience
- Factor 2 – Technical Approach/QC Program
- Factor 3 – Qualification of Key Personnel
- Factor 4 – Past Performance
(a) Non-price Factors:
Factor 1 – Corporate Experience
Solicitation Submittal Requirements:
The offeror shall provide (a) up to four (4) specific project examples of contracts where the Offeror has performed similar services to this RFP in support of large scale real property accountability and inventory management (“Real Property Inventory Projects”) and (b) one (1) specific project example demonstrating experience in systems implementation, along with extensive functional and technical knowledge of financial management systems and processes (“Systems Implementation Project”). These project examples should be recent and relevant.
Projects submitted by offerors shall collectively demonstrate experience in all of the following areas:
• large scale real property accountability and inventory management over a wide geographic area;
• large scale real property accountability and inventory management projects for federal, state, or local agencies;
• comprehensive research and analysis of real property inventory issues;
• experience with the military environment, culture, and protocol; and
• experience in systems implementation.
Failure to provide projects which collectively demonstrate experience in all of the above areas will be assessed a deficiency.
At least one project (either a Real Property Inventory Project or a Systems Implementation Project) must have been performed by the Prime Offeror (the entity with whom the Government will contract).
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects completed by the individual Joint Venture members may be submitted. Offerors are still limited to a total of five (5) projects. Offerors who fail to demonstrate experience of either the JV entity or its constituent members may be rated lower.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the technical proposal or DUNS number is different from the Offeror submitting the proposal) (“Affiliates”), the proposal shall specifically address the extent and manner in which that entity will be meaningfully involved of the performance of this contract, and shall provide a letter of commitment that clearly demonstrates that the Affiliate will have meaningful involvement in the performance of the contract in order for that experience to be considered. Failure to demonstrate how the Affiliate will be meaningfully involved in the performance of this contract will result in the Government declining to consider the Affiliate’s experience.
A “Key Subcontractor” is defined as a subcontractor that performed major and/or critical aspects of work submitted as a project under this factor. The Offeror may utilize experience of a Key Subcontractor to demonstrate experience under this evaluation factor. The Offeror must provide a letter of commitment and an explanation of the extent and manner in which the Key Subcontractor will have meaningful involvement in performance of this contract. Failure to demonstrate how the Key Subcontractor will be meaningfully involved in the performance of this contract will result in the Government declining to consider the Key Subcontractor’s experience.
For each project, the attached Project Data Sheet (Attachment D) is mandatory and shall be used.
Basis of Evaluation:
The Government will evaluate the extent to which the proposal demonstrates relevant experience and depth of experience in performing services similar to this RFP in support of real property accountability and inventory management projects, and systems implementation/financial management and systems. The Government will evaluate the Offerors’ experience to determine if the submitted projects collectively demonstrate experience in all of the following areas:
• large scale real property accountability and inventory management over a wide geographic area;
• large scale real property accountability and inventory management projects for federal, state, or local agencies;
• comprehensive research and analysis of real property inventory issues;
• experience with the military environment, culture, and protocol; and

• Significant functional and technical knowledge of DoN-employed financial management systems and processes, including use of FIS, CFMS, and SABRS
• Experience performing the other requirements outlined in the Statement of Work that are above and beyond those required to meet the minimum standard may be rated more favorably than offerors who only meet the minimum standard.

The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history, or whose record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, will not be evaluated favorably or unfavorably in past performance and will receive an Unknown Confidence rating.
