SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0002

Amendment 0002 is issued for the following:

1. To answer PPIs 14 – 38

2. Provide Revised Specs Section 33 08 53

3. Provide Revised Specs Section 00 01 15

1. Pre-proposal inquiries and responses:

Question 14: Paragraph 33 08 53 requires the contractor to provide filter elements for the existing filter separators.

In order to properly price this, we would need to know the model numbers of the existing vessels

Answer 14: Please see Item 2 below

Question 15: Paragraph 33 08 53 requires the contractor to provide temporary cone type strainers in the suction side of the fueling pumps. Since these pumps are existing, can you provide the size of the pump suctions?

Answer 15: Please see Item 2 below

Question 16: Please note we cannot retrieve the "ATEX" classification of the seven runway pits. This classification is needed to choose the electrical equipment and the internal and the adjacent PIT equipment (pressure gauge, cables, etc). Not knowing exactly this information could mislead the work price assessment.

Answer 16: All mechanical equipment located in the pits should be ATEX listed for use in Zone 1 locations. There is no electrical equipment in the pits.

Question 17: Please note that we have observed a discrepancy between "P&I page M-002" and the piping sketches at pages M-404 and M-402.

In the P&I the Pig Launching is a four-valve double-sphere, however in the sketches there are onlu two valves in line and reduced "Tee".

The four-valve solution appears to be technically correct however, considering the high cost impact, we would like to request confirmation of the correct configuration, as well as the diameter to be chosen (150 mm as the "Tee" or 200mm)?

Answer 17: See Item 3 below

Question 18: Considering that the project is to be entirely carried out in Italy, we request that offers are accepted in EURO currency and that, consequently, payments during the contract duration are made in EURO. This is to avoid the currency exchange risk throughtout the contract execution, and especially to avoid over- or underpricing by offerors.

Answer 18: No changes to the currency will be made.

Question 19: Please consider the possibility to increase the maximum number of pages of the Safety Narrative from 1 single-sided page to 1 double-sided page, this to allow offerors the possibility to better enter into the details of their Safety Management Systems.

Answer 19: Change Factor 1 Safety Paragrah (i) to; "The Safety narrative shall be limited to one (1) double sided or two (2) single sided, 8 1/2 x 11 page size.

Question 20: Certificate of Classification. Additional Work Categories. Among the required categories we read that the sub-category OG 3 is required.

At page 2 of Amendment 0001 the Category OG 3 (Roads, motorways, bridges, railways, underground railways) has been replaced by Category 0S 3 (Plumbing, kitchen and laundry). Please confirm this SOA requirement

Answer 20: OS 3 should read OG 3. The following is corrected to reflect SOCIETÀ ORGANISMI DI ATTESTAZIONE (SOA) CERTIFICATION is as follows: OG-6, class IV bis

OS-1, class III OG-3, class III OS-26, class III OG-12, class III OS-23, class III

Question 21: In the Instruction to Offerors we read: "In the case of a JV prime offeror, at least one member of the JV must have the required SOA Certifications. The JV member who has the SOA Certification must perform the majority of the work pertinent to the certification. In the case of a JV certification submitted by a subcontractor will not be accepted. " Is the last sentence referred to the prevailing category of works only or to the sub-categories as well? We are qualified in the prevailing work category OG-6 and we plan to enter into a Joint Venture agreement with another company. Can we still qualify subcontractors for some of the sub-categories? (i.e. OG 12, OS 1)

Answer 21: The statement is referring to the Prevailing Category of Works. "Companies that are QUALIFIED in the Prevailing Work Category and pertinent Classification, but NOT QUALIFIED also in the Additional Work Categories and pertinent Classification, can still bid against the subject solicitation, by forming a Joint-Venture or subcontracting for the execution of the work pertaining to the categories (or alternatives) for which they are not qualified."

Question 22: FACTOR 2 Construction experience. If the Offeror is a Joint Venture, may the JV utilize experience of a Subcontractor to demonstrate construction experience under this evaluation Factor?

Answer 22: Yes, the solicitation states "The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offeror must provide a letter of commitment from the subcontractor and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract."

Question 23: Is part of the scope of work to create a SCADA system from scratch or to replace an existing one? In the second option, is it possible to have information about the engineering software and the existing SCADA project?

Answer 23: It is the intention of this project to provide a new SCADA (Control) System using a mixture of new and existing field devices connected to a new Pump Control Panel (PCP). All software and programming is new for this project

Question 24: The ASTM A358 and ASME 36.10 norms that regulate construction standards of STAINLESS STEEL PIPING do not correspond to the measures mentioned in chart A of the give specifications. The measures mentioned in the chart appear to be a conversion in millimeters of american standards. The result is that the mentioned products are not available on the market according to ASTM norm. As an example: the 200 mm pipe is mentioned in chart A with a diameter of 203 mm and 6.2 mm thickness whereas the ASTM standard for this 8" pipe Sch. 20 is with 6.35 mm thickness.

We therefore request to which prescriptions offerors must abide by, either ASTM standard (and therefore disregard the chart A data) or the data mentioned in chart A that do not correspond to ASTM standards. This second solution would require additional work on the thickness of the metal sheets and a subsequent certification according to the norms, and please note that this solution would be extremely disadvantageous in terms of purchasing process and work schedule in general.

Answer 24: The pipe should be constructed in accordance with the ASTM and ASME standards provided in the specifications.

Question 25: According to the technical specs the PVC pipes are classified according to the pressure and resistance according to AWWA C900. Nonetheless the spec 2.2.2 Plastic Piping at item 2.2.2.1 PVC piping modifies the AWWA compliance and prescribes to abide by UNI EN ISO 1452-3. First, please confirm you intend to use PVC pipes. As far as we know, the standard for this type of pipes in Sigonella base is HDPE. Second, given the discrepancy between the norm and the specs, please confirm which one prevails?

Answer 25: The pipe should be PVC conforming to UNI EN ISO 1452-3 as specified.

Question 26: SOW SAYS: For purposes of this evaluation, a relevant project is further defined as construction of a new Aviation Aircraft Pressurized Hydrant Direct Fueling System with a construction cost no less than $3,000,000.

QUESTION: Some Construction Experience will be submitted in euro. Please clarify which exchange rate has to be applied to the Contractor Past Experience value.

Answer 26: Change FACTOR 2

The Offeror must provide a letter of commitment from the subcontractor and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract."
