AMENDMENT 0003

Pre-proposal Inquiries and Responses:

Question: In technical specification paragraph 2.1.1, Please explain what “All Non Redundant” means in detail. Please include diagrams of hoisting equipment so it is clearly understood how this terminology is used.

Response: The paragraph provides a specific definition of the components required to be fabricated from ductile materials. The components pointed out in the specification paragraph are considered to be the minimum components required to be ductile but not all inclusive of all potential components that fall under the direct load supporting requirement. The specification is performance based and material requirements prescriptive thereby allowing each proposer to develop the details of the crane design making impractical for the Government to provide details of all possible configurations.

Question: In technical specification paragraph 2.3.1.4, Is a spliced considered a mechanical splice or a top plate, web or bottom T welded splice? Patent track beams are spliced via weld in order to make longer sections.

Response: Patented track girder splices shall meet all requirements of Specification Section 2.3.1.4. Splices in the bridge girders can only occur at areas where it is fully supported (i.e. the end trucks). For the splices to comply with Section 2.3.1.4, the splices need to meet the girder manufacturer’s requirements and the end truck manufacturer’s requirements to ensure it is both properly joined and supported. The last sentence of the specification section requires that the splice assembly is provided by the track manufacturer.

Question: The Appendix drawings reflect top riding cranes, this conflicts with the specifications. (Reference A-1 thru A-3)

Response: The Appendix drawings specifically state in a note that the crane(s) are Under Running with a Patented Track. This information agrees with the technical information stated in the specification. The outline picture is only provided to present dimensions clearly.

Question: The specification asks for Patent Track runways, what type of connection to the facility will be required? Fixed, flexible? Are there details for every connection point with elevations. Spec also mentions Facility drawings, we did not get these from NECO.

(Reference Specification Section 2.3.1.1, Page 21 and A-1 thru A-3)

Response: The Appendix drawings specifically state in a note that the crane(s) are Under Running with a Patented Track. This information agrees with the technical information stated in the specification. The outline picture is only provided to present dimensions clearly.

Question: Where is the power located for each crane (end feed or center feed).

(Reference A-1 thru A-3)

N62470-13-R-4001

AMENDMENT 0003

Response: The crane power supply points are within the bay and are identified in the facility drawings. A facility construction contract modification will move the disconnect points from the specified walkway elevations (currently noted) to the floor level to comply with NEC requirements.

2. Contract Specialist Briefing

The purpose of this pre-proposal teleconference is to:

a. Provide an overview of the RFP; and to

b. Provide an opportunity for you to identify any issues with the RFP.

Specific questions concerning the RFP shall be provided in writing to the Contract Specialist via email on Attachment 3, provided with the General Requirements of the solicitation. All questions should be submitted as soon as possible, but no later than 10 days before the proposal due date (July 22, 2013). Clarifications may be discussed. The purpose of this is to ensure all are provided the same information to avoid any miscommunication.

Any requested changes to the Request for Proposal or clarifications discussed today shall be documented in writing and distributed to all parties prior to submission of proposals.

Solicitation N62470-13-R-4001 RFP issued – July 1, 2013 2 Amendments have been issued 0001 – issued July 2, 2013; corrected the time for completion to 16 months 0002 – issued July 9, 2013; changed 4-7.5 Tons to 3-7.5 Tons & 1-9Ton OET Crane (with attachments) Proposals Due - August 1, 2013 (1400 Eastern) (unchanged) We have received additional questions that will be answered in an upcoming amendment.

3. Project Overview: The scope of work addressed in the solicitation will include the design, fabrication, shop inspection and testing, and installation of five cranes located in five different areas of the new hangar at Naval Base North Island, Coronado, CA.

The cranes will be supported by the installation of new patented track with hangar system and a new electrification system. This facility is currently under construction.

Please note that the presented overview is only highlights of the solicitation and is not all inclusive of all solicitation requirements. The issued solicitation contains all the crane expectations. Nothing stated in this conference will change the issued solicitation and any future changes to the solicitation will be forwarded via a solicitation amendment.

4. Facility Overview

a. This new facility will receive three 7.5-Ton cranes (one each in Room 101, 102 and 103), one 9-Ton crane in Room 104, and one 5-Ton crane will be in Room 134. All cranes will be under running and under hung.

b. The facility design drawings are available for review. These drawings are located in Dr. Checks under project ID 13-R-4001, North Island Hangar. The “Filer” folder currently only has one active folder. Should you experience any difficulty accessing these documents, please contact the Contract Specialist as soon as possible for assistance.

c. The crane installation phasing is noted in the solicitation.

5. Crane Features: To highlight just some of the features which are stated on the solicitation and pertain to all four cranes:

a. All cranes will have wire rope hoist. The hoist shall have duty service classification of H-3.These hoist have specific minimum hook heights and approaches. These details are specified in the Appendix A section of the solicitation.

b. The crane girder is specified to be a patented track design. Additional information regarding the allowed locations for the track hangers is shown in Appendix A. Also note splices in the bridge girder are not permitted in an unsupported length of the track.

c. The crane contractor shall install the crane electrification system for each crane.

d. The hangar bays temperature control system includes radiant heaters installed in the overhead. The crane controls and equipment shall be designed such that these components will not be affected by the operation of these radiant heaters.

Additional heater information is included in the facility design package.

e. Two four hour days of training on-site is required. A training outline will be required.

f. All non-redundant components directly supporting the load shall be of ductile materials. The ductile materials are discussed in greater detail in specification paragraph 2.1.1

6. Submittals

a. As noted in the solicitation, this delivery order requires most of the typical Navy Crane Center procurement submittals such as wire rope certifications, brake setting records, hook NDT reports and NDT supporting documentation, coupling alignment reports to highlight only a few. All submittals should be submitted via ProjNet, i.e. Dr. Checks, unless the Government permits otherwise.

b. Dr. Checks was noted as the primary document submission vehicle, it will also be the primary method for the Government to covey submittal review comments.

The Contractor will be required to provide in ProjNet responses to all Government comments. The Contractor should not attached resubmissions to specific comment responses. All Contractor resubmittals should be submitted as a completed resubmission package.

7. Lift Plan:

a. All WHEMAC Contractors are aware that the Lifting and Rigging Plans has become an integral part of the Navy Crane Center’s safety program. A lift plan for all major crane components is required.

b. Should a P-307 defined complex lift become necessary, Section H contains additional submittal requirements.

c. Also this Navy Region has a policy to closely review any submitted OEM certifications for material handling equipment used to lift materials as suspended loads. If the Region will not accept an alternate certification, NCC cannot grant use of that equipment that is required in the Regional Weight Handling Equipment Instruction.

8. Inspections:

a. A local DCMA office will be tasked to conduct in process inspections during fabrication and prior to the shop test. Based on deficiencies identified at shop test, DCMA could conduct a final inspection to verify all required shop test deficiencies have been corrected prior crane to shipment.

b. In an effort to minimize field expenses, the contract specifically states that all shop test identified deficiencies shall be resolved prior to shipment. The Contractor is now required to submit a request to ship that includes an updated rework list with noted corrective actions. The Contractor may request corrective actions be accomplished in the field; however, the Contracting Officer’s permission is required.

c. The field testing section does state that crane inspection and testing windows must be scheduled such that the inspection and testing widows of multiple cranes do not overlap.

9. Section H:

a. Section H requirements addresses several issues such as work hours, holidays, badging requirements, vehicle permitting, specifies that no cameras or cell phones with cameras are permitted on base, mobilization notification requirements, floor loading allowances, etc.

b. All workers must be US citizens. The Command utilizes the RapidGate badge program. Daily badges will be available for single day visits and require the Contractor stopping at the pass office that day to receive a badge.

As the badge request traffic will vary significantly each day, badge processing wait times are not predictable nor cause for a Government delay.

The submission requirements and other details are discussed in section H.

10. Mobilization:

a. The solicitation states the mobilization for installation should not be planned before early December of 2014. The contractor shall provide mobilization requests a minimum of thirty days in advance of desired mobilization date.

b. The Government reserves the right to delay the Contractor’s requested start date by up to sixty days. This reservation is included as the facility in under construction and unforeseen conditions are always possible.

c. The Government will provide the weights and rigging gear for acceptance testing. The Contractor will supply the crane operator and Rigger in Charge.

11. Completion Date: The contract completion date for the award 16 months after award.

File details come from the government source that posted it. Updated .
