MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS #4
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Given that the duration of the contact is firm at 1 year, please amplify the parameters of potential
Reduced Operational Status as described in H-32?
ANSWER: H32 indicates that reduced operating status is at the option of the Charterer and can occur for any reason and at any time with the notice described in H32.2.
2. Section C.2.10.1 calls for annual weight testing and certification of the crane and A-Frame, as well as having a trained and qualified crane operator(s). Please advise as to the standards applicable to these requirements, and identify certifying agency/entity?
ANSWER: The annual weight testing of the crane and A-frame (cargo gear) shall be conducted by a qualified third party marine surveyor (ie ABS, PE, etc) to a standard of at least equal to the SWL of the crane. The qualified third party surveyor shall issue a document to the COR that certifies the results of the testing. This certification will be provided to the COR no later than two weeks before the performance period. The qualified crane operator shall be familiar with the operation of the equipment and designated in its operation by the master. An amendment will follow that incorporates this change to the solicitation.
3. Regarding Section C-3.3, please provide an amplification of information regarding segregation of ammunition. Does NAVSEA - OP4 apply?
ANSWER: Yes, only when live fire testing is required. An amendment will follow that incorporates this change to the solicitation.
4. Question: What impact does C-4.1, C-4.1.1, and C-4.1.1.1, have on a contractor which does not provide classified or unclassified information to its Charterer?
ANSWER: These sections impact all offerors. C-4.1 Information Security (InfoSec). The Contractor shall implement InfoSec measures for its contractor furnished unclassified information technology system(s) used in performance of this contract. This includes the information equipment described in C-
2.10-6 and that equipment used in electronic communication between the offeror and Government.
5. C-2.10.8. What is the amperage requirement for each of the voltage services?
ANSWER: Per, C-2.10.8, the vessel shall provide 100 amp (60hz, 1ph/3ph) services for 110v, 208v, and 480v electrical power on the stern and 110v electrical power in the house of the ship.
6. The solicitation requires the deployment and recovery of up to fifty (50) inert or live mines; however, there is no requirement outlining the proper storage/service/handling requirements for the “live” ordnance or any other items (Bonus pay reimbursement) pertaining to supporting/transporting/handling such cargo?
ANSWER: The handling stowage and servicing of Government Property shall be done by Government employees. The crane, A-frame and winch will be the only equipment operated by vessel personnel during evolutions involving Government equipment. The Government shall handle all equipment in accordance with applicable Government regulations. It is not anticipated that the weight limits for explosive bonuses will be exceeded. However, in the event that limit is reached bonuses for explosive handling will be reimbursable. An amendment will follow that incorporates this change to the solicitation.
7. Pg 28 para C-3.6 addresses Sponsor Berthing/Living Spaces “for 10 to 12 people”; if the contracted vessel is not fitted with sufficient amount of berthing are mobile berthing units on deck acceptable?
ANSWER: Yes, however such units shall not reduce the minimum required deck area nor interfere with the on-deck power requirements. An amendment will follow that incorporates this change to the

Pg 28 para C-3.7 addresses Food Service “for up to twelve (12) embarked Government/Contractor personnel” and pg 29 para C-3.7.5 states “Contractor shall provide galley….for additional personnel not permanently assigned….”; if the contracted vessel’s galley facilities are not enough to meet requirements is a mobile on deck galley service and facility acceptable? Is there a minimum/maximum number of “not permanently assigned personnel”?
ANSWER: Yes, however such units shall not reduce the minimum required deck area nor interfere with the on-deck power requirements. It is not expected that the total number of Government personnel on the vessel shall exceed 20. An amendment will follow that incorporates this change to the
9. Pg 26 para 2.10.1 addresses Crane and A-Frame and pg 26 para C-2.10.2 addresses a Winch with
Capstan; are applicable drawings for the modifications available for contractor’s use to ensure compliance with government’s requirements?
ANSWER: No, drawings are not available. Any equipment that meets the minimum requirements described in Section C will be acceptable.
10. Pg 25 para C-2.8.1 addresses GFE dimensions but doesn’t list quantities of each item; is deck space outlined (pg 25 para C-2.7) sufficient giving Government’s GFE dimensions and expected quantities?
ANSWER: The requirement has been removed. See Amendment 0004.
11. Pg. 40 para G-7.1 states “Government will reimburse the Contractor…..for those supplies and services that are expressly identified as reimbursable items by this contract. Is there to be a list or table of authorized reimbursable expenses?
ANSWER: No, a list will not be provided. All reimbursable items are identified as such in the requirement
12. Pg 30 para C.3.10.1 states “Contractor shall provide an Information Assurance Report….” When is this “initial” report due?
ANSWER: Amendment 0001 removed this requirement.
13. Pgs 61-62 para(s) H-38 through H-38.10 addresses MSC Shipboard Antiterrorism/Force Protection
Measures; will the crew be required to provide security measures/watches or will government provide additional force protection personnel when required, as mentioned in pg 63 para H-41.2?
ANSWER: The H-41-2 requirement has been removed. See Amendment 0004
13A. Also, is training and costs associated with providing current vessel physical security measures required by relevant MSC Force Protection instruction at contractor’s expense in Firm Fixed Price or are the actual costs reimbursable? If at contractor’s expense can Government define/elaborate as to
Contractor’s required contribution to ATFP support or watches?
ANSWER: Any additional security measures imposed by the Government for Force Protection will be reimbursable. The Government does not anticipate that additional security measures will be required.
14. Pg 49 para H-6 states “Readiness is a required service of the vessel. Readiness shall be defined as the ability of a Vessel and Associated Equipment to perform the function for which……., including the ability to deploy without delays, whether or not so ordered to perform”. Pg 24 para C-1.6 Estimated
OPTEMPO Scenario doesn’t define in port readiness status while in FOS. Is this readiness status, during in port periods while in FOS (given optempo of 60% in port time) further defined as the ability to get underway within a 24 hour notice, 48 hour notice or some greater time period; and/or is a planned operational/underway schedule provided at some reoccurring interval?
ANSWER: While in port, we anticipate that the shortest notice given to the vessel will be 24 hours.
However, normal operating practices will be to develop a schedule with greater than 24 hour notice. An amendment to section C-1.6 will follow.
15. Attachment 3 Basic Pricing Data base period and options 1-4 items 1 & 2 make reference to an
Attachment C (for itemizing crew wages and crew training) that is not included. Is this reference incorrect or will it be provided?
ANSWER: Any references to Attachment C have been removed from Attachment 3. See Amendment
0004.
16. Attachment 3 Basic Pricing Data Option 4 line 9 references Full Operating Status (FOS) whereas the
Base Period and Options 1 through 3 spread sheets make no reference to FOS on line 9….is pricing to be for FOS on all spread sheets? Additionally, ROS <10 $___/day and ROS>10 $___/day are listed in section B pages 3 through 7 but not in Attachment 3; will a ROS column be added to Attachment 3 for pricing?
ANSWER: Attachment 3 has been updated to reflect the Full Operating Status only (FOS) on the Base
Period and all Option Periods. While the Offeror’s proposed Reduced Operating Statues (ROS) pricing will not be considered in the total evaluated price for the contract award, it will be evaluated for reasonableness. Follow instructions on L-4 #9 for completion of Specialtime boxes related to ROS. See
Amendment 0004.
17. Is there a list of 3 rd party companies that can certify that a company is in compliance with DFARS
252.204-7012?
ANSWER: The Government is not in possession of a list of companies that can verify certification.
18. Please clarify the Berthing requirements for the Government Personnel. Are the Force Protection personnel identified in Section H-41.2 in addition to the 12 Sponsor Personnel that berthing is required for?
ANSWER: The requirement is to provide berthing for up to 12 sponsor personnel (see section C-3.6.).
No additional berthing is required. Section H-41.2 has been deleted and replaced with “Reserved”. See
Amendment 0004.
