MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Box 63 B does not include the speeds noted in Sections C-1.6 and C-2.3, should this be updated?
ANSWER: Box 63 B will be updated to include the additional speeds that have been left off the chart.
Amendment 0002 will update Box 63 B. (Laden to Sumer Marks) accordingly.
2. Since the operating area is not worldwide should Boxes 33 & 35 be not required?
ANSWER: Boxes 33 & 35 are not required. Amendment 0002 will update the submission requirements accordingly.
3. Can details of the Stern Roller and Gimbal noted in Section C-2.8 be provided so that the extent of modifications to add them can be properly identified and estimated?
ANSWER: These items each have an approximate footprint of 3ft by 3ft and an approximate maximum weight of 100lbs. Amendment 0002 will update the solicitation to reflect this information.
4. Does the A- Frame and the Deck Winch need to be heave compensated?
ANSWER: No.
5. On the deck winch is a line reel required in addition to a capstan head? If so what would the capacity be?
ANSWER: Yes, C-2.10.2 requires a winch with a capstan with a minimum capacity of 5 tons.
Amendment 0002 will update the requirement to reflect this information.
6. For the Government provided RHIB what are the details of the boat? IE: Weight, dimensions and cradle footprint?
ANSWER: The largest RHIB that will be used is approximately 25ft x 8ft and 3000 lbs. It is the Government’s intention to support each RHIB with old tire; each RHIB is not required to have a dedicated cradle. Amendment 0002 will update the solicitation to reflect this information.
7. Will the RHIB only be launched in an unmanned condition?
ANSWER: Yes.
8. Will the GFE include RHIB outfitting and Fast Rescue Suits?
ANSWER: Yes
9. Can you please advise whether it would be possible to utilize a vessel with a length of 135 feet vs 145 feet specified? If this vessel more than meets every other requirement.
ANSWER: Yes. Section C-2.1 will be deleted and replaced with "Reserved ". An Amendment 0002 will follow that incorporates this information into the solicitation.
10. I note specifications on the A-frame are to be provided by the Contractor. Is there a drawing of the preferred configuration?
ANSWER: No, offerors may provide any A-frame configuration that meets the minimum specifications.
11. It appears that the Information Security requirements have changed with Amendment 0001 to be more post-award oriented. The requirement for inclusion of an Information Assurance Report in the proposal appears to have been eliminated. Is this correct?
ANSWER: The report is no longer required. Offerors are instructed to submit all information required by Section L of the solicitation.
12. C-2.3.1 Acoustic Signature Capability: Please advise where, or what part of the vessel, these noise levels must be met?
ANSWER: The vessel’s main engines and propeller are the parts of the vessel that must meet the acoustic signature capability requirements as measured by a hydrophone survey (or equivalent test).
13. Section C-1.5, Area of Operations, requires 10% operations in locations which will significantly increase vessel contract cost: (1) international operations; and, (2) operations above 32° N Latitude. Will you consider eliminating these areas?
ANSWER: No.
